Quick Notes from Betty August 11, 2015 2015-2016 Perkins Washington State’s total Perkins allocation will see a decrease of $125,322.00 (0.60%) for the 2015-2016 school year. Remember, in order to receive final approval of your 2015-2016 Perkins application, you will need to also have your districts End of Year Report (iGrants FP 477) and your district Perkins Performance Improvement Plan submitted. Statewide Course Equivalencies OSPI in accordance with legislation passed in the 2014 session which amended RCW 28A.700.070, RCW 28A.230.097, and RCW 28A.230.010, developed statewide course equivalencies in Mathematics and Science for 21 CTE courses. The courses were approved for Statewide Equivalency Credit by the State Board of Education in May, 2015. School districts must, at a minimun, grant academic course equivalency in Mathematics and Science for the equivalent courses on the list, but are not limited to these courses. School districts may continue to utilize locally determined equivalencies under RCW 28A.230.010. The course should be recorded on the student’s transcript using the equivalent academic high school department designation and title. Information regarding the statewide course equivalencies can be found on the OSPI website under Career and Technical Education. Guidance was sent to school districts through Memorandum No. 035-15M Career and College Readiness, which can also be found on the OSPI website. The company has developed an exam for the 21st Century Leadership/Employability Skills for Washington’s use. It is called “21st Century Success Skills”. The standards for the exam represent the fundamental personal traits, knowledge and skills that each person should possess to successfully tansitions from secondary education into the workforce and post-secondary education. Autodesk’s Design the Future program includes FREE Autodesk software for students and educators. There is free access for learning and teaching engineering design software. These are the same programs that are used by top designers, animators, and engineers around the world. STEM Professional Development Just a reminder that teaching certificates being renewed starting in 2019 will need at least 15 clock hours, or one-half of one annual professional growth plan (PGP), that must have an emphasis on STEM integration for all CTE instructors. The learning or activity must demonstrate authentic integration of science, technology, engineering and math, incorporating at least 2 of the 4 STEM elements. Computer Science The 2015 Legislature passed SHB 1813 regarding Computer Science. The bill calls for OSPI to adopt Washington State Computer Science learning standards and to provide professional development resources for educators. Within OSPI, this work will be done collaboratively between Teaching and Learning, Career and Technical Education, and Education Technology. The Washington State budget also provided $1,000,000 for fiscal year 2016 and $1,000,000 for fiscal year 2017 to provide grants to support the following three purposes: Train and credential teachers in computer sciences; provide and upgrade technology needed to learn computer science; and, computer science frontier grants to introduce students to and engage them in computer science. Information regarding this grant program will be communicated through iGrants and the CTE Update. AP/CTE Training This year OSPI will be offering Computer Science and Psychology or Economics AP/CTE training. Tentative training dates are December 2, 2015, February 17, 2016, and March 16, 2016. IT Academy During the 2014-15 school year 24,519 certifications were earned through IT Academy! This compares to 4,049 that were earned during 2011-2012, our first year of statewide implementation. Thanks to the Washington State Legislature for expanding the funding so that Microsoft IT Academy will now be available to all Middle Schools. Middle school trainings for IT Academy will be held regionally in early fall. Washington State Graduation Rates The Washington State Graduation rate for 2013-2014 was 77.2%. The CTE completers rate was 91.4%. CTE completers are secondary students who have completed 360 hours within a single locally determined program area. 2014-15 Annual CTE Student Enrollment File Application (aka P210Voc report) All data included in the annual report must be submitted through CEDARS. Data submitted to CEDARS will be used to populate the 8 Perkins performance measures. Please work with your local CEDARS administrator to make sure your CTE files are accurately capturing your students enrolled in your CTE courses. All student level CTE data that is not submitted prior to the end of the 2014-15 CEDARS submission will need to be submitted via non-standard submissions to CEDARS. Important items to note are below: 1. We expect to launch the Annual CTE Student Enrollment File sooner than in previous years. Our expected launch date is September and close date of November (keep in mind that this is an estimated timeline and is subject to change). 2. Details regarding ALL data must be submitted to CEDARS. This includes completer status, TechPrep, Industry Certification, etc. 3. Remember that hand entering/editing is NOT allowed in the application file. 4. We recommend that you access and review the Annual CTE Student Enrollment File that is currently available in CEDARS. Please see the snapshot below for how to locate this report. If you do not have access to your district’s CEDARS reports, you will need to work with your district’s CEDARS administrator to either grant you access to this report in CEDARS or have them download a readable file for you to review. These standards are the core foundation for Health Science programs. http://www.healthscienceconsortium.org/standards Through a collaborative meeting with Precision Exams, members of the NCHSE Executive Committee worked to enhance and clarify the standards and accountability criteria without changing the intent of the standards. The term “accountability criteria” has been removed. This content will now be referred to as objectives providing more detail to each standard. The standards were renamed to reflect what they truly are — the National Health Science Standards. National Athletic Trainers’ Association (NATA) Guidance for Student Aides The NATA Official Statement on Proper Supervision of Secondary School Student Aides reflects their recommendations and guidance for the role of student aides. These provide guidance for students enrolled in Sports Medicine programs and who are participating in a practicum. They will be posted on the OSPI website. For more information, please contact Marianna Goheen, Health Sciences Program Supervisor at marianna.goheen@k12.wa.us or 360-725-6257. “Building a Program of Excellence” project The three part Washington State Health Science: BUILDING A PROGRAM OF EXCELLENCE project was designed to increase the number of students seeking a career in healthcare, build a rigorous program of study learning continuum and introduce standards that align expectations of healthcare employers and postsecondary programs. Information gathered for the project was consolidated for a statewide report outlining implementation strategies for various school configurations and locations. The project included gathering baseline data by assessing the current status of district/area health science programs, assessing healthcare workforce needs by community type, and assessing post-secondary health science program options for articulation opportunities. The observations and recommendations from the study will be used as the baseline for future work in the Health Science program area. Careers in Education Curriculum and Framework Update December 2014 was the launch of the Careers in Education curriculum revision project by the Professional Educators Standards Board in cooperation with OSPI/CTE. The curriculum, based on the Washington State teaching standards, will be rolled out over the next year starting with the WA-FACSE conference in October 2015. The group is also working on statewide articulations and recruitment activities related to Careers in Education.
