I. Call to Order - Greg Gutzki, Association President, called the meeting to order at 9:00 a.m. on
Saturday, May 13, 2013
II. Determination of Quorum – A Quorum, according to the Association by-laws, consists of
simple majority representation of current members as determined by actual attendance or proxy. At
the time the meeting started there was a quorum. Seventeen members were present in attendance or
by proxy or conference call.

III. Approval of Minutes
Motion: Greg Gutzki moved to accept the minutes of the May18, 2013 meeting. Matt K
seconded the motion which passed unanimously.
IV. Board of Directors Report – presented by Greg G
“The past year has produced some success and challenges at Powder Ridge. The plaza re-coating
work is the biggest loose end with regard exterior maintenance. We have been in contact with
Applied Plastic Coatings and I’m confident that the work will be completed this spring.
Several Maintenance Items outlined in the management report are underway or under consideration.
Roof repairs above 201 are under contract and the gutter/ heat tape upgrades are complete at 204
and 207. We are working on the dumpster building upgrades with regard to the dumpster placement
in the building and bear proof doors on the sides. This is being done with cooperation from the
Atrium. The association now owns a parking boot for Parking offences that may occur Inside the
garage or outside in the lot.

The B O D met to form a plan of action on maintenance items and future projects. A landscape
plan is currently being worked on primarily for the parking lot side of the building. Bill P. is now
our treasurer and has been working on accounting items that have arisen from the settlement of the
Lori Krause Unit G1 Sale. I’m happy to report that negotiations were successful with the settlement
of $47,000 in delinquent dues and assessments and were collected at closing. The B O D feels that
this was HUGE win for Powder Ridge in that we very well could have ended up with nothing. The
monies from that settlement are being accounted for by a split to Operating (dues side) and reserve
(assessment side).
In closing I welcome any questions or comments at this time.”
Carol C suggested that we go to Manager’s Report and discuss these items individually with the
supporting documents in the Meeting Packet.
V. Management Firm’s Report – Carol C and Greg G reviewed the reported figures below.

Recommended Future Repair/Discussions :

Plaza level resurfacing - Greg and Board working on this and also looking into other
companies to possibly finish the job.
Automatic garage door closer for dumpster garage door $450
Install a light and light sensor in dumpster building
Bear-proof doors on dumpster – working on bids – verbal estimate $600 per door (reserve)
Dumpster – moving the concrete poles back so the dumpster can fit better into the garage
enclosure. Discussion on the dumpster: Joan S suggested better signage on the dumpster
about warnings and fines for using dumpster if not a Powder Ridge or Atrium owner. She
has seen other people illegally using dumpster. A Code Box was suggested for some point –
possibly when new doors are installed. Melissa L asked about getting recycling at Powder
Ridge, but the group decided it was an added expense and individual homeowners should
remain responsible for their recycling and taking it to the free recycling center on CR 450
(up the road from 7-11 and open 24 hrs).

Garage door – if and when the garage door is damaged again, we will replace all of the
panels, tracks and wheels with heavier duty parts.= $ 2275. Researching video camera for
how damage is done. Garage door policy – the members present want to remind all owners
that if they arrive at the garage door and it is open, they need to wait 30 seconds to make
sure it will not come down. If the car is on the sensor, it should not come down. If someone
tries to rush through the garage door after a car has already gone through, the door may have
started down already and the door and car may get damaged. If an owner, guest or
tenants runs into the garage door, the HOA is NOT responsible for repairs. And that
owner, guest or tenant will be expected to pay for damages to the garage door.


Additive to Boiler water system to prevent corrosion - $ 750
Asphalt repair around dumpster and puddling = approximately $6000 – should be split with
The Atrium (reserve expense)
Glycol in boiler system approximately $3000 – can leak, not guaranteed, prevent frozen
water line and broken lines – continue discussion. Look at extra insulation in each unit
and/or signs “do not turn heat down below 60 degrees!)
Continue gutter and heat tape system plaza side of #204 and #207 ($2820) and roof repair
that was never completed during remodel ($2375) above 201 approx. $6195 (and estimating
$1000 for electrical work) from reserve
Grind down south west sidewalk so not a tripping hazard
Landscaping – Greg Gutzki – Greg is working with a friend to give Powder Ridge a
landscape plan for the east side, or driveway side, of Powder Ridge. The Board feels the east
or back side should be kept more natural or seeded, with wildflowers, no sod or irrigation.
Board discussed rules and regulations and felt what was in place (and attached) which
includes the penalties for non-compliance was sufficient for disputes. Jim Condit suggested
that Powder Ridge adopt a dispute resolution to the rules and regulation.





Carol will add wording as proposed by Jim C and approved by Board to the rules and
regulations.
Melissa L asked why dogs were not allowed for renters at Powder Ridge. The group all
agreed that renters do not take the same responsibility for their pets and that this rule will
remain. Powder Ridge will fine owners who’s dogs are howling or found not on a leash.




