Election of Cathaoirleach MDT15017 Cllr Roche welcomed the Councillors, Council officials and members of the press to the Annual meeting of Tuam Municipal District. He stated that his year as Cathaoirleach was an eventful one with many healthy debates. A lot of important projects had progressed , the M17/M18 Motorway went to Construction, re-alignment works on the N63 were approved, and funding was announced for Community Involvement Schemes. 1 MINUTES OF THE ANNUAL GENERAL MEETING OF THE MUNICIPAL DISTRICT OF TUAM HELD ON 19TH JUNE 2015 Cllr Roche thanked the Engineering Staff of the Tuam Municipal District and his fellow Councillors for their extraordinary support during the year. He thanked the press for their accurate reporting of the Municipal District meetings. He thanked Ms. Nuala Heffernan, the meetings administrator. The Councillors individually complimented Cllr Roche on doing a wonderful job during his term as Cathaoirleach. Cllr Hoade proposed Cllr Killilea for the position of Cathaoirleach for the 2015/2016 year . Cllr T. McHugh seconded the proposal and it was agreed by the members. Cllr Killilea was appointed as Cathaoirleach of Tuam Municipal District . Cllr Killilea thanked the members for their unanimous support. Election of Leas Cathaoirleach MDT15018 Cllr Roche proposed Cllr T. McHugh for the position of Leas Cathaoirleach. Cllr Hoade seconded the proposal and it was agreed by the members. Cllr T. Mc Hugh was appointed Leas Cathaoirleach . Schedule of dates for Tuam Municipal District meetings MDT15019 The Cathaoirleach, Cllr Killilea, presented the schedule of meetings for Tuam Municipal District for the period June 2015-June 2016. 14th September 2015 (changed by resolution at the previous meeting from 10th August 2015) 12th October 2015 14th December 2015 8th February 2016 11TH April 2016 13TH June 2016 In reply to Cllr Canney it was confirmed that 2.30p.m. is the time stated in the Standing Orders for the Municipal District of Tuam meetings to be held. 2 MINUTES OF THE ANNUAL GENERAL MEETING OF THE MUNICIPAL DISTRICT OF TUAM HELD ON 19TH JUNE 2015 Cllr Canney queried if it was a function of the Municipal District to pass Local Area Plans. Ms. Heffernan replied it is a function of the County Council to adopt Local Area Plans but that they would always be presented for discussion and input at the relevant Municipal District meeting prior to presentation to the Council. Cllr T. McHugh stated that the business of Local Area Plans should be dealt with at the Muncipal District meeting and only have to go to the Council meeting for final approval. There was general agreement among the members with these sentiments. Cllr Cunniffe raised the matter of the proposed Greenway and pointed out that the Municipal District has the power to vote for the Greenway but they have not done so despite funding being available for the project. Cllr Hoade queried what the legislation was in relation to monthly/bi-monthly meetings. Ms Heffernan stated that presently it was bi-monthly in the standing orders but this could be changed by resolution of the Municipal District. Cllr Canney queried if the powers of the Municipal District can be amended by resolution at a full meeting of the members of Galway County Council or is a change in legislation necessary to amend their power. Cllr Cunniffe stated that he would like to see a presentation given to the members which would provide information on devolved powers. Cllr Killilea requested that an item would be included on the Agenda of the September meeting to have the Municipal District meetings held monthly and a proposal to go forward to the Council meeting to have their meetings held bi-monthly. A discussion took place and Cllr Killilea requested that a proposal to amend the standing orders of Tuam Municipal District to have the Municipal District meetings held monthly would be included on the agenda of the next Municipal District meeting. He requested that a proposal would be put forward to the Council to have their meetings held bi-monthly .
