COMMENTS ON ITEMS NOT ON THE AGENDA MAY BE MADE AT THE CALL TO THE AUDIENCE. A. CONSENT AGENDA: Council approve and place on file the minutes of the August 8, 2011 regular meeting. Council authorize payment of invoices in the amount of $157,016.30. Council approve and place on file the minutes of the September 29, 2011 IFTE Committee meeting and a public hearing notice for the electric customers of Consumers Energy for October 28, 2011. Approve the request of the “Old Newsboys” to conduct their annual paper sale in the City of Fenton on December 9, 2011 from 6:00 AM to 5:00 PM. Appoint Melissa Bossardet to a first term on the Beautification Commission to expire on September 1, 2014. B. PUBLIC HEARING FOR THE LDFA REVENUE SHARING AGREEMENT A public hearing will be held to accept public comments on the proposed Revenue Sharing Agreement between the City of Fenton and the Local Development Finance Authority for Fiscal Year 2012. Council may take action on this item at the conclusion of the public hearing. C. RESOLUTION NO. 11-22 Administration recommends that the Fenton City Council approve Resolution No. 11-22, which approves the agreement for revenue sharing between the City of Fenton and the Local Development Finance Authority for fiscal year 2012 in the amount of $200,000. D. PUBLIC HEARING FOR THE REZONING OF THE LASCO PROPERTY A public hearing will be held to accept public comment on the rezoning of property located at 2525 Owen Road from MHR (Medium-High Density) to GBD (General Business District). Council may take action on this item at the conclusion of the hearing. E. PUBLIC HEARING FOR ACUMENT GLOBAL TECHNOLOGIES INDUSTRIAL FACILITIES TAX EXEMPTION A public hearing will be held to accept public comment on the proposed Industrial Tax Facility Exemption for Acument Global Technologies. Council may take action on this item at the conclusion of the hearing. F. RESOLUTION NO. 11-23 Administration recommends that the Fenton City Council approve Resolution No. 11-23, which approves the Industrial Facilities Tax Exemption for Acument Global Technologies, for a period of five (5) years. G. PUBLIC HEARING FOR AN EXTENSION OF THE CREATIVE FOAM INDUSTRIAL FACILITIES TAX EXEMPTION A public hearing will be held to accept public comment on the proposed five year extension of the Industrial Tax Facility Exemption for Creative Foam. H. RESOLUTION NO. 11- 24 Administration recommends that the Fenton City Council approve Resolution No. 11-24, which approves the extension of the Industrial Facilities Tax Exemption for Creative Foam for a period of five (5) years. I. NSP SUBRECIPIENT AGREEMENT Administration recommends that the Fenton City Council approve the NSP Subrecipient Agreement to continue the Neighborhood Stabilization Program. J. DOWNTOWN DEVELOPMENT AUTHORITY (DDA) ASSISTANCE WITH THE TAX TRIBUNAL PROCESS Administration recommends that the Fenton City Council allow for the DDA to allocate $40,000 to assist in defending tax appeals for properties located within the DDA District. K. DOWNTOWN DEVELOPMENT AUTHORITY (DDA) BUDGET AMENDMENTS Administration recommends that that the Fenton City Council authorize the request of the DDA to make the requested amendments to their budget, as provided, resulting in an increase in expenditures of $65,000 for fiscal year 2012. L. LOCAL DEVELOPMENT FINANCE AUTHORITY (LDFA) MARKETING AND REUSE STUDY Administration recommends that the Fenton City Council approve for the LDFA to begin the economic Development Marketing and Redevelopment study for the Industrial Park at a cost not to exceed $20,000. CALL TO THE AUDIENCE CLOSED SESSION Administration requests that the Fenton City Council enter into Closed Session to discuss the purchase of property.
