Elementary Assessment Framework
2015-2016
Assessment is the ongoing process of gathering information to make sound decisions. A
complete system within Support for Personalized Learning (SPL) enables educators to:
(1) screen students to identify those at risk, (2) use diagnostic assessments to determine
factors contributing to at-risk status, (3) use formative assessments (progress monitoring)
to monitor the effects of instruction, and (4) use summative assessments to make
outcome-based decisions about mastery of skills and standards.
The district will continue using STAR Enterprise Reading and Math Assessments as
screening and progress monitoring tools in grades 1 – 6.
WV Early Learning Reporting System for Kindergarten (ELRS:K) data entry is required at
the beginning and end of the year. Since school and district level reports are not yet
available for ELRS:K, schools will also use DIBELS Next in Kindergarten. The WVDE
anticipates Implementation of ELRS in 1st, 2nd , and 3rd grades in subsequent years. 1st
grade will continue to use DIBELS Next for the coming school year.
Due to the online administration of the summative assessment, administration of STAR
Reading & STAR Math for grades 3-6 is optional for the E-O-Y screening.
The Elementary Assessment Framework windows are listed below. Page 2 of this
document provides specific grade level information for screening, progress monitoring,
and interim assessments for reading and math.

WVDE Interim and Diagnostic Assessments: These optional assessments are available in
wv.portal.airast.org. Each school should decide how best to use these assessments.

Diagnostic:
CORE Phonics Survey should be administered, as needed, as a diagnostic tool to
students in grade 2 (Parts A – K) and grade 3 (Parts A – L) who have been identified as
strategic or intensive on STAR Reading, and thereafter, every 6-8 weeks as a progress
monitoring tool. The CORE Phonics Survey may also be used at the school’s discretion
in other grades, as needed.

This framework has been devised to provide consistent data for the district, schools, and
classroom teachers to serve as a basis for collaborative conversations regarding teaching and
learning. These assessments are in addition to the informal, evidence-based formative
assessment data that teachers routinely collect and use. These assessments do not preclude the
use of other assessment tools (i.e., Easy CBM, DMA, PALS, etc.)

READING ASSESSMENT FRAMEWORK
Students in Kindergarten will be assessed using the WV Early Learning Reporting System:
Kindergarten (ELRS:K). Since the school level and district level reports for ELRS:K are not yet
available, DIBELS Next will be used in Kindergarten. 1st grade will continue to use DIBELS Next. For
the Middle-of-Year screening window, STAR Reading should be administered to 1st grade students
who have a basic sight word vocabulary of at least 100 words. DIBELS Next should be used for 1st
grade students who have not yet acquired 100 word base-line basic sight word vocabulary at
mid-year.