Re-stain all stained wood work throughout complex
Gas meter storage doors, stone caps loose, paint touchups including stairs, drywall repair in
garage. Melissa L said that the stone caps on the back or east side of building need to be
repaired and secured. They would also like to be able to touch up paint this unit.
Parking spaces – 4 total available – 2 are rented. Signs are on the 2 spaces that are available
for $80 per month.
If the same owner is using these 2 available spaces they will be asked to pay to rent the
space.

Fire Safety – Please see the attached chimney inspection report. The group noted that all units
must have a sign by their fireplace that whenever a fire is burning in the fireplace the doors
must be open and the screen closed.
Units 207, 208, 109 have floor refractories in “Dangerous” condition Units 210 and 111 have
backwall refractories in Dangerous condition. These all have large cracks. Heat will transfer
through these voids and could cause a fire. Refractories should be patched or replaced. These units
must be responsible for their own repairs and they must be completed by October 2014.
Financials –
2014-2015 Proposed Budget and Budget Assumptions – see attached
The checking and money market accounts were consolidated – per the Board request
Attached financials for 4-30-2014 are not reconciled.
Carol and Bill Pisinski coordinating on monthly financial reporting. Bill is the board treasurer.
ReceivablesWe received $47,000 from Kraus G1 unit sale (September 2013) which covered the majority of late
fees and dues. The “Bad Debt” on the Balance Sheet will be cleared once the accountant can review
that after the fiscal year-end (April)
Reserve Study –
Ken Radtke reviewed the attached reserve study. He further explained that these figures are
evolving and will be constantly updated. Ken and the group agreed that the $50 /mth/unit
contribution to the reserve fund is currently adequate to fund the reserve expenses. The group did
not feel it is necessary to fund the reserve 100% because there is no way to predict when the major
future expenses will be necessary (i.e., boiler replacement, roof replacement). Everyone thanked
Ken for doing such a great job on this. Ken agreed to keep working on this in years to come to keep
it updated. All agreed that this is also an excellent report to have for potential buyers
Motion: Greg G motioned to approve the 2014 – 2015 Budget as presented with keeping the $50
per month per unit contribution to reserve fund and keeping the same dues amount. Jim C seconded
the motion, which passed unanimously.
d. Management Contract Renewal –
Motion: Greg G motioned to renew the services of Bliss Property Management. Matt K and Joan S
seconded the motion, which passed unanimously. Greg G and Bill P will review the management
contract and update as necessary.
VI New Business
Deck Furniture – Marty S suggested that Powder Ridge buy a table and chairs and a few lounge
chairs for the area around the hot tub. The group agreed that this would not be a good idea because
it would attract a party atmosphere, collect trash, people could steal the furniture off the deck, we
cannot add too much weight to the deck level, and there is no winter storage. Marty S will look into
other complexes to see if he can come up with another solution.

Wireless Internet – Melissa L asked if we could spend the “Cable” money on building-wide Internet
service instead of cable. Joan Schooley added that she researched getting wireless Internet for the
entire building last year. The Board had decided that this is not currently feasible. It will be too
expensive for the HOA and many people are already committed to contracts through Comcast or
other Internet carriers and will pay extra if they have to break those contracts.
Greg G asked if there was any other new business. There was none.
VII Old Business –
Plaza Level Resurfacing - Greg began a discussion explaining the plaza level resurfacing project
status. Greg met with Biff at Applied Plastics (APC) last week and they seem committed to
finishing the job by July 2014. Greg G, Bill P and Carol C will put together a punch list for Biff to
make sure he has enough direction to complete the job. This would include improved drainage,
repair concrete around drains, re-do color, re-do landings and other items. Powder Ridge still owes
APC about $8000
Bike Rack Cleanup – Everyone is asked to remove any unwanted bikes. BPM will work on an
“identifier” for Powder Ridge owner bikes and will remove abandoned bikes.
The Boot – Powder Ridge now owns a Boot and it will be placed on cars whose owners
continuously park illegally in the Powder Ridge garage. Powder Ridge will give plenty of notice,
with stickers, etc. and hopes to not use the Boot. A $75 fine will also ensue to have the boot
removed.
VIII Election of Board Members –Greg G asked if anyone would like to join the Board of
Directors or take over as president of the HOA. Melissa Leslie would like to be on the Board with
an “At-Large” position. This means that she will be on the Board for all communications, but will
not have voting rights since the Board already has 5 members and all agreed they do not want more
than 5 official members. All other current members agreed to stay on the Board. Greg G
volunteered to remain as president.
Motion: Greg G motioned to approve that the current Board have and Melissa Leslie come on the
Board as an At –Large member with no voting rights. Jim C seconded the motion, which passed
unanimously.
IX. Work Day 2014 Annual Meeting – The group decided that the Work Day will be May 31, 9
AM to -noon with pizza provided for lunch. If people cannot make it they are requested to contact
Carol via email to be assigned a project. Please email carol@blissproperties.com to let her know if
you will attend (or not) so we can be prepared with supplies. The main projects will be general
clean up and raking and sweeping the plaza level to prepare for resurfacing (bring work gloves, leaf
rakes and push and regular brooms if you can).
2015 Annual Meeting – The date for the 2015 Annual Meeting is set for May 2, 2014, the first
Saturday in May.
