There are a number of specifics however concerning the evacuation of certain user groups, which must be detailed. These should form part of the pool standard operating procedures (PSOP) for the facility along with the emergency action plan (EAP). These procedures have been developed to safeguard the safety of any person who is or may be lawfully on the premises to ensure their safe evacuation. Training All staff must be familiar with the evacuation procedures for the building; this should be addressed as part of their ongoing training and continuing professional development. New staff should receive this information during their induction. Where specialist training has been identified e.g. fire extinguishers, Evac+Chairs, radio procedures etc. this should be arranged through the University Fire Safety Officer. Pool Users In the event of a fire alarm activation within the facility pool users must be instructed to climb out of the pool and if it is safe to do so; proceed to the fire exit located in the corner of the building adjacent to the entrance to the changing facilities. Lifeguards must assist disabled pool users to get out where applicable and help them to reach the internal assembly point. Pool users must remain at this internal assembly point whilst the alarm is being investigated; they should be under direct supervision by a member of staff at all times. In the event of people having to evacuate the premises pool users should be issued with space blankets and taken immediately to an adjacent building as identified in the EAP to keep warm. ③ SW/11-09 Disabled People The facility has been provided with a disabled platform lift, this lift is not an evacuation lift, however, the supply within the building has been protected to allow a degree of fire resistance. It is considered that this is sufficient to allow the lift to be used for evacuation purposes in the early stages of an incident. Persons with a mobility related disability should, if the area is unaffected by the by products of combustion (smoke etc.) use the lift to descend to the lower floor to allow them to evacuate the building. In the event this route cannot be used there are two emergency refuge points located on the first floor. These can be found within the staircase lobby leading from the first floor fitness suite and additionally outside the staff office adjacent to the exit from the balcony area. Both these locations have Emergency Voice Communication systems (EVC’s) installed. By pushing the red button contact can be established initially with security control and then leisure centre staff, evacuation form these locations can then be coordinated should it be necessary. An Evac+Chair has been provided in reception along with a portable radio for leisure centre staff, this will aid in the coordination of evacuation form these areas should it become necessary. In addition a key for the two external fire escape doors leading to the refuge areas can also be found in the box holding the portable radio, this box is located in reception adjacent to the Evac+Chair. All available exits must be used by all other occupants of the building, once outside persons should proceed to the assembly point.
