In Support of S. 2692 – Campus Accountability and Safety Act

Whereas, the rates of sexual assaults on college campuses are disturbingly high, with statistics
showing 1 in 5 women and 1 in 71 men are assaulted while attending a university;
Whereas, despite the high prevalence of sexual assaults, reported instances of sexual assault on

college campuses and subsequent prosecution of perpetrators is extremely low, with only 12% of
5
student survivors reporting their assault to law enforcement;

Whereas, students that survive a sexual assault often have higher rates of depression, anxiety,
7
problems with eating/sleeping, difficulty concentrating, and numerous other complications that
8
negatively impact both their physical and mental well-being as well as their ability to succeed at a
9
university;

Whereas, the efficacy of sexual assault prevention and responsiveness efforts on college
campuses across the nation has recently been questioned;
Whereas, the White House has established a Task Force to Protect Students from Sexual Assault,

and both the U.S. Senate and House of Representatives have introduced bills addressing this issue;

Whereas, U.S. Senator McCaskill has gained bipartisan sponsorship for S. 2692 – Campus
6

Accountability and Safety Act, with Nevada’s Senator Heller as one of the co-sponsors;
Whereas, this act will require all institutions of higher education (IHEs) that receive federal
8
funding to enter into agreements with local law enforcement agencies in order to “clearly delineate
9
responsibilities and share information about certain serious crimes, including sexual violence,
10

occurring against students or other individuals on campus”;
Whereas, this act will further direct the Secretary of Education “to develop and administer
12
through an online portal a standardized, online, and annual survey of students regarding their
13
experiences with sexual violence and harassment,”;

Whereas, the act will “require each IHE that receives federal funding to establish a campus
15
security policy that includes: the designation of one or more confidential advisors at the IHE to
16
whom victims of crime can report anonymously or directly; authorization for the IHE to provide an
17
online reporting system to collect anonymous disclosures of crimes; provision on the IHE's website
18
of the telephone number and URL for a hotline providing information to sexual violence victims and
19
the name and location of the nearest medical facility where an individual may have a rape kit
20
administered by a trained sexual violence forensic nurse, including information on transportation
21
options and reimbursement for a visit to such facility; and an amnesty clause for any student who, in
22
good faith, reports sexual violence to a responsible employee, with respect to a student conduct
23
violation revealed in the course of such a report.”;

Whereas, the act as a whole will increase transparency regarding the prevalence of sexual assault
25
on college campuses, as well as mandate improvement of prevention efforts and resources available
26
to survivors on campuses across the nation;

Be it resolved that, the 82nd Senate Session of the Associated Students of the University of Nevada
is in full support of the passage of S. 2692 – Campus Accountability and Safety Act.
Be it further resolved that, a copy of this resolution be sent to U. S. Senators McCaskill and Heller.
