EXAMPLE ACTION PLAN FOR BLACK BONE CHICKEN (BBC) VALUE CHAIN
Stakeholders Involved
Purpose
Activity Description
Farmers and support /
service-provider agencies
Increase production of Black Bone
Chicken (BBC)
Production planning, improved feeding, disease prevention and overall small-scale farmer
agri-business approaches.
Project staff; restaurants &
suppliers
Develop an annual demand profile
for Black Bone Chicken (BBC) for
speciality restaurant chain in region
Staff to contact Black Bone Chicken (BBC) suppliers and restaurants on a
fortnightly/monthly basis to get information on quantities of BBC purchased and gaps in
supply so that seasonal peaks and troughs can be identified and demand projection
developed for subsequent year (data collection must include months leading up to Tet
which are known for peak demand)
Suggested Timeframe/
Duration
Ongoing
6-12 months to collect data and
develop demand profile
Once initial profile established hold stakeholder meeting with all Value Chain members for
input and opportunity to verify findings. Representatives from the farmer interest groups as
well as the hatchery group should be invited to this meeting so that they can discuss
directly with restaurants and suppliers and develop plans to address seasonality issues.
Project
staff;
poultry
production specialist
Revise hatchery business plan in
accordance with demand profile
Based on information obtained from VCA and demand data collected above, production
plan to be designed for hatchery and out-grower farms that will stagger production with
particular focus on meeting peak demand periods.
1 month for drafting of production
plan
Initially aim to meet 20% of projected demand not currently met by producers and if
successful gradually increase revise plan to increase

BBC Breed Development for
hatchery & VC road-testing
Assess the potential of farmer interest groups to manage increased BBC production under
existing free-range system. If this is not possible then options need to be develop to help
support more commercial production methods.
Genetic analysis of current BBC breed in Tua Chua Area for input into breeding trials
Need to be careful about breed selection – current black chicken from Tua Chua Area not
‘very black’ and appears that meat quality attributes (tenderness of flesh) are preferred by
consumers to that of pure breed black chicken.
Farmer groups can be actively involved in ‘road-testing’ the breeds for production
Upstream VC partners also need to test any new breeds developed for hardiness (esp.
during transit) and quality requirements
12 months for breed development
and testing? Need to consult poultry
specialist.
Project staff; suppliers; BBC
farmers, transport service
provider
Reduce transport losses
Project staff to work with BBC suppliers in province, a local transport company and
farmers to document losses, investigate and trial (cost-effective) ways to reduce BBC
losses during summer months.
June & July 2010, repeat 2011
Develop simple procedure guidelines/recommendations for stocking rates etc that can be
tested in following year. Good opportunity for collaboration between producers and
upstream supply chain partners to improve existing value chain system.
Project staff, Agricultural
Extension,
local feed
company
and
hatchery/farmer
interest
groups
Improve feed quality and quantity
Project staff to consult with poultry feed specialist to develop feed profile for BBC and feed
mix options to meet nutritional requirements for reduce growth time
Ongoing
Project staff; provincial and
district veterinary officers
Develop poultry-specific
Veterinary services
Up-skill district veterinary staff through development of training program in Hanoi and
design trials to investigate potential for increasing fertility of BBC; training for producers on
disease identification and prevention
Ongoing
Implementing partner staff;
Women’s Union, Farmers
Union & farmer interest
groups
Develop BBC appropriate credit
packages
Based on production cycle information identified through VCA, partner staff to design
credit package/revolving fund that would meet the requirements of BBC producers (e.g. 6
month credit package to support purchase of chicks & feed)
6mths
Project to work with provincial / district AEC to support increased feed production on-farm
-Investigate options for cost-effective off-farm feed sourcing (e.g. feed pellets)
Work with experienced Women’s Union staff (and Farmers’ Union if possible) to design
appropriate credit package
