Canadian Government Mr. Chen Feng, Chairman, CCCMC, Beijing, China Mr. Sun Lihui, CCCMC, Beijing, China TBC, China National Offshore Oil Corporation (CNOOC), Beijing, China TBC, World Bank, Washington DC Philipp Kruschel, EMM Network, GIZ, Beijing Abstract: On 24 October 2014, the China Chamber of Commerce of Metals Minerals and Chemicals Importers and Exporters (CCCMC) launched the Chinese Guidelines for Social Responsibility in Outbound Mining Investment. CCCMC represents a membership of more than 6000 companies, encompassing the majority of Chinese mining companies investing abroad and trading mineral, metal and hydrocarbon products. The Guidelines represent the first industry specific guidance on social responsibility for the Chinese mining industry. They require Chinese mining companies to integrate social andenvironmental factors into their investment decision making and operations abroad. GIZhassupported CCCMC in developing these Guidelines as part of the Emerging Markets Network for Sustainability, and with the participation of various stakeholders from the Chinese government and the Chinese mining industry. The session will introduce CCCMC’s responsible mining guidelines as well as the 3-year Action Plan on promoting Chinese mining companies’ social responsibility in their outbound mining operations. Participants from Chinese mining companies, international mining companies, international organizations, NGOs, CSR experts and other stakeholders will be invited to look into CCCMC’s mining guidelines and the Action Plan and discuss possible challenges and opportunities of implementing these guidelines and the corresponding Action Plan. Two Chinese pilot companies (China Minmetals Corporation, China Gold Group) will showcase best practices on responsible mining and how to implement CCCMC’s guidelines as a strategic approach to improve their social responsible performance as well as sustain their outbound mining investments. In addition, this session will provide an overview of the importance of responsible mining in managing risks in mining project investments for Chinese mining companies. High-level speakers will open the session (1. Vice Minister for Land and Resources, PR of China; 2. Representative of the Canadian Government; 3. Chairman, CCCMC). In a subsequent 75-minute Panel discussion, panelists will showcase good practices to reduce risks and encourage investments that are beneficial to host countries and investors alike. Drawing on practical examples, panelists will illustrate the importance of improving responsible mining performance by implementing guidelines alongside the strengthening of good practices of operating companies to ensure “win-win” outcomes. Speakers and panelists will highlight innovative international policy approaches, including for promoting and implementing corporate responsibility practices, as well as making good use of international platforms such as EMM Network for exchanging with international players and disseminating good practices.
