How are your fees/rent charged to your residents determined? What are the present fees/rents
charged by your organization?
Prior to opening three years ago we did due diligence and found that, on the lower end of the fee/rent
scale a $200 entry fee and $130 per week was very standard. The weekly rent covers everything except
grocery store items. Rent includes cable TV, phone, internet access, air conditioning, heat, water,
sewer, maintenance, furniture, linens and basic supplies such as coffee, sugar, toilet paper and
cleaning supplies.

Can a resident be evicted from your program due to an inability to pay rent?
Residents can be evicted for failure to pay rent but in three years no one has been evicted for that
reason alone. Residents are evicted for a combination of reasons, rarely for a single cause. Many
residents have accrued large unpaid rental balances. Some have left owing those balances, a few have
paid them off and we currently have several long-term residents with substantial balances.
Question 4
What criteria do you utilize to determine who is eligible to participate in your program?
The primary criterion for eligibility is recognition, on the applicant’s part, that they are in recovery; that
they will do whatever it takes to not use drugs or alcohol; that they need to be in a supportive, safe all
female recovery environment; and that they are willing to abide by the guidelines and ground rules of
our program. We need to feel safe with an applicant and have a belief that they have the emotional
and social resources to settle into our community. If they do not have sufficient financial support to
cover their expenses we need to believe that they are willing and able, over time, to find and maintain
a job. We turn away a very small percentage of women who apply. We always recommend other
resources to those few women who we believe would not be well served by being with us.
How are potential beneficiaries of your services made aware of the availability of your services? How
are you made aware of those in need of your services?
We have been in operation for three years. Most of our residents now come to us from local and
regional residential treatment facilities such as the Schumaker Center, Mountain Manor, Father Martin
Ashley and The Whittsitt Center. We also get referrals from the Frederick County Health Department,
local counseling centers and parole and probation personnel as well as long distance referrals from
treatment facilities in Arizona, Virginia and New York. Most of these facilities have dealt with us for
years and know who tends to do well here. These facilities and organizations describe various
programs to their clients, including our program, and their clients then choose where to go. Those
interested in exploring Wakefield House as an option contact us, attend a group interview with the
current residents and house manager and transfer to us if accepted. We also have a web site
www.wakefieldhouse.org and women occasionally contact us as a result of word-of-mouth referral
from the recovery community at large.

From whom will you obtain the materials to be used in your programs?
The only “materials” we use in our program are the documents we wrote. These include an Interview &
Assessment Form, a Residency Orientation Contract, a Welcome Handbook, and an Overall Program
Description.
Do you share any officers, directors or trustees with any of the organizations from whom you may
obtain materials?

Will they be donated to your organization, or sold to your organization?

We do not expect to be obtaining materials from anyone. If we need additional documents or
descriptions we will write them.

What is the FIST program mentioned in your lease?
The program, Families Insisting on Safe Tenancies, or "FIST," was created by the Maryland State Department of
Housing and Community Development in 1989. It was designed to help tenants and managers create and
maintain a drug-free environment, principally by evicting those who deal drugs.

Question 7
Who will retain ownership to any leasehold improvements made to your facilities, such as the sprinkler
system mentioned in your request for expedited processing?
Wakefield House Inc. will retain ownership of any leasehold improvements for which it provides funding. It will
be reimbursed in full by the property owner(s) in the following manner. As long as Wakefield House Inc. leases a
property for which it provided leasehold funding it will receive an agreed upon reduction in monthly rent until
the funded amount is reimbursed. Should the property be sold prior to the complete reimbursement of the
funded amount, Wakefield House Inc. will receive the unreimbursed balance from proceeds of the sale.
