DENIS, LA REUNION 28 SEPTEMBER – 2 OCTOBER 2015 Original: ENGLISH REVIEW OF THE TROPICAL CYCLONE OPERATIONAL PLAN FOR THE SOUTH-WEST INDIAN OCEAN (Submitted by the Secretariat) Summary and Purpose of Document This document presents in the Appendix the Tropical Cyclone Operational Plan for the South-West Indian Ocean for review at this session. ACTION PROPOSED The Committee is invited to: (a) Examine in detail and discuss the proposed changes to the Tropical Cyclone Operational Plan for the South-West Indian Ocean given in this document, and any other amendments/inputs proposed at the session, taking into account experiences during the past cyclone seasons, implementation of items in the Technical Plan, other relevant changes during this period and suggestions from Members for other arrangements to be implemented by the commencement of the forthcoming cyclone season; (b) Prepare a list of tropical cyclone names for the period, 2015/2016, 2016/2017, 2017/2018 and 2018/2019; (c) Recommend to the President of RA I that he approves, on behalf of the Association, the amendments to the text of the Plan; (d) Request the Secretary-General of WMO to publish a new edition of the Tropical Cyclone Operational Plan in English and French versions as a WMO Technical Document in the TCP series; (e) Urge Members to apply the revised Plan; (f) Urge Members to submit to the WMO Secretariat any subsequent changes to the attachments to the Plan for inclusion in a new edition thereto, bearing in mind that the Plan is used for operational purposes; (g) Identify areas in which the Operational Plan could in the future be further strengthened. __________________ RA I/TCC-21/Doc. 5, p. 2 Appendix: Tropical Cyclone Operation Plan for the South-West Indian Ocean (2012 Edition). DISCUSSION 1. The Committee at its twentieth session (Maputo, Mozambique, 3 to 7 September 2012) carried out a detailed review of the Operational Plan and recommended to the President of RA I the amendments to the text of the Plan, for approval on behalf of the Association. 2. In response to the request of the Committee, the 2012 Edition of the Plan based on the updated text approved by the President of RA I was issued under a WMO number (WMO/TC-No. 577) in English and French. 3. The Operational Plan defines the sharing of responsibilities among Members for the various segments of the system and records the high level of regional cooperation and coordination achieved. In particular, it records the agreed arrangements including, amongst others, those for standardization of operational procedures, provision and efficient exchange of various data related to tropical cyclone warnings and issue of tropical cyclone advisories, and other products from a central location, i.e. RSMC La Réunion with activity specialization in tropical cyclone analysis, tracking and forecasting, which has the required facilities for this purpose. 4. In reviewing the Operational Plan, it is proposed to take into account the particularly important role of the RSMC La Réunion and Sub-regional Tropical Cyclone Advisory Centres. 5.
