The United States maintained a shaky
neutrality for more than two years after war
engulfed Europe in the summer of 1914. In
practice, the Unite States policies favored the
Allies (chiefly Britain and France) against
Germany and Austria-Hungary (the Central
Powers). Facing ultimate starvation, the
Germans finally proclaimed a desperate all-out
campaign of submarine warfare in January
1917. As US merchant ships were torpedoed
on the high seas, Wilson reluctantly asked for
a declaration of war. With a substantial minority dissenting, Congress agreed. War mobilization proceeded in the US with
unprecedented emotional fervor, deliberately cultivated by the government.
It is a fearful thing to lead this great peaceful people into war.
– Woodrow Wilson, War Message, April 2, 1917
