The Project repair/rehabilitation proposed in this Feasibility Study received significant damage as a result of the flood. [Describe: history, pre-flood condition post-flood condition, typical flows, areas irrigated by the structure, number of shareholders depending on the structure, and operational uses of the structure] Water Rights The water rights impacted by this project include: Name Water Court Case Appropriation Date Adjudication Date Amount (cfs or AF) Avg. Annual Yield (AF) Project Description Describe the desired project’s goals. State whether the Borrower has or will retain a Professional Engineer for design services. Note that all structural projects funded through the CWCB loan program will require a Professional Engineer. Alternative 1 – Do Nothing: This alternative is considered unacceptable. (Add one sentence as to why (i.e. “Failure to replace the headgate would prevent the diversion of the company’s water rights leading to the abandonment of the water rights and the ditch”). Alternative 2 – Rebuilding Collaboratively with Improvements:. (Add brief description as to how the project could be rebuilt to better serve multiple users or multiple interests than the original structure. Where possible, a stream reach approach to rebuilding the damaged system may result in a better solution if additional funding assistance were available. Selected Alternative 3 – [Project]: Describe the selected alternative and the method of implementation. Note: structures should allow for accurate and improved measurements and administration of the river. Cost Estimate The Project cost estimate, provided by ___________, is $___________ and is further broken down as follows: (Note: Additional cost breakdown should be provided as an attachment.) Emergency Loan Application and Feasibility Study Task Design Permitting Construction Other Contingency Total [BORROWER] Cost [Borrower] is applying for a loan not to exceed $___________. (Note: Depending on project scope, this may need to be an Engineer’s Estimate of Probable Cost or a contractor’s estimate. We understand damage assessments may still be ongoing and some of these cost will be rough estimates. Depending on project scope, a more detailed cost analysis may be required prior to contracting.) Financial Analysis The [Borrower] has $_________ in existing debt as summarized below: Lender Original Balance Current Balance Annual Payment Maturity Date Collateral The [Borrower’s] sources of income include: Note: Be sure to attach Two years of financial statements (required) Shareholder list (showing owner name, # of shares owned, and identify each owner as agricultural or municipal) Articles of Incorporation/By-laws Schedule Construction of the Project is expected to commence [month], [year]. Project completion is estimated to occur by [month], [year]. Add any pertinent schedule notes such as if the schedule is ‘rushed’ due to a need to divert winter reservoir rights or to prevent further damage. Economic, Social, and Environmental Effects List the anticipated economic, social, and environmental effects of the proposed project. (eg. # of lost irrigated acres, # of lost farms, degraded river channel conditions, loss of recreational activities etc.) Emergency Loan Application and Feasibility Study [BORROWER] Permits List any permits that will be required or applicable exemptions. Specifically provide the project status in relation to the US Army Corps of Engineers permit requirements (agriculture exemption, nationwide permit, individual permit).
