Government Brief, Cluster Lead and Co-lead Meeting Tropical Cyclone Pam Response 13 April 2015, 07.30 hrs NDMO Office – Meeting Minutes SUMMARY General It is one month today since the cyclone hit. Lots of progress made to date but there is a need to continue to focus on where we are headed. Then National Evacuation Centre Standard document review deadline has been extended until Wednesday 15 April recognizing the other deadlines. Thanks given to those clusters who have already submitted comments. NDMO Situation Report will be issued Monday, Wednesday and Friday as per usual this week and possibly reduce to once weekly next week. Update provided later this week. The cotton growers association has sent in a big shipment of tarpaulins. No current distribution plan in place, the container is being moved to the UNICEF store. Distribution plan will be worked out with logistics and Shelter Clusters. Gender & Protection Harmonised Assessment Report being prepared. Small assessment on areas of return occurring later today, hopefully can provide an update at next meeting. Disability WG has been producing key messages that have been translated into Bislama and will be shared later this week. Outreach visits to clients are ongoing. A mission is being planned for Erromango and Tanna to get further details on IDP situation. Ongoing monitoring of the group of Mataso evacuees is occurring. Twenty of their group have now returned from the island, they have built two large storage buildings and planted some crops. Community meeting being held to decide next steps. IOM will meet them today. Early Recovery Francisco has joined UNDP to work on Early Recovery. A joint NDMO/UNDP meeting will be held tomorrow around coordination and the transition to early recovery. WASH Currently going through the detailed technical reports completed by village plumbers on detailed system repairs. The needs will be divided between agencies asap. Health & Nutrition There is a confirmed increase in conjunctivitis in South East Ambrym. Increase in mild cases of diarrheal in Tanna. A diarrhoea health kit been sent to Tanna hospital. There is also an increase in cases of Influenza like illness Tanna. This is being monitored. Food & Agriculture Still pushing out the final push of first round of distributions. South Pentecost should be completed today, CP1 on Tuesday and CP2 on Wednesday. ACTIONS REQUIRED All Cluster to provide feedback on the National Evacuation Centres guidelines. Protection Cluster to provide update of assessment. Currently focusing on finalization of the tripartite agreements between NGO, WFP and government. Distributions are government led and have to be distributed through the areas council though the village chief. Shelter 10,000 HH currently tracking, but distribution ongoing that is not yet reflected in this figure. The Shelter specific assessment has been completed in Efate, and is currently ongoing in Tanna. Preliminary data should be available from Tanna tomorrow. This will provide information on relief, recovery and future options. Team will move to the Shepherds by the end of the week. Shelter agencies are increasing their targets in urban areas, able to allocation most urban areas with NGO. Larger population that were bigger than anticipated Logistics Common MSU at Vila airport now closed and moved to star wharf. It is now being used as a dedicated WFP store, not common storage. The common storage MSU at the Tanna PDC is currently at 90% capacity. The common storage MSU at Tanna Airport has been closed. The wikihall is being moved to Lenakel Wharf but will be dedicated to food storage and no longer available for common storage. Two vessels arrived over the weekend and another is expected at 8pm tonight. Logistics team still trying to figure out contents of containers. Three small boats from the Sea Mercy Fleet have arrived and will provided health assistance in Aneityum. Still needs trucks in Tanna. There are some 2 and 3MT trucks available for rent. Still pallet shortage down in Tanna. Civil/ Military The last ADF Blackhawk flights will be on Wednesday, they will pack up Thursday and fly back to Australia on Friday. The NZ Canterbury was in Vila yesterday. Shelter and education materials have been loaded and sent up north. The Canterbury will probably be leaving 21 or 22 of September. Ongoing use of the Solomon and Tongan patrol boats will be reviewed on a fortnightly basis. ADF Blackhawks will be shifting things off the Canterbury for the next few days. OCHA Mainly focusing on finalizing the second harmonized assessment report, and the template for the join action plan. This template will be share at the Intercluster at 10am today.
