NEW PECSF GAMING [Type the document title] [Type the document subtitle] CAMPAIGN 2015 GAMING RULES & TEMPLATES FOR ONE DAY 50/50 DRAWS GAMING RULES OF PLAY Statement of restriction of play and conflict of interest guidelines Members of the organization responsible for the conduct and management of the ticket draw, including the event contact, are not permitted to purchase tickets for that draw. Statement of required presence at the draw as a condition of winning The winner must be present or have written their name on the back of the ticket stub in order to be identified as the winner and is responsible for presenting proof of winning ticket. Statement of participants’ responsibility for the cost of prize delivery The winner is responsible to collect the prize in person. GAMING LICENCE FOR PECSF CAMPAIGN 2015 Typically each year, PECSF is granted a special gaming licence covering all 50/50’s & Raffles from the Gaming Policy & Enforcement Branch to share with PECSF volunteers provincially. Upon finalizing this years’ gaming application, it was brought to our attention that it is no longer possible to have one combined licence for these two types of events. If Raffles & 50/50’s were to be offered, they would need to be organized, promoted, tracked, and reported separately and under two separate licences. Understanding the limitations of both volunteers and the PECSF HQ, it was determined that this was not a viable practice and/or option for PECSF. WHAT DOES THIS MEAN? THE 2015 PECSF GAMING LICENCE WILL COVER ONLY 1-DAY 50/50 DRAWS. This decision reflects the high popularity of 50/50 events over raffles (120 vs 25) and is based largely on what we hope makes best use of volunteer time & ultimately the direct benefit for the charities in our community. In early July 2015, PECSF HQ sent an email communication reflecting this change in practice to all identified raffle organizers from previous 2014 campaign, including all current volunteer email distribution lists. 1 OPTIONS TO CONSIDER Turn your raffle into a PECSF AWARENESS EVENT to promote the benefits of donating. While gaming events can be fun, the amount raised for the charities is extremely small compared to your valuable time & efforts. Almost 95% of all monies raised come from payroll deductions! Hold a CONTEST, or an INCENTIVE DRAW, offer prizes to encourage participation. USE CAUTION IN YOUR ADVERTISING! There is a fine line between incentives & gaming. Ask yourself: Is there an element of chance? Is there a cost to participate? Is there a prize of material value? If you can answer YES TO ALL THREE! You have a gaming event! BETTER CALL PECSF! WE RECOMMEND THE FOLLOWING USE OF LANGUAGE TO ENSURE A DRAW IS NOT CONSIDERED A GAMING EVENT A pledge to PECSF automatically enters the person into the draw The pledge can be in any form available: Online bi-weekly payroll deduction, online one time payroll deduction, paper pledge form with donation OR EMPLOYEES CAN ‘WRITE-IN’ TO REQUEST TO BE INCLUDED IN THE DRAW WITHOUT A PECSF PLEDGE OR DONATION TO ENTER WITHOUT A PLEDGE: PLEASE EMAIL YOUR WORKPLACE PECSF COORDINATOR @ NAME@gov.bc.ca SUBJECT: PECSF DRAW PRIZE 2 GAMING CHECKLIST for 50/50 DRAWS ALL ADVERTISING INCLUDING EMAIL/POSTERS MUST INCLUDE THE FOLLOWING DETAILS: EVENT NAME PRICE OF TICKETS INCLUDING DISCOUNTED AMOUNTS: 1 for $2… 3 for $5… DATE, TIME AND LOCATION OF DRAW CONTACT PERSON AND EMAIL/PHONE NUMBER ‘ACTUAL ODDS DEPEND ON NUMBER OF TICKETS SOLD’ ADVERTISE WHAT SPECIFIC CHARITY WILL RECEIVE THE PROCEEDS IF NOT THE REGIONAL PECSF FUND SUPPORTED CHARITY POOL. Funds raised from these events must be donated to the Canadian Red Cross Society - B.C. and Yukon. In January 2005, the government made amendments to gaming policies, allowing in certain circumstances the use of net proceeds from licensed gaming events to assist with relief efforts for disasters and emergencies that have occurred outside of British Columbia.
