EVACUATION COORDINATION PROCEDURES

Procedure for using
communication devices.
In the event of a fire or other emergency the Chief Warden or if
not site, the duty manager will put a message over the public
address system advising people to evacuate through the
nearest exit if the alarm does not sound automatically
Procedure for contacting

The Communications Officer (receptionist/door person) will dial
000 and ask for the fire service.

(Receptionist) is to take a copy of the daily staff roster to the
assembly area.

persons evacuated, or persons not accounted for to be placed
on the Chief Warden Evacuation Checklist

as much information as possible.

EMERGENCY EVACUATION PROCEDURES
IN THE EVENT OF A FIRE OR HAZARDOUS MATERIAL EMERGENCY;
Chief Warden (Duty Manager) –

Go to the fire panel to ascertain the nature of the emergency, its location and
determine the appropriate action. Identification hat should be placed on at this time.

If it is a false alarm the Chief Warden will communicate this over the PA system
located at the fire panel and instruct all Area Wardens, Wardens and occupants to
return to normal business.

If it is necessary, the Chief Warden will send two Area Wardens over the PA system to
investigate the fire/emergency, to ascertain the location and seriousness of the issue,
or if it is a false alarm.

When the Area Wardens return to inform the Chief Warden of the situation, it will then
be decided by the Chief Warden the next course of action.

If the threat is real the Chief Warden will ask the Communications Officer to call the
appropriate authorities. The Chief Warden will also ask over the PA system Area
Wardens to check all areas of the club including the bistro, reception, gaming room,
sports bar, bingo room and administration areas for occupants and ask them to
evacuate the club in an orderly fashion through the exit doors to the two assembly
areas: back fence of the main carpark and clubhouse between field 1 and 2.

The Area Wardens must inform the Chief Warden of any occupants unable to move,
trapped, injured or refusing to evacuate, etc. This information will need to be recorded
on the Chief Warden checklist to assist authorities when they arrive.

Once all willing and able occupants have evacuated the Area Wardens and Chief
Warden will leave the building last, ensuring no occupants return to the building.

The Chief Warden will meet the Fire Service/authorities and advise them of any
information relevant to the emergency using their Chief Warden Checklist.

When deemed safe the Evacuation Coordinator (Chief Warden) will give the
authorisation to enter the premises, with staff entering first to secure the cash.

Area Wardens (Permanent & Part Time employees)

Place on identification hat and start preparing people in the surrounding area to
evacuate. Await further instructions from the Chief Warden.

Once the Chief Warden locates the area of the fire two Area Wardens will be asked to
investigate the fire/emergency over the PA system to ascertain the location and the
seriousness of the situation, or if it is a false alarm.

The nominated Area Wardens will investigate the area and ascertain if there is a fire,
how big it is, what type of fire is, or how fast it is growing. The Area Wardens may fight
the fire if they feel it is safe to do so (see Extinguishing a Small Fire). Return from
investigating the fire/emergency and inform the Chief Warden of the situation

If it is false alarm the Area Wardens will assist the Chief Warden in communicating to
all occupants that it is a false alarm and return to their work area when advised by the
Chief Warden.

If a full evacuation is required you will be instructed over the PA system by the Chief
Warden for assistance to check all areas of the club, ensure that all coldrooms/toilets
and storerooms are checked for occupants (Area Warden will be given a specific area
to check). Area wardens can instruct Wardens to assist with checking all areas the
Area Warden is responsible for checking. You must ensure all occupants are
evacuated in an orderly, prompt fashion. When checking the kitchen, the gas lines are
to be turned off. Where possible Wardens are to assist elderly, disabled or any
occupants requiring assistance. Once all willing and able occupants are evacuate to
the assembly areas return to inform the Chief Warden of any occupants unable to
move, trapped, injured or refusing to evacuate.

Once all occupants are evacuated the Area Wardens are evacuate the building to the
emergency assembly points (Back fence of main carpark or between Field 1 and 2 on
the mound) via the nearest exit.

No one is to return to the building until advised by the Evacuation Coordinator (Chief
Warden) or Fire Services (if applicable). When safe to do so the, staff should enter the
premises first to secure any cash remaining
Wardens (casual staff)
Whilst awaiting further instruction the Wardens are to place on their identification hat
and check their immediate area for any fire/emergency and start preparing occupants
to evacuate.

If instructed by the Chief Warden or Area Wardens, assist with evacuating occupants
from your area, ensuring all coldrooms, toilets or storerooms are checked for

occupants. Assist any occupants that require assistance to the assembly area (Tree
diagonally left across the car park or between Field 1 and 2 on the mound),
maintaining a calm demeanour.

No one is to return to the building until advised by the Evacuation Coordinator (Chief
Warden). When safe to do so the, staff should enter the premises first to secure any
cash remaining
Communications Officer (Receptionist)

When the alarm sounds record the time on you Communication Officer Checklist.
Place on your identification hat on.

