For the Alberta EPC Registry
The EPC Registry is for the tracking of the Emission Performance Credits within the Alberta
Specified Gas Emitters Regulation. This form must be completed and uploaded as a necessary
step in transferring EPCs between companies or identifying EPCs for retirement.
Emission performance credits are generated when facilities lower their intensities beyond their
intensity targets. These credits are revocable licenses which can be banked or retired by
facilities subject to the Specified Gas Emitters Regulation to meet their reduction targets.
The Specified Gas Emitters Regulation is a strategic regulation that confirms Alberta’s intent to
set greenhouse gas intensity limits for large emitters of greenhouse gases in Alberta. The
Regulation is an important step in delivering on the current Alberta climate change action plan.
The Regulation applies to all facilities in Alberta that emitted equal to or greater than 100,000
tonnes of greenhouse gas emissions in carbon dioxide equivalent (CO2eq) units in 2003 or in
any year since.
Emission performance credits are generated when facilities lower their intensities beyond their
intensity targets. These credits are revocable licenses which can be banked or retired by
facilities subject to the Specified Gas Emitters Regulation to meet their net emissions intensity
limit. Emission performance credits must be owned by the facility that is retiring them.
There is a minimum fee of $50 dollars that will be applied to all transactions. A transfer of units
from one company to another will be at a fee of $0.02 per unit and retirement of credits for
compliance will be at a fee of $0.05 per unit. There is no fee for intra-company name transfers,
updates, or voluntary retirement of units. *

- retire tonnes against a facility's compliance obligation.
- when using EPCs for facility compliance they must be owned by the facility retiring them and must be
moved into the pending retirement state. Once in pending retirement the facility will not be able to
access or further change the state of the EPCs. There is a $0.05/tonne fee associated with moving EPCs
into pending retirement. Once the facility compliance review is complete the EPCs will be moved to the
Retired state by Alberta Environment and Sustainable Resource Development.

Voluntarily Retirement (no fee)
- permanently retire EPCs with no compliance benefit.
- Any owner of EPCs may choose to voluntarily retire them from the registry. Retired tonnes will no
longer be accessible.
Intra-Company Transfer (no fee)
- move EPCs between sites owned by the same company.
- EPCs may be transferred between sites owned by the same company. EPCs must be assigned to a
facility in order for them to be retired by that facility for compliance.
Inter-Company Transfer (fee of $0.02/tonne)‡
- move EPCs between different companies.
- EPCs may be transferred between companies. The transfer occurs in two parts. The current owner of
the EPCs must initiate the transfer and upload a signed transfer agreement. The recipient must then
accept the EPCs (and that the documentation is complete and accurate once counter signed) to
complete the transfer. There is a fee associated with each transfer between companies.
Export (fee of $0.05/tonne)§

- If holders of EPCs wish to use their credits in another system, possibly outside Alberta, they must first
remove them from the Alberta registry.
