Incorporation of latest amendments to IGCMS working
document
The text reproduced below has been prepared by the expert of the Netherlands to
incorporate the latest amendments to Regulation 46 as adopted by WP.29 until
its March 2014 meetings.
It is noted that the working document of IGCMS does not yet (fully) reflect the
following amendments adopted by WP.29:
1.
GRSG-103-31-Rev.1
This document was intended to clarify the table with the compulsory and
optional devices for vehicles of category N2 and N3. The IGCMS
working document only contains this clarification and not any more the
required compulsory and optional mirrors any more.
2.
ECE/TRANS/WP.29/2014/8
This contains amendments to the transitional provisions given in
paragraph 21.6 and 21.7
3.
ECE/TRANS/WP.29/2014/9
This contains several amendments of the provisions of paragraph 15.2.4.5
and several transitional provisions.
Concerning the transitional provisions the working document of IGCMS was
based on the assumption that that proposal would be a new series of
amendments. As the proposal of IGCMS seems to become a supplement a
verification of the transitional provisions as given in the IGCMS-II working
document is needed

Add new paragraphs 21.12. to 21.17., to read:
21.12.
As from the official date of entry into force of the 04 series of amendments to
this Regulation, no Contracting Party applying this Regulation shall refuse an
application for approval under this Regulation as amended by the 04 series of
amendments.
21.13.
As from 30 June 2014, Contracting Parties applying this Regulation shall
grant approvals to a type of device for indirect vision only if the type of
device meets the requirements of this Regulation as amended by the 04 series
of amendments.
21.14.
As from 30 June 2014, Contracting Parties applying this Regulation shall
grant approvals to a type of vehicle with regard to the installation of devices
for indirect vision only if the type of vehicle meets the requirements of this
Regulation as amended by the 04 series of amendments.
21.15.
As from 30 June 2015, Contracting Parties applying this Regulation shall not
be obliged to accept approvals of a type of vehicle or type of device for
indirect vision which have not been granted in accordance with the 04 series
of amendments to this Regulation.
21.16.
Notwithstanding paragraph 21.15. type approvals granted to the
preceding series of amendments to the Regulation, which are not affected
by the 04 series of amendments, shall remain valid and Contracting
Parties applying this Regulation shall continue to accept them.
21.17.
Contracting Parties applying this Regulation shall not refuse to grant
extensions of type approvals for existing types of vehicles or devices,
which are not affected by the 04 series of amendments, granted
according to the 03 series of amendments to this Regulation."
II. Justification
The proposed amendments to Regulation No. 46 are necessary to align the
text in the table in paragraph 15.2.1.1.1 with amendments to be introduced
with the 04 series of amendment (document ECE/TRANS/WP.29/2012/87).
The additional paragraphs 21.16. and 21.17. aim at clarifying the transitional
provisions.

The text reproduced below was adopted by the Working Party on General Safety
Provisions (GRSG) at its 105th session (ECE/TRANS/WP.29/GRSG/84, para. 29). It is
based on ECE/TRANS/WP.29/GRSG/2013/18 as amended by paragraph 29 of the report. It
is submitted to the World Forum for Harmonization of Vehicle Regulations (WP.29) and to
the Administrative Committee AC.1 for consideration.
In accordance with the programme of work of the Inland Transport Committee for
2012–2016 (ECE/TRANS/224, para. 94 and ECE/TRANS/2012/12, programme activity 02.4), the
World Forum will develop, harmonize and update Regulations in order to enhance the performance
of vehicles. The present document is submitted in conformity with that mandate.