Await confirmation from the Chief Warden to call the authorities (000) and ensure that
you record the time that they were called on the checklist. On the phone you will need
to provide details of;

What emergency service/s you require? Ambulance, Police, Fire
What is the emergency? Fire, chemical spill etc

When instructed by the Chief Warden or Wardens evacuate the building to the
assembly area (Back fence of main carpark or between Field 1 and 2 on the mound)
via your nearest exit, ensuring that you obtain the roster located at reception with you.

Once at the assembly point take a roll call of the staff. If any staff members are missing
inform the Chief Warden immediately.

No one is to return to the building until advised by the Evacuation Coordinator (Chief
Warden). When safe to do so the, staff should enter the premises first to secure any
cash remaining
Occupants
Stay calm, prepare to evacuate and await for further instruction from the Chief Warden,
Area Wardens or Wardens

If asked to evacuate, evacuate in an orderly fashion to the assembly points you are
instructed via your nearest exit.

No one is to return to the building until advised by the Evacuation Coordinator (Chief
Warden) or Fire Services (if applicable). When safe to do so the, staff should enter the
premises first to secure any cash remaining

Place on identification hat and start preparing people in the surrounding area to
evacuate. Await further instructions from the Chief Warden.

If ordered to evacuate, take the portable first aid kit with you from reception and
evacuate through your nearest exit to the assembly area (Back fence of main carpark
or the clubhouse between Field 1 and 2 on the mound).

Once at the assembly point start treating occupants that require first aid, treating what
you deem the most life threatening first, and so on until the authorities arrive.

No one is to return to the building until advised by the Evacuation Coordinator (Chief
Warden) or Fire Services (if applicable). When safe to do so the, staff should enter the
premises first to secure any cash remaining
Extinguishing a Small Fire
If the fire is small enough, you may use a nearby fire extinguisher to control and extinguish
the fire, but only if it is safe to do so. Do not fight the fire if the following conditions exist:

You have not been trained or instructed in using a fire extinguisher, or do not feel comfortable

You don’t know what’s burning

The fire is spreading rapidly

You don’t have the proper equipment

You find your back to an exit

The fire might block your means of escape

You might inhale toxic smoke

Your instincts tell you not to do so
If the first attempts to put out the fire do not succeed, abort and evacuate.
Important Tips:

Do not panic. Try to display self-confidence. If smoke is present, stay as close to the floor
as possible

Do not use the word FIRE when evacuating patrons. Use the word EMERGENCY

Managers should be aware of all staff on duty to ensure that they are all accounted for
after an evacuation by taking the time sheet folder

Chosen fire wardens will designate areas for staff to check and to help assist with the
evacuation

Employees are to assist with the evacuation of patrons without endangering themselves or
others

All employees are to familiarise themselves with fire exits and assembly points and are to
be trained in the correct procedures is case of emergency

IN THE EVENT OF AN ARMED HOLD UP;
The most important thing to do during an armed robbery is survive. Do not do anything that
may place yourself or others in danger.
During the event

Co-operate fully

Stay calm

Do exactly as you are told

Make slow deliberate movements

If you need to get keys or take some action to comply with a demand from the offender,
explain what you are about to do

Speak only when spoken to

Avoid eye contact with the offender

Activate alarm only when safe to do so
After the incident the Duty Manager will:
Notify Police and other emergency services on 000 (dial 0 first to get a line out).

Be prepared to provide:

Correct address of the club

Best way to access the premises

Description of offender/s

Description of vehicle used if known

Direction offenders last observed travelling

Description of weapon/s used

Description of offender/s demeanour

Keep the 000 line open

Notify local Police

Ensure that premises are secure by locking all doors; (This helps to guard against
possible hostage situations in the event of offender/s returning to the premises if their
escape route is cut off)

Ensure that names and addresses and contact details of all persons present are obtained
All staff will:

Render any assistance possible to persons in need

Preserve the scene; DO NOT TOUCH ANYTHING

Identify and protect all areas and items touched by the offender/s

Independently record in writing their recollection of the event, including full descriptions.
This must be done at the earliest opportunity - if possible before leaving the premises

Do not discuss the incident with members of the media. No comment is to be made to the
person with reference to the amount of money stolen

Co-operate fully with investigating police
IN THE EVENT OF BOMB THREAT;
Bomb threats are usually received by telephone; or in writing. A staff member receiving a
telephone call should: Remain calm

Attempt to keep the caller on the line

Attempt to attract another staff member’s attention so that the police may be notified on
another line (sign located at reception)

Obtain the 'Bomb Threat Checklist' from the BLC Emergency Folder located at reception.
This will be used to record all important details

Note the tone of voice eg, agitated, slurred speech

Identify if the caller is male or female

Note any names used

Note any speech idiosyncrasies or inflections, such as accents, or frequently used
obscenities

