DENIS, LA REUNION 28 SEPTEMBER – 2 OCTOBER 2015 Original: ENGLISH REVIEW OF THE TECHNICAL PLAN AND ITS IMPLEMENTATION PROGRAMME Overall Technical Plan (Submitted by the Secretariat) Summary and Purpose of Document This document presents in the Appendix the Technical Plan of the RA I Tropical Cyclone Committee for the South-West Indian Ocean for review at this session. ACTION PROPOSED The Committee is invited to: (a) Review the Technical Plan given in Appendix to this document and recommend changes to it; (b) Indicate items to be given priority attention during the years 2016 and 2017, if feasible; (c) Extend the plan until the year 2018; (d) Decide on further action to be taken to promote the attainment of its goals. __________________ Reference: Final report of the twentieth session of the RA I Tropical Cyclone Committee for the South-West Indian Ocean (Maputo, Mozambique, 3 to 7 September 2012) Appendix: Draft Technical Plan of the RA I Tropical Cyclone Committee for the SouthWest Indian Ocean (2012-2015) RA I/TCC-21/Doc. 6, p. 2 DISCUSSION 1. The Committee at its twentieth session (Maputo, Mozambique, 3 to 7 September 2012) reviewed the Technical Plan, which had been coordinated with the WMO Strategic Plan (SP). However, the Technical Plan was not changed, except those proposed by Mauritius. 2. The session is expected to take coordinated steps for the review and update of the Technical Plan for future development of services to meet regional needs for upgrading forecasts and warning systems for tropical cyclones and associated floods and storm surges as well as for related disaster risk reduction measures and supporting activities in training and research towards the mitigation of tropical cyclone disasters. The implementation of the plan will contribute to the attainment of the goals of WMO Disaster Risk Reduction Strategy. 2. The Committee may wish to make an in-depth review of the Plan which is reproduced as Appendix to this document in conjunction with its consideration of the five components of its Regional Cooperation Programme and WMO Strategic Plan. ______ Appendix: 1 RA I/TCC-21/Doc. 6, APPENDIX TECHNICAL PLAN OF THE RA I TROPICAL CYCLONE COMMITTEE FOR THE SOUTH-WEST INDIAN OCEAN 1. Introductory Note 1.1 The Technical Plan reflects the national as well as the regional requirements of all the Members of the South-West Indian Ocean area. The Plan takes into consideration the establishment of the RSMC La Réunion - Tropical Cyclone Centre and two Sub-regional Tropical Cyclone Advisory Centres, their requirements, functions, responsibilities and operation. It also takes into account expected collaboration between the Centres and other regional Centres such as the Drought Monitoring Centres, the African Centre of Meteorological Applications for Development (ACMAD) as well as the Regional Meteorological Training Centre located in Madagascar. The Strategic Plan of WMO and the national development programmes of the Members serve as a basis for the present Plan. 1.2 The implementation of the Technical Plan should ultimately lead to the harmonious development of the National Meteorological Services in the area, thereby enabling them to fully satisfy their national and regional commitments. The objectives of the Technical Plan would be achieved through: 1.3 (a) the development of adequate and suitably qualified and trained manpower and the provision of appropriate equipment; (b) the full implementation of the observing, telecommunications and dataprocessing systems of the WMO for national and regional needs; (c) increased collaboration with the relevant national authorities involved in the hydrology and disaster risk reduction components of the Plan; (d) enhanced growth in regional co-operation in conjunction with the operation of the centres, in particular with the RSMC La Réunion - Tropical Cyclone Centre. The Technical Plan comprises five components, namely, Meteorology, Hydrology, Disaster Risk Reduction, Training and Research.
