Business Rules 1. Report Schedule and Outputs When report is triggered one Excel file containing two separate worksheets is required, one for the rating Site Value and one for the rating Capital Value. Schedule the report to run for each Local Government on the night of their corresponding GV Completion Date, (VALUATION.LGA_SCHEDULE_DATES.COMPLETION_DATE) The report may also be required on an adhoc basis as Local Governments often require updates towards the end of the financial year. When triggered from the SAILIS report menu, schedule for overnight processing and deliver to the required Local Government(s) as required. 2. Land Use Changes Local Government requires advice when a property has changed from the current Local Government Code to another for the proposed financial year. Currently this is determined by comparing the proposed Land Use (as at report run time) to the Land Use at 30 June. For example: Where 30 June Land Use is ‘4100 Vacant Land’ and proposed Land Use is ‘1100 House’ Local Government requires notification as the property is moving from LGC 8 to LGC 1. Where a Current Valuation Record contains a proposed Land Use which differs from the 30 June Land Use which also results in the property moving Local Government Codes: Display the Valuation Record count and total rating Site and Capital Values (as at report run time) in the Local Government Code row corresponding to the 30 June Land Use. Represent the count and values as a negative and, Display the Valuation Record count and total rating Site and Capital Values (as at report run time) in the Local Government Code row corresponding to the proposed Land Use. The 30 June Land Use can be retrieved from the most recent current Valuation Release. 4. Rating Value Where a Notional Site and/or Capital Value exists at the Valuation Record level: Use the Notional Site and/or Capital Value for all calculations, Where a Notional Site and/or Capital Value does not exist at the Valuation Record level: Use the Site and/or Capital Value for all calculations 5. Totals A total row is required after each Suburb. Insert the label TOTAL under the Local Government Codes and calculate the required counts, totals and percentage movements for each Suburb. At the end of each Local Government calculate all counts, totals and percentage movements for all Suburbs. Insert the label TOTAL ALL SUBURBS as the Suburb name. 6. Group By Group all counts, totals and percentage movements by: Suburb then by, Local Government Code 7. Sort Order Sort by Suburb in alphabetical order 8.
