Shelter & NFI Cluster Provincial Meeting Hyderabad

May 30, 2013, at 11.00 AM, Indus Hotel

1.

Opening and introductions

 Meeting started with a quick round of introductions. The following organizations Participated to the meeting: IOM, Concern, Qatar Charity, BDO,

PVDP, SAFWCO, PMS, AHD, HANDS, SRSP, ACTED, NHN, UNOCH and the Cluster team.

Situation updates a.

Update from the Shelter Cluster:

 328,556 houses destroyed by the 2011 floods

 ER Shelter commitments: 80450 ORS (41500 completed), 14420 TS (8660

Completed), Roofing kits: 64,878 committed, including 56,714 distributed.

 Mostly on-going activities are in Sanghar, Mirpur Khas, Umerkot, Tharparkar and Badin.

 Overall coverage for ER shelter assistance: 49 % of the needs, including roofing kits.

 Agencies suggested to share experiences and best practices, including on shelter construction and community mobilization.

 District authorities are working on contingency plan and most of them has completed and shared with PDMA.

 Shelter Cluster 2013 Preparedness Activities: Preparations are ongoing for an

Evacuation Sites Assessment.

 SC is discussing with government authorities to build capacity for improved information management (especially recording distributions) and beneficiary selection.

 Biweekly SC meetings in North Sindh (DFPs in Jacobabad, Shikarpur,

Kashmore)+ monitoring of other affected districts

 Provincial meeting helds in Sukkur

 UC Ranking Exercise for Early Recovery 2012 Flood: Jacobabad, Kashmore,

Shikarpur, Qamber and Ghotki have done.

Key Challenges:

 Communities busy in the fields during the harvesting season which cause delay in construction.

 Water availability is an issue in some districts specially Umerkot and

Tharparkar.

 Information Management

• Agencies were provided with the latest 4Ws map. www.shelterpakistan.org

• Detailed 3W: Agencies reviewed figures (including committed and completed shelters) and location of projects.

ACTION: agencies were invited to share their 4Ws on a regular basis. b.

Agencies updates

IOM is supporting the construction of a total 22,750 One Room Shelters in 6 districts of Sindh i.e. Tando Allahyar, Tando Mohammad Khan, Badin,

Mirpurkhas, Umerkot and Tharparkar. To date 5050 ORS have been completed in partnership with 10 IPs. IOM is now assisting 17,700 Beneficiaries to build

ORS, with the support of 25 organizations. Some IPs were present at the meeting and reported the following;

BDO is working in two districts Mirpurkhas and Tharparkar. Out of 1500 shelters they have completed 500 ORS in UC Baku, District tharparkar and have completed their 1000 shelters till wall level: 538 in UC Nabisar, Umerkot and

462 in UC Chelhar. Their project will be complete till 30 th June, 2013.

SAFWCO is working as an IP of IOM in UC Piro Lashari , District Badin. In total they will construct 520 ORS .They have completed 514 ORS till plinth level, remaining work is ongoing

STDS is implementing one room shelter project in collaboration with IOM in UC

Dilawar Hussain and UC Roshanabad, Tehsil Jhudo, district Mirpurkhas to assist community to rebuild 1000 shelters, 500 beneficiaries in each UC.

The plinth and wall level work has completed in both UCs and roofing work will be completed during month of June.

STNAH is working in UC Padhrio, District Umerkot. Out of 1500 they have completed 500 ORS.They have completed 500 ORS till wall level and 500 ORS till Roof level.

CONCERN is implementing shelter project in two districts: Mirpurkhas and

Sanghar with partnership of two IPs RDF & PVDP to assist community to rebuild

2035 shelters.

RDF with the support of CWW has completed 875 shelters in District Sanghar on

15 th May, 2013. RDF got extension of 420 more shelters by CWW for same UCs of district Sanghar. All assessment and registration process has been completed.

PVDP is working in District Mirpurkhas; with the support of Concern World Wide they have completed 740 shelters in two UCs Kangoro and Nau Goth.

Qatar Charity has completed 349 shelters out of 400 ORS in UC Lakhat, Tando

Muhammad Khan. Qatar Charity has installed 100 hand pumps in 42 villages.

Qatar Charity also providing 6000 cash support to their beneficiaries for construction work.

Qatar Charity shared that they have also constructed 80 houses with the support of Pakistan Navy in Taluka Jati, District Thatta. www.shelterpakistan.org

PMS is working in District Sanghar in UC Hatango and Khori.Initially their target was 1000 ORS which was revised by the Donor and now they will support only

200 families in both UCs.They have started 94 ORS in UC Hatango and 106 ORS in UC Khori.

UN-OCHA shared that now days they are focusing on preparedness activities in

South Sindh. They are supporting authorities in Contingency Plan 2013 and

Resource mapping.

AHD project has been completed in Mar, 2013. With the support of

M.Germoney they have constructed 1000 shelters in two UCs Dubi & Thari

Taluka Matli, Badin.

Hands has completed distribution of 10,500 roofing kits. Hands is also constructing 27,500 One Room Shelters in 8 districts of South Sindh i.e. Badin,

Matyari, Mirpurkhas, Sanghar, S.Banazirabad, Tando Allahyar, Tando

Mohammad khan and Umerkot with the support of DFID. They have completed

20,160 ORS .Hands is expecting to complete their project till the end of Sept,

2013.

SRSP with support of UNDP constructed 150 Pakka houses in two Districts Dadu and Thatta. Their project was integrated with wash and lively hood.

ACTED project supported by ECHO IV has completed. They have constructed

1051 ORS in District Mirpurkhas, 302 ORS in District umerkot and 177 ORS in

District Sanghar.

ACTED with the support of ECHO VI has another project of shelters for same

UCs & districts. In total they will construct 180 shelters i.e. 90 in Mirpurkhas,

45 in Umerkot and 45 in Sanghar.

• Most of shelter agencies will complete their project till end of June, 13. just few organizations like hands, Acted & concern will complete their projects till sept, 2013.

• Some Shelter Agencies share presentations on their ongoing projects like

STNAH, Qatar Charity & SDTS.

• NHN also give a brief presentation on their role and activities.