Note any reasons the caller may give for placing a bomb

Note any times mentioned by the caller

Immediately after the telephone call is concluded the Duty Manager is to be informed.
Notes made are to be preserved

Police are to be notified by calling 000 (dial 0 first to get a line out)

Local Police are to be notified

Remember not to touch or move anything
The Duty Manager present has the discretion to implement evacuation procedures.
At the first opportunity the staff member receiving the call is to make a full written account of
their recollection of the conversation.
IN THE EVENT OF A CUSTOMER OF STAFF ACCIDENT;
In the case of a customer/staff member being involved in an accident in the club you should:

Arrange First Aid if required

Ensure the customers/staff member’s comfort

Remove the cause of the accident to avoid further injury

Once the customer/staff member is comfortable notify the Duty Manager and Workplace
Health & Safety Officer
Under no circumstances should you admit any liability or give any information regarding what
action may be taken by the club
As soon as the matter has been dealt with you would make a detailed written record of events
and provide that to the Workplace Health & Safety Officer. This information will then be kept
on file
IN THE EVENT OF AN INTOXICATED/DISORDERLY PATRON;
All staff are trained in identifying signs of undue intoxication (RSA). If they deem a patron to
be unduly intoxicated or disorderly they are to refuse service to the patron and ask them to
leave the premises. At this time the Duty Manager and security guard (if on site) must be
informed of the situation and a Refusal of Service Form (located at every bar) must be
completed. All staff are to be made aware of the patron being refused service to ensure they
are not served at another bar. The patron may be offered water, softdrink, tea/coffee or food
free of charge.
As part of our duty of care the club must ensure that the patron leaves the premises in a safe
manner. It is our policy to offer the courtesy bus, a taxi or to organise of friend or family
member to pick them up. If the patron becomes aggressive the security guard will escort the
patron off the premises.
IN THE EVENT OF A CYCLONE;
Cyclones are prevalent in the North Queensland region. In the event of a cyclone warning for
the Townsville region the maintenance employees will prepare the club for a possible cyclone
approximately 48 hours in advance by bringing all outdoor furniture or possible missile objects
inside, and securing any objects that cannot be moved.
The Chief Warden, CEO and General Manager will meet to discuss the threat of the cyclone

and whether the club should close to ensure the safety and well being of staff and patrons. If
it is decided the club is closing all staff will be contacted via text, facebook and phone to
inform them of the club closure. On the last day of trade before closure all power points will be
disconnected and a final check of the clubs’ preparedness will be carried out by senior
management and the Chief Warden. The club will reopen when the Chief Warden and senior
management believe the threat has passed and the club is safe to reopen.
IN THE EVENT OF A BLACKOUT;
If there is a blackout the emergency lighting will illuminate to provide sufficient lighting to see
surroundings and exit the building safely. Staff are not expected to continue working if a
blackout occurs, unless it is only a partial blackout. If there is only a partial blackout the
Duty Manager must be informed immediately (generally it is a trip ion the circuit breaker).
If a blackout occurs staff are to;

Secure any cash (ensure tills is closed)
-
Where possible, all electrical equipment is to be switched off at the wall to avoid a
power surge when the power restores.

Staff are to evacuate the building using the same procedures outlined in the fire
emergency or hazardous material evacuation procedures.
-
All doors are to be locked on exit of the building by the Chief Warden and Area
Wardens upon exit of the building.
-
Staff are only to return to the building when power is restored and the Chief Warden
deems it safe to do so.

All equipment can be turned on once power is restored and trading will begin after
Chief Warden approval.
METHOD OF OPERATION OF FIRE FIGHTING EQUIPMENT

1. Hose reels are used on fires involving wood, paper and textiles only, they are not to be used
on live electrical appliances or flammable liquids.
2. To release the hose reel, turn the valve on this will charge the hose and release the nozzle (if
fitted with a nozzle release lock).
3. The hose can then be pulled out to the fire, the nozzle operates like a garden hose in most
cases by twisting the nozzle, and the nozzle can be adjusted to give a spray pattern or a
straight jet.
PROCEDURE FOR INSTRUCTIONS TO WORKERS
For new employees:



On day one of induction for any new employee the authorised instructor (Carol Hendry &
Debra Gilmer) will give General Evacuation Instructions and First Response Instruction.
This instruction is to be recorded.
NOTE The BFSR require general evacuation instructions to be given within 2 days and first
response instructions within a month of starting work in the building, both sets of instructions
may be given at the same time.
Existing employees


General Evacuation Instructions will be given annually and First Response Instruction
annually.
Instruction will be given by the authorised instructor (Carol Hendry & Debra Gilmer) and
recorded.
Responsible person – evacuation coordination procedures:


Nominated staff will receive evacuation coordination procedures within one month to taking
on this role and annually after that.
Evacuation coordination procedures will be given by the authorised instructor (Carol Hendry
& Debra Gilmer) and recorded.