Paragraphs 21.6. and 21.7., amend to read:
"21.6.
Approvals which were granted to devices for indirect vision of
Classes I or III pursuant to this Regulation in its original form
(00 series) or modified by the 01 or 02 series of amendments
before the date of entry into force of the 03 series of
amendments shall remain valid and Contracting Parties shall
continue to accept them. Contracting Parties shall not refuse to
grant extensions to approvals granted to the original version, the
01 or 02 series of amendments.
21.7.
Notwithstanding the provisions of paragraph 21.2., approvals
which were granted to mirrors of Classes II, IV, V, VI or VII
pursuant to this Regulation as modified by the 02 series of
amendments before the date of entry into force of the 03 series
of amendments shall remain valid and Contracting Parties shall
continue to accept them. Contracting Parties shall not refuse to
grant extensions to approvals granted to the 02 series of
amendments."

report, ECE/TRANS/WP.29/GRSG/2013/18 as amended by paragraphs 28 and 32 of the
report. It is submitted to the World Forum for Harmonization of Vehicle Regulations
(WP.29) and to the Administrative Committee AC.1 for consideration.
In accordance with the programme of work of the Inland Transport Committee for

Paragraph 15.2.4.5.11., amend to read:

Insert new paragraphs 15.2.4.5.11.1. to 15.2.4.5.11.3., to read:
"15.2.4.5.11.1.If an indirect vision device of Class IV is used to provide a
part of the field of vision prescribed in paragraphs 15.2.4.5.6.
to 15.2.4.5.9., it shall be adjusted in a way that it
simultaneously provides the field of vision prescribed in
paragraph 15.2.4.4.2.
15.2.4.5.11.2. If an indirect vision device of Class V is used to provide a
part of the field of vision prescribed in paragraphs 15.2.4.5.6.
to 15.2.4.5.9., it shall be adjusted in a way that it
simultaneously provides the field of vision prescribed in
paragraphs 15.2.4.5.1. to 15.2.4.5.4.
15.2.4.5.11.3. If an indirect vision device of Class VI is used to provide a
part of the field of vision prescribed in paragraphs 15.2.4.5.6.
to 15.2.4.5.9., it shall be adjusted in a way that it
simultaneously provides the field of vision prescribed in
paragraph 15.2.4.6.1."
Insert a new paragraph 15.2.4.5.12., to read:
"15.2.4.5.12. The field of vision prescribed in paragraphs 15.2.4.5.1. to
15.2.4.5.4. may be viewed using a combination of a closeproximity exterior mirror (Class V) and a "wide-angle"
exterior mirror (Class IV).
In such cases the close-proximity exterior mirror (Class V)
shall provide at least 90 per cent of the field of vision
prescribed in paragraphs 15.2.4.5.1 to 15.2.4.5.4. and the
Class IV mirror shall be adjusted in a way that it
simultaneously provides the field of vision prescribed in
paragraph 15.2.4.4.2."
Paragraphs 15.2.4.5.12. and 15.2.4.5.13. (former), renumber as paragraphs
15.2.4.5.13. and 15.2.4.5.14., and correct to read:
"15.2.4.5.13. Paragraphs 15.2.4.5.6. to 15.2.4.5.12. shall not apply to a
vehicle where any part of the Class V mirror, or its holder, is
less than 2.4 m above the ground, regardless of its position
after adjustment.
15.2.4.5.14.
Paragraphs 15.2.4.5.6. to 15.2.4.5.12. shall not apply … M2
or M3."
Paragraph 21.10., shall be deleted.
Paragraphs 21.11. to 21.16. (former), re-number as paragraphs 21.10. to
21.15.
Paragraph 21.17. (former), renumber as paragraph 21.16. and amend to read:
"21.16.
Contracting Parties applying this Regulation shall not refuse to
grant extensions of type approvals for existing types of vehicles
or devices, which are not affected by the 04 series of
amendments, granted according to the 02 or 03 series of
amendments to this Regulation."
Insert a new paragraph 21.17., to read:
"21.17.
Notwithstanding the provisions of paragraphs 21.2., 21.4., 21.5.,
21.13. and 21.15. above, for the purpose of replacement parts,
Contracting Parties applying this Regulation shall continue to
grant approvals according to the 01 series of amendments to this
Regulation, to devices for indirect vision of classes I to V for use
on vehicle types which have been approved before 26 January
2006 pursuant to the 01 series of amendments of Regulation No.
46 and, where applicable, subsequent extensions to these
approvals."
