Student Drug Testing
The use of tobacco/alcohol/non-prescribed or illegal drugs is prohibited. No student involved in extracurricular, co-curricular and district-sponsored activities shall knowingly possess, use, sell, supply or be under
the influence of alcohol, a tobacco product, performance enhancing drug, inhalants, or controlled substance of
any kind. This policy shall be in effect 24 hours a day, from the first summer date of the OSAA calendar
following completion of eighth grade, to the final day of his or her senior year.
“Co-curricular” activities are those which take place during the school day and are associated with a
curricular program.
“Extra-curricular” activities are those which take place outside the school day and are not associated with a
curricular program.
Students choosing to participate in extra-curricular, co-curricular and district-sponsored activities are
prohibited from knowingly attending or remaining at events where individuals are engaged in breaking the
law by possessing, using, delivering, and/or selling alcohol, marijuana, and/or other illegal substances. These
events include, but are not limited to parties and group gatherings. It is the student’s responsibility to
immediately remove himself/herself from the party or group gathering as soon as the student becomes aware
alcohol, marijuana, and/or illegal substances are being possessed, used, delivered, or sold in violation of the
laws of the State of Oregon. The Siuslaw School District recognizes a student cannot be responsible for the
misbehavior of other individuals; however, it is the student’s responsibility to avoid associating with
individuals engaging in illegal activities. Students found guilty of being in violation of this policy by
knowingly attending or remaining at such an event will be treated as a first, second or third offense depending
on them having any previous violations of the athletic policy.
A student will not be held accountable for attending a gathering or party in the actual presence of their parent
or other legal guardian under the following circumstances:
1. If the complaint is the minor used alcohol, the student can show that their parent or guardian
consented to the consumption, consistent with the provisions of ORS 471.430(1).
2. If the complaint is that the minor was around other individuals that broke the law by consuming
alcohol, the student can show that their parent or guardian consented to the student’s attendance at the
gathering and was physically present at the event.
Siuslaw School District believes that student safety is paramount in building positive extra-curricular, cocurricular and other district-sponsored programs. Because of this belief, all students involved in extracurricular, co-curricular and other district-sponsored programs will be tested for illegal substances. This
includes all students involved in OSAA competitions, leadership, and other possible activities.
Students who participate in extra-curricular, co-curricular and other district-sponsored programs will be tested
at the start of the season, (Fall, Winter, Spring, and Summer) and randomly during the season. These tests
will be urine analysis’ that will be given by administrators and/or their designee. Failure to comply with a
UA at the assigned time will result in the student forfeiting the right to participate in practice or games/events
during that season and the next season. Actual tests will be administered in the respective locker rooms.
Sample containers will be labeled before a participant takes possession of it. After completion, each
participant will bring the container to the test administrator who will take it and place the container on a table
and keep it private from other participants. Parents will always be contacted if their child has a positive result
on any test.

First Offense:
1.) Notify Student and Parent/Guardian
2.) Two weeks suspension from participation in all athletic games, competitions and activities. (Must
attend all practice sessions)
3.) Attend mandatory meeting of the Student, Parent/Guardian and/or School Counselor,
Administration and Athletic Director initiated by the Parent/Guardian with a willingness to follow the
recommendation presented.* Failure to comply with recommendations will be treated as a second
offense.
4.) Submit to drug testing at any time during the remainder of the season.
*Recommendations presented may include, but are not limited to; community service,
prevention/awareness presentations, classroom based educational opportunities, mentoring and other
undisclosed actions deemed appropriate by the Counselor, Administrator and AD.
Second Offense:
1.) Notify Student and Parent/Guardian
2.) Full suspension from all activities for the remainder of the season or 45 days; which ever is longer.
3.) Mandatory fallow-up sessions for the Student and Parent/Guardian with the School Counselor,
Administrator and Athletic Director initiated by the Parent/Guardian. Reinstatement of the Student
into the activity is contingent upon the Student complying with recommendations presented (see *
above). Failure to comply with the recommendations will be treated as a third offense.
4.) Submit to drug testing at any time during the remainder of the season.
Third Offense:
1.) Full suspension from all extra-curricular activities and district sponsored programs for the
remainder of the school year and the following school year.*
*Students may still participate in the following school years activities with the Principal, Athletic
Director and School Counselor’s approval.
Violations occurring during the summer will have the following consequences: The athlete/participant must
complete the consequences during the season of the sport they were involved in when the offense occurred.
This policy shall be in effect 24 hours a day, from the first summer date of the OSAA calendar following the
completion of the student’s eighth grade year, to the final day of his or her senior year, and includes any
school sponsored activity outside the school year (i.e. summer camps, competitions or events).

I have received, read and understand Siuslaw School District Policy JFCIA, Student Drug Testing –
Extracurricular Activity Participants, for students who desire to participate in Oregon School
Activities Association (OSAA) sponsored activities.
I understand that participation in extracurricular activities at Siuslaw School District is not required.
It is a privilege, not a requirement. I further understand that in order to participate in OSAA
sanctioned events at Siuslaw I must participate in this drug testing program.
I agree to participate in this drug testing program and to be subject to its terms until such time that I
graduate, permanently leave Siuslaw School District or formally withdraw from the program. I
accept all aspects of this program and I agree to be drug tested when I am selected for testing.
I understand that the results of all drug tests will be confidential, that they will be used for no other
purpose than in this program. I agree and consent to the disclosure of any and all test results to the
site administrator of this drug testing program and through him/her to me and my parents. In the
case of a verified positive result, I further agree and consent to the disclosure of information to my
coach and the SHS Athletic Director on a need to know basis. If you refuse to participate, you will
not be allowed to participate in OSAA sanctioned activities. I further understand that by signing my
name below, that this consent form supersedes any previous, signed forms as it relates to athletic and
extracurricular, as sanctioned by OSAA.
