Position Description General Manager, National Strategy and Transition Division DisabilityCare Australia Classification: Senior Executive Service Band 2 Reports to: Chief Executive Officer Direct Reports: 2 Agency size: around 500 FTE at present Location: Geelong Position Overview As the General Manager, National Strategy and Transition Division you will be responsible for leading the negotiations to ensure the efficient and effective progressive build of DisabilityCare Australia to full Scheme. The role will have a national and sector wide impact over the next 2-3 years. It will operate so as to achieve the required outcomes announced by relevant jurisdictions. The role is required to strategically work with key stakeholders (DisabilityCare Australia Board, Chief Executive Officer (CEO) and Agency managers, Commonwealth agencies, and relevant Minister’s Offices, state jurisdictions and sector representatives) to facilitate sector wide transformation to achieve the announced targets for implementation. The National Disability Insurance Scheme (NDIS) full scheme rollout requires knowledge of emerging sector trends and a whole of government agenda. The role will be required to negotiate between jurisdictions to resolve highly complex interfaces to ensure good outcomes for both the scheme and participants. The role will work very closely with the Operational Management and Chief Financial Officer (CFO) Divisions in the agency. You will bring to this significant task your relevant service delivery experience, high order capacity building and superior communication and analytical skills. Duties The duties for the General Manager, National Strategy and Transition Division include: Managing the Division to ensure Agency and sector readiness for transition to full Scheme; Negotiating the interfaces with mainstream and jurisdiction systems to ensure they are clear and sustainable; Provide strategic guidance on the overall Sector and Workforce Development Fund in accordance with Board priorities; Negotiating the step-up to full scheme in each jurisdiction and addressing issues that arise; Co-ordinating implementation with the Operational Management and CFO Divisions to ensure success; Represent the agency in high level discussions and negotiations with key stakeholders, including external organisations, and work closely with the agency’s Executive; As part of the General’s senior leadership team, work closely with the agency’s Executive and contribute to strategic direction setting; and Promote workplace practices consistent with agency policy and in accordance with Australian Public Service values and leadership behaviours. The TRP comprises: Base salary Superannuation Motor vehicle allowance Official parking.
