ROLE PROFILE
JOB TITLE: Regional Advocacy Adviser – Latin America and Caribbean
TEAM/PROGRAMME: LAC Regional Office Team
LOCATION: Panama
GRADE: TBC
CONTRACT LENGTH:
One year renewable.
CHILD SAFEGUARDING:
Level 2: either the role holder will have access to personal data about children and/or young people as part
of their work; or they will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal
executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other
countries).
ROLE PURPOSE:
The role holder is responsible for fostering a bottom-up influence based on program experience and local
advocacy initiatives, as well as adapt and promote the global advocacy and program-related policy influence
process in the region. The Regional Advocacy Adviser should become a central actor in implementing the
Latin America and Caribbean regional strategy, by promoting the integration of policy documentation and
advocacy activities with program, communication and other strategy areas.
SCOPE OF ROLE:
Reports to: Program Director (dotted line to Global Campaign & Advocacy Director).
Dimensions: Country Offices of Latin America and Caribbean Region

KEY AREAS OF ACCOUNTABILITY:
Advocacy capacity building & support to countries:
 Support Save the Children managers & partner staff responsible for advocacy across the region to
develop their skills on advocacy.
 Develop a vision of building on program strengths and the Theory of Change to identify where Save
the Children can promote children’s rights by influencing the policies of governments, private sector,
civil society, and regional/international organizations
 Train staff on the Advocacy Measurement Tool and support countries to use the tool for the Country
Annual Reporting (CAR) including the monitoring of its implementation.
 Review of all Country strategies and provide guidance on how best to achieve advocacy objectives,
often as a cross-cutting element incorporated or aligned with program activities.
 Support relevant Country Offices to be involved in the EveryOne global campaign.
 Provide policy analysis support to Country Offices or broker this support from Save the Children
members.
 Help transition towards a role of Save the Children as fundamentally strengthening capacities and
advocating for progressive policies while reducing its direct operational work.
Humanitarian advocacy
 Support Country Offices to timely deliver quality humanitarian advocacy in small and medium
humanitarian responses
 Ensure that advocacy strategies are fully integrated in Country Emergency Preparedness Plans in
Latin America and the Caribbean.
 Championing within Save the Children advocacy work on humanitarian issues region, including
through the Humanitarian Advocacy Working Group
Regional Level & other work
 Link national advocacy for children´s rights with regional advocacy (including targeting of regional
institutions) and global advocacy, in conjunction with the regional program team and other regional
advisors (particularly in Child Rights Government) and ensure Save the Children can reach out the
large audiences and engage with them on children´s issues and influence policies and attitudes
related to child rights.
 Map the regional institutions, authorities & duty-bearers and analyse where Save the Children can
usefully engage with them on children’s rights issues at a regional level to lead to better outcomes
for children.
 Ensure advocacy strategies are developed for the region and for small & medium humanitarian

crises in the region in coordination with Save the Children Members and offices in Brussels, Geneva
and New York and with the Global Campaign & Global initiatives.

QUALIFICATIONS AND EXPERIENCE
Essential
 Bachelors or Masters Degree in related field
 Strong background in advocacy leadership at a senior level on international issues, including policy
development and supporting advocacy as part of programmes– at least 5 years experience
 Experience in leading the creation and implementation of advocacy strategies to achieve specific
and ambitious changes in policy or practice, including direct experience of successful advocacy and
of public engagement and campaigns work
 Proven track record in policy formulation and development.
 Excellent training, facilitation, and team building skills.
 Innovative and creative approach to problem solving.
 Experience of building personal networks at senior levels, resulting in securing policy change.
 Speak, write and read Spanish, English
 Experience of building, leading and developing colleagues and staff with different backgrounds and
expertise. Cultural sensitivity, with highly developed interpersonal and communication skills
including influencing, negotiation and coaching.
 Strong results orientation, with the ability to challenge existing mindsets
 Commitment to Save the Children values
 Excellent communication skills – both written and verbal.
Desirable
 Speak, write and read French
 Knowledge of the regional institutions and the way they function.
 Familiarity with social media or use of social media and the internet to achieve policy changes
and/or improvements will be an advantage.
 Sound understanding of the major economic, social development and poverty issues in LAC region.
