THE COURTS ADMINISTRATION AUTHORITY
The Courts Administration Authority is constituted by the Courts Administration Act 1993.
The Act established the State Courts Administration Council as an administrative authority
independent of control by executive government and to confer on the Council power to
provide courts with the administrative facilities and services necessary for the proper
administration of justice.
Human Resources Branch
The Human Resources branch delivers strategic and operational Human Resource services
aligned with the organisational context, strategic and business objectives of the CAA. It
provides governance pertaining to employment of public officers which complies with
relevant legislation, directions and determinations from the Commissioner for Public
Employment, and other applicable whole-of-government awards and industrial instruments.
The branch provides stand-alone payroll services independent of whole of government
shared services; organisational development solutions; learning and development; HR
advisory and consultancy; employee relations management; workplace health and safety
injury management and rehabilitation services to participating courts of South Australia and
to corporate support functions.
THE ROLE
The Human Resources and Systems Consultant develops and implements technology
based solutions for Human Resource and Payroll management in the CAA to enable the HR
team to deliver multi-functional and flexible services. The role provides technical advice to
increase efficiencies with a focus on automating processes and strengthening HR’s online
presence across the CAA.
This role supports the Manager HR and Principal Consultant with project, transactional and
reporting activities associated with the delivery of HRM and payroll services. While also
playing a key role in developing and maintaining HR website content, workflows and system
improvements, data integrity and analysis from the CHRIS 21 Payroll system.
The Human Resources and Systems Consultant may also be required to backfill as the
Payroll Administrator for the efficient management and co-ordination of payroll services for
the Courts Administration Authority.

KEY ACCOUNTABILITIES / RESPONSIBILITIES
HR/Systems consultancy and advisory services
 Contribute to the provision of an advisory and consultancy service to management and
staff on a range of human resource matters
 Undertake specific tasks that contribute to the timely and successful completion of
complex HR projects and exercise responsibility for minor project outcomes
 Coordinate various human resource programs across the CAA (e.g. secondary school
work experience)
 Collaborate with key administrative personnel to identify areas for system improvement
and develop solutions in line with the HR strategy
 Contribute to the development, review and implementation of payroll and human resource
management policies and procedures
 Identify opportunities to simplify and standardise processes and practices by maximising
current HRIS functionality and leveraging emerging technologies to create integrated and
automated HR/Payroll services
 Communicate enhancements in human resource systems and processes to end users
through the development of supporting documentation, tools and training
 Assist the Payroll Administrator to continuously improve, implement, and review the
administration and processes for the efficient management and co-ordination of payroll
transactions within CAA’s Payroll and Human Resource Information System (CHRIS 21)
and Employee Kiosk (MYPAY)
 Work collaboratively with the Payroll Administrator to ensure CHRIS and HRM systems
are maintained and updated for compliance in line with whole of government directions,
including relevant Legislation, Awards and Agreements, Commissioner’s Standards and
Treasurer’s Instructions or auditing requirements
Workforce data management and integrity
 Assist the Principal Consultant in the delivery of a quality consultancy and advice service
on the design of workforce data systems; extraction and preparation of data reports and
analysis of human resource management reporting in a broad range of activities across
the CAA and Whole of Government reporting
 Assist the Payroll Administrator to maintain the integrity of data in the CHRIS and HRM
systems through regular position management and employee data cleansing and working
cooperatively with Payroll and Financial Services to ensure data accuracy
 Conduct workforce reporting and analysis in line with whole of government and CAA
requirements
 Responsible for continuous improvement of the HRM Systems through standardisation
and integration of new HR/payroll systems and processes across the CAA

HR Website content development and management
 Create, develop and manage HR content for the CAA website and intranet
 Develop automated and integrated workflow processes which improve HR and Payroll
efficiencies, compliance and end-user experience
 Scope, document and communicate ongoing online functional improvements for HR
processes
 Liaise with external technical specialists regarding the day to day management of the
website, including content contributors
 Work closely with the IT technical team to maintain site standards with regard to new
development for HR content and to assess and resolve any technical issues
Relationship Building
 Work collaboratively with Payroll Administrator (and Finance) to monitor and implement
system improvements for human resource data collection, integrity and retrieval
 Build HR capabilities of Divisional Representatives to support their business divisions
 Develop and maintain effective relationships with stakeholders and customers across the
organisation
 Promote and add value to the Human Resources Unit by maintaining professionalism and
a commitment to a customer focused service delivery
KEY RELATIONSHIPS


Reports to the Principal Human Resources Consultant but will also take direction from,
and provide support to, the Manager HR and other senior consultants
This position maintains key working relationships with:

SELECTION CRITERIA
Essential
1. Demonstrated knowledge in HR and Payroll policies, procedures and legislative
requirements
2. Experience in providing advice and assistance to executive staff, management, and
employees on a range of human resource functions including the interpretation and
application of human resource policies and procedures
3. Well developed communication skills both written and verbal, with the ability to write
clearly and concisely, and have a high level of attention to detail
4. Demonstrated technical abilities and skills to leverage technology for HR solutions
e.g. applied knowledge of website development, content management in a SharePoint
environment or similar
5. Experience in coordinating HR programs and undertaking project work
6. Extensive knowledge and experience with Human Resource Information Systems
(CHRIS 21) and the application in both HR and Payroll environments
7. Ability to analyse and contribute to improvement of business (HR and Payroll) operating
systems and procedures, including systems review and interfaces to achieve automation
and simplification of transactional processes
8. High level of knowledge and experience in the production of workforce reports and
information from the Human Resource Management system for regular and ad hoc
reporting purposes
Qualification

Qualifications in HR are desirable
