4 April 2015 @7.30 a.m. NDMO Office – Meeting Minutes
SUMMARY
General
 The DG requested target dates on when the distributions are to be completed
in different areas, particularly in terms of WASH and Shelter.
 A four man team from NDMO are speaking with chiefs in Tanna today to assure
them that more assistance is coming in attempt to manage the ongoing
tensions. DG is going to Tanna on Monday to help relieve tensions.
 A question was raised about whether the PDC in Tanna should be covering all
the offshore islands in Tafea. Suggestion made that the Provincial Government
needs to focus on Tanna because of the potential for unrest there. The outer
islands are progressing and can be managed from here.
 Concern raised about the challenges of distributions on Tanna, to be further
exacerbated once the ADF leave, with further loss of trucks. DG advised that
they are looking at this issue with WFP. We may need to hire local truck
owners.
WASH
 WASH Cluster met yesterday and they are working on developing an exit
strategy for water trucking
 Assessment teams were debriefed yesterday. Main feedback a) many reports
of people having not received anything or some only 20%. Crosschecking is
occurring against the WASH tracking reports.
 Request made to the Shelter Cluster that shelter assistance is fast-tracked on
the islands that are rainwater dependent. If we can get tarpaulins up,
households can start collecting rainwater. WASH to provide Shelter with list.
 WASH Cluster formed in Tanna yesterday.

Food and Agriculture.
 Government has procured food locally (Santo) for the second round push.
Ready to roll out the second round push. This should commence 9 April. WFP
will follow after.
 DG would like to see gaps in other sectors met with this second round push in
order to streamline logistics.
Shelter
 Shelter Tracking form tabled. Table shows completed, ongoing and planned
activities. Current estimates are that approximately 14,100 HH are in need of
shelter assistance, around 8,000 have already received and the rest of the
distributions are ongoing or planned. Current stocks in country should meet
the emergency needs.
 There have been some issues with people going to NGO offices demanding
tarpaulins in Port Vila. There is need to increase messaging to these
communities – perhaps use of radio would assist. DG advised he is on the radio
regularly and can give messages if provided clear details.
 DG advised that Civil servants undertaking the population counts in remote
areas around Port Vila have reported areas completely unreached.
 It was noted that “oversupplies” should be considered contingency stocks not

The use of Samaritans Purse Tarpaulin rolls for the repair of Schools in Tanna
rather than on shelters was discussed. DG supported this plan, and advised
that tarpaulins from the VMF store could be released to meet the resulting gap
in Shelter needs. Shelter Cluster to forward request to the DG for signoff
today.
DG confirmed that a stock take of the VMF gym has been made, the DG will
email Shelter the list.
Protection / IDP
 Protection Cluster is analyzing the data from the assessment teams.
 OXFAM, Care and UN Women are looking at a country wide gender analysis
 There are still evacuations centres in Tanna. CCCM will try to head down to
Tanna in the next few days, and roll out the DTM. Care advised that the
evacuation centres are only being used to sleep with people working on their
houses during the day. More details to be follow.
 Matasso’s own volunteers have headed back this weekend to work on shelter
rebuilding.

Assessments
 Second round assessment deployment will occur this week with one team
departing Monday and one team departing Tuesday.
 All teams that deployed last week have returned and have been debriefed by
cluster leads and forms collected. Data processing has commenced. Protection
and Gender require some support for data entry. Other clusters are sorting out
their own data processing requirements.
Civil Military
 0900 briefing on second round of assessments. The first round of assessment
went smoothly.
 An email was sent yesterday outlining that military assets will diminish in the
next couple of days and that 5 April will be the last day for requests. The ADF
assets will support the second round of assessments and then draw down. The
French have finished today. The NZ assets have gone with the exception of the
Canterbury. By the end of next week, the Solomon’s, the Tonga Patrol Boat
and the Canterbury will probably be the only assets remaining. Clusters need
to look to private / commercial means.
