POSITION DESCRIPTION POSITION TITLE: Deputy Director of Technology Infrastructure FLSA STATUS: Exempt REPORTS TO: Director and Chief Technology Officer REVISED: September 2015 POSITION SUMMARY: The Deputy Director of Technology Infrastructure is responsible for all aspects of DCPCA’s technology infrastructure operations. The Deputy Director of Technology Infrastructure provides a secure, compliant, robust, reliable, scalable and efficient infrastructure and will direct infrastructure support strategy and operations. The Deputy Director of Technology Infrastructure also oversees the day to day support of all production and test platforms to ensure the availability, integrity, and confidentiality of the network, servers, telecommunications services and information. The Deputy Director of Technology Infrastructure ensures that platforms are efficiently utilized, the cost to operate and support the platforms aligns with DCPCA strategic goals and organizational expectations, and that all regulatory and compliance requirements are met for all platforms (to include, but not limited to HIPAA and other federal and District of Columbia government security and compliance regulations, etc.). The Deputy Director of Technology Infrastructure is responsible for timely hands-on troubleshooting, remediation, coordination, escalation, tracking, and management of DCPCA’s data center and internal office network. The systems being managed support DCPCA’s member health centers that contract for access to eCW’s Electronic Health Record (EHR) system as well as DCPCA’s administrative and programmatic operations. The Deputy Director of Technology Infrastructure is responsible for managing vendor technical support and serves as an escalation liaison between DCPCA, EHR-hosted health centers and DCPCA’s HIT software vendors. The Deputy Director of Technology Infrastructure will lead the implementation of DCPCA’s HIT data reporting infrastructure and support the integration with and on-going operation of related data repositories and external interfaces. The Deputy Director of Technology Infrastructure will research and provide recommendations to DCPCA regarding new technologies that can support and promote the mission and goals of the organization. This includes identifying and evaluating technologies to support enhancements in DCPCA’s member support capabilities, enable improvements in member health center operations, and facilitate complex and sophisticated population health management and value-based payment reporting requirements. The Deputy Director of Technology Infrastructure will also work with the Chief Technology Officer and the Deputy Director of HIT Operations to identify and assess new technology service offerings and will lead the implementation of the technology infrastructure required to deliver those services. S/he will also be required to perform other related duties as assigned. ESSENTIAL DUTIES AND RESPONSIBILITIES: Provide oversight of all DCPCA infrastructure elements including but not limited to servers, storage management, database management, virtualization, recovery management, and threat management. Identify strategic data and voice communications direction for the organization with redundancy and cost control/reduction. Responsible for the overall performance, availability and capacity of the DCPCAhosted network. Design, implement and manage the expansion of the data and technology infrastructure as required to support DCPCA strategic objectives. Promote DCPCA data management and technology infrastructure services to new and existing customers; manage the process of on-boarding new customers to access DCPCA hosted service offerings. Work with vendor and clinic based IT staff to ensure strict adherence to maintenance windows, Systems Change Management, Release Management, QA/Testing and Disaster Recovery protocols and processes. Ensure that DCPCA is compliant with all HIPAA Privacy and Security requirements and other regulatory requirements as related to the management and operation of DCPCA-hosted health IT systems. Provide recommendations regarding new technologies that can support the mission and goals of the organization; conduct studies of projected enhancements in hardware and software, and propose recommendations to the Director and Chief Technology Officer. Provide leadership in development, testing and support of the DCPCA risk management program for business continuity, security and disaster recovery. Serve as a liaison between DCPCA and regulatory and governmental agencies, service providers, vendors and telecommunications organizations. Establish policies, standards, practices, and security measures to assure effective and consistent information and operations Ensure security best practices are implemented and revised, as needed, to maintain the availability, integrity and confidentiality of the information stored on and accessed through the network (firewalls, file rights, backup systems, account management, vulnerability testing, etc.) Maintain interfaces with external systems and ensure on-going operations. Provide on-call technical support responsibilities for eCW and DCPCA network infrastructure including identification, troubleshooting, remediation, research, escalation and issue resolution. Maintain an issue knowledgebase to document technical support issues and associated resolution approaches as part of proactive approaches to problem management. Provide periodic technical assistance to new member community health centers to support implementation of their HIT systems. Work with the key stakeholders (clinics, DCPCA, vendor) in developing and deploying proactive and preventive tools, processes and strategies to improve the customers’ experience and productivity in utilizing DCPCA hosted systems. Develop and maintain technology policies, standards and procedures manuals; develop and maintain related technology checklists. QUALIFICATIONS, KNOWLEDGE & SKILL REQUIRED: Bachelor’s degree in Information Technology, Management or Engineering required. Master’s degree preferred. 10-15 years of experience in management information systems with at least 5 years of experience in ambulatory healthcare settings. Knowledge of the community health center IT environment and familiarity with FQHC operations and reporting requirements are preferred. Ability to comprehend and internalize the mission-critical nature of HIT systems in relation to the health care facilities abilities to deliver patient-centered healthcare; advanced understanding of networking and LAN/WANs. Conceptual and practical understanding of multi-tier application architecture, especially as it applies to enterprise and mission-critical applications. Ability to comprehend criticality of issues and escalate accordingly while maintaining a high degree of urgency. Excellent technical diagnostic and analytical skills and a consultative and collaborative approach to problem solving. Ability to develop, implement and monitor processes for systems management and operations; knowledge of and ability to monitor Service Level Agreements. Excellent organizational and presentation skills. Ability to interact with all levels of District and Federal officials and establish ongoing collaborative relations. Ensures the accuracy and timeliness of all products inclusive of deliverables. Committed to the mission of DCPCA, demonstrated by prior professional or volunteer experience. Experience with the various technologies used in safety net clinic settings is preferred as well as some public health and/or FQHC background. Possess a high degree of proficiency with MS Office products including Word, Excel, Access, Power Point and Outlook. ADA SPECIFICATIONS: This position is primarily sedentary in the Washington DC office with occasional overnight travel and may require some bending and lifting. DCPCA is a fast-paced, high-energy organization with a very ambitious agenda and a staff that is highly motivated.
