State Resource Guide to Rx Response
Rx Response provides an information-sharing and problem-solving forum for the private
pharmaceutical supply system, disaster relief agencies and government to help ensure the
continued delivery of critical medicines to patients whose health is threatened by a severe
public health emergency.
Members:
Private Sector
Members from the private sector are owner/operators as well as trade associations of the
companies that comprise the entire pharmaceutical supply chain, including manufacturers,
distributors and dispensers. Membership dues and industry donations provide the
operational funding for Rx Response.
Government/NGO
Members from the Public and Non-Profit Sector are an essential part of the network of
contacts that foster information sharing in a trusted environment. Members often come
from, but are not limited to:
 Emergency Management Agencies, the ESF8 Role in the Emergency Operations
Center, or officials performing a comparable public health response role
 Public Health Departments, including but not limited to pharmacists, SNS
coordinators, and emergency preparedness officials

Triggers:
While public health emergencies will be determined on a case-by-case basis, there are a
number of existing mechanisms that will be used to help guide Rx Response program
activation decision-making. These include:
 Disaster declaration by a Governor or the President

Department of Homeland Security (DHS) National Terrorism Advisory System Imminent
or Elevated Threat

Health and well-being of a significant number of persons is materially threatened or
affected


Local, regional, national, or global healthcare infrastructure is significantly compromised

The underlying disaster dynamics are not quickly or simply resolved (e.g. within several
days or through normal business practices by individual companies)

Requests by the media for information on greater than normal demand or disasterrelated shortages within the bio-pharmaceutical supply chain

Other situations warranting a response as determined by the respective decisionmaking bodies within the represented industry groups
Ability to provide ample bio-pharmaceuticals in sufficient quantities or in a timely
fashion is challenged

2. Communications network to the pharmaceutical system which can broadcast
product, resource, information or information requests on behalf of State
Emergency Management and Public Health.
3. Rx Open: Map of open pharmacies in disaster-impacted areas available at
www.RxOpen.org. This map is only activated for disasters, and uses
prescription billing activity as a measure of the store being open.
4. Liaison available upon request for staffing State EOC, Health Operations
Center, or Business Operations Center, as appropriate.
5. Rx on the Run: Web-fillable, downloadable wallet card for public recording
of prescription medication and other relevant medical information available at
www.rxresponse.org/rx-on-the-run

particularly those intended to enhance access to care during disasters

Appendix 1: Rx Open
When activated, Rx Response’s Rx Open Tool (rxopen.org) helps officials and the general
public identify open pharmacies in their local area. Once a request is made to begin the
tool, Rx Response works with pharmacy billing companies to provide a 12 hour list of
pharmacies that are billing within an affected area.
Rx Open displays both a Google map and downloadable Excel file of all open, any known
affected/closed, and any unknown pharmacies in an affected area. Rx Response also offers
a mobile version of its site accessible at www.rxresponse.org on your mobile device.

INDIVIDUAL PHARMACY MAP
The individual pharmacy map below displays a list of individual pharmacies and American
Red Cross shelters in the area affected by an emergency. Each pharmacy is color coded
based on its operational status. When you click on a pharmacy, a box appears which
contains contact information for that pharmacy.
COUNTY OVERVIEW MAP
The county overview map displays a high level view of how each county within an affected
region’s pharmacies are impacted by an emergency. Each county is color coded based on
the entire county’s operational status. When you click on a county, a box appears which
contains high level data for that county
