About the
Organizer
Harbin University of Commerce was established in 1952 and is located in the famous northern city
of Harbin. HUC comprises 21 colleges, 2 academies of arts and sciences. The university has over
30000 students. HUC has at its employ, 1550 staff members, amongst whom are 1509 full-time
teachers, including 174 professors and 369 associate professors. The university has 21 experts who
receive government special funding distributed by the Department of State and 19 provincial
(ministerial) outstanding experts.
The university has established friendly cooperation with nearly 57 universities among 40 countries
including UK, USA, Russia, Japan, etc. HUC perennially employs foreign experts and professors
to teach and do research work. The university owns a three-star hotel with an area of 17300 ㎡
containing a conference center, multi-function hall, swimming pool, restaurant, guest room and
other facilities, which can provide superior learning and living condition for the seminar.
From 2007 to 2011, the college, which is authorized by the Ministry of Commerce of the
People's Republic of China, was succeed in holding the fifth period of " Hotel Management
Seminar in developing countries " and the first " Tourism Management Seminar in
commonwealth of independent states ". In the industry of hotel and tourism, the participants
were government officials, senior managers and school teachers, coming from 46 countries such
as Asia, Africa, the South Pacific, the Caribbean, the CIS (commonwealth of independent states)
and so on. The rich content of the training was welcomed with a lot of praise from the participants,
who also forged a profound friendship with colleagues from other countries. The college will
through this seminar, provide rich teaching content and research, as well as warm hospitality.

Heilongjiang College of Tourism is under the authority of Heilongjiang Department of
Commerce and located in the City of Harbin whose nickname is “swan under the pearl”. The
college has become a training base for the core of Heilongjiang vocational teachers and takes
leadership role in Heilongjiang vocational education group of tourism, trade and cuisine
industries. Moreover, it is one of the eight provincial core vocational colleges and is also a local
institute of Employment systems and labor services liaison between China and South Korea under
the platform of labor services cooperation with foreign countries in Heilongjiang Province.
The college covers an area of 463, 000 ㎡ with a floor area of 110,000 ㎡.There are 7
departments including tourism management, hospitality and cuisine, biotechnology, electrical
engineering, finance and trade, architectural decoration engineering and an international business
college. Among the 213 teachers, there are 27 professors and 86 Assistant professors. The college
has teaching instruments and equipment valued at 20.32 million Yuan and a library collection of
370,000 books. The college also owns 87 practical training bases in the campus and 113 offcampus bases.
The college always adheres to the educational policy of Sino-foreign cooperation and cultural
exchange. The international exchange centre has established close and long-term relationship with
more than 10 famous universities in South Korea, Japan, the United States, Russia, Thailand and
other countries. We have sent nearly 100 students to study abroad and more than 300 students to
train and work abroad during the past three years.
The unique ecological environment in Heilongjiang Province is China’s largest state-owned
forest reserve, and also an important ecological barrier around Northeast China. The Xing’ an
Mountains region with dense forests is the most important forestry base whose timber storage and
harvest is top ranking in china. The quaint, original, magical characteristics of tourism resources
of Heilongjiang Province is constituted by a vast territory of complex and diverse ecological
environment, special human geographical landscape and climate conditions. There are eight
characteristic eco-tourism resources in Heilongjiang province, large forest, large border river, large
lakes, large wetlands, large agricultural lands, large oilfields, big lava, heavy snow and ice, which
form the “Heilongjiang characteristic Northland scenery tourism development zone”. The
province enjoys great popularity for its “vigorous spring, cool summer, colorful autumn, ice and
snow in winter”.
Due to its unique resources advantage and advanced practical management technology
foundation, the college makes full use of these and its other educational resources and advanced
product development concepts, combined with the rich eco-tourism resources of Heilongjiang to
organize this seminar on ecological tourism development and management for Developing
Countries under the leadership of the Heilongjiang Department of Commerce.

Content
Management of events at the seminar is the responsibility of Heilongjiang College of
Tourism. Events of the seminar will include lectures, interactive discussions, tour visits etc,
Lectures shall be delivered through multimedia, case discussions, followed by question and
answer sections. The seminar introduces systematically the Chinese ……. We shall deliver
lectures on …….
Apart from the above, we’ll invite technicians and experts from the Heilongjiang Department
of Commerce and Northeast Agriculture University to discuss and deliver presentations. In
addition, we will also arrange field trips and sightseeing in Beijing, Daqing and other historical
and beautiful sites in china. Technicians and experts could also takes this opportunity to get a more
objective and comprehensive understanding of China in the process of reform and its policy of
opening to the outside world as well as the warm and friendly hospitality of the Chinese people.
The seminar aims to strengthen friendly communication, expand trade, economic and technical
cooperation between China and the developing countries.
