Course Topics
Topic 1 - DOT Hazmat General Awareness /Transportation Security
Provide an overview of USDOT hazardous materials (hazmat) regulations and hazard classification system.
Increase awareness of Transportation Security Regulations and PennDOT requirements.
Learning objectives - Recognize the hazards of hazmats transported to or from PennDOT sites and understand
the USDOT regulations that apply when hazmats are transported or offered for transportation. Increase
awareness of security risks and methods to enhance transportation security.
Topic 2 - Review Resource Conservation and Recovery Act - Hazardous Waste Regulations
Provide an introduction to the Resource Conservation and Recovery Act. Review hazardous waste
characteristics and lists. Introduce the uniform hazardous waste manifest and recordkeeping requirements.
Learning objectives - Understand that hazardous wastes management is regulated by EPA and PADEP.
Hazardous wastes are hazardous materials when transported and the transport is regulated by DOT.
Recognize that hazardous wastes must be properly managed and special shipping papers must be used when
shipping. Introduction to PennDOT Waste Management Guidance Manual (Pub. 611).

Topic 3 - DOT Function Specific Training Introduction
Introduce the Specific Functions that Construction personnel have in hazardous materials transport.
Learning objectives - Review Construction HazMat functions. Review Emergency Response Guidebook and
USDOT Chart 13 as reference material to ensure compliance with hazmat transportation regulations. Learn
how and when the Materials of Trade Exception can be applied when transporting hazmats.
Topic 4 - DOT Function Specific Training - Hazardous Materials Table
Review USDOT training modules on the Hazardous Materials Table
Learning objectives - Properly classify hazmats such as lead paint chips and other PennDOT hazardous
wastes using the Hazardous Materials Table (HMT). Understanding how to use the HMT to review manifests
and shipping papers for correctness before signing the certification.
Topic 5 - DOT Function Specific Training - Shipping Papers, Marking and Labeling, Placarding and
Packaging
Review , Marking and Labeling, Placarding and Packaging.
Learning objectives - Determine packaging marking and labeling requirements, identify placarding requirements
for transport vehicles and bulk containers and determine packaging selections. Understand how to verify that
the hazardous materials shipment has been properly packaged, labeled and placarded before signing shipping
papers.
Topic 6 - Hazardous waste manifest preparation and recordkeeping
Provide a review of USEPA hazardous waste manifesting requirements.
Learning objectives - to provide personnel responsible for the review, completion and signature of waste
manifests with the information necessary to complete the form or identify whether the manifest is completed
properly and ready for signature.
Topic 7 - Examination
Participants complete a quiz and apply knowledge gained.
