review meeting held at Conference Hall, II Floor,
Corporate Office, BESCOM on 12.03.2014

In the Chair: Managing Director, BESCOM.
Managing Director welcomed all officers for the Progress Review Meeting
of Niranthara Jyothi Yojane and reviewed the Circle Wise progress
serially as mentioned below:
1. KPTCL ISSUES
The Managing Director entrusted resolving the
KPTCL issues
pertaining to Tumkur Circle and Kolar Circle to Director (Tech) with
reference to provision of individual and independent Breakers to
Niranthara Jyothi feeders. All the KPTCL officers present were
requested to make provision for Annunciation panels for individual
Breakers identified for NJ feeders Director (Tech), BESCOM is to
resolve issues pertaining to KPTCL in BRC/Kolar/Tumkur. No KPTCL
issues were reported to be pending in Davanagere Circle.
The payment of testing and commissioning fees to RT for arranging
pre commissioning tests of Breakers is to be resolved by Director
(Tech).
The superintending Engineer (Ele), Tumkur Circle was directed to
take all the NJ feeders which are in Y-operation on independent
Breakers. SEE (O&M), Tumkur promised that the same would be
accomplished by 20th March 2014.

It is informed by GM(Projects) that extension orders to an extent of 25% of
the ordered quantity have already been placed on M/s Kavika, Ltd.,
Bangalore which are scheduled for completion by April 2014.
Status of Transformers.
A list of Transformer allocation to NJ phase-2 works Lotwise/division wise
is tabulated below for reference. The concerned SEEs/EEs shall verify the
table and ascertain the status of balance transformers listed in the last
column. It is directed that if any of the transformers have been diverted to
works other than NJ, then the same have to be replenished from the
Transformer Bank established in each divisional stores. Further it is noted
that a large quantity of transformers are held in stock at divisional stores.

priority for NJ works within available guarantee period.

3. Electrical Inspectorate issues
The Chief Electrical Inspectorate highlighted the pendency of the case
wise and clearance up to-date. The clearance of NJ works would be
issued on top priority after submission of completion of works and
concerned drawings/documents.
Chief Electrical Inspectorate further intimated that the exemption of
super grade license is already being extended to contract firms, who
have been contracted prior to 01.07.2013 and the matter is placed
before Additional Chief Secretary for a suitable order.

4. Progress of Niranthara Jyothi Phase-1 and Niranthara Jyothi
Phase- II 24 Lots.
CEE, Chitradurga Zone/SEE, BESCOM, Tumkur and all the officers
present in the meeting shall inspect works of all the NJ feeders within
their jurisdiction and furnish the details of the NJ feeders that are yet
to be taken off in phase-2 before Noon on 13/3/2014 without fail. The
contract firms was advised to comply with the commitments made in
the meeting towards completion/commission target provided by
themselves, any slippage would be viewed seriously and would lead to
process of Blacklisting.
Managing
Director,
BESCOM
advised
all
the
contractors
to
concentrate on the feeders that have already been started and
complete them before embarking on the new feeders.
The poor progress of M/s Deepak Cables,
M/s Transglobal Ltd.,
Bangalore, M/s Shivachetana Electricals, M/s KGN Electricals and
M/s Inland Surveyors was noted and the firms were advised to pull
up and achieve the progress as committed otherwise the projects
awarded to them would not be completed as per extended schedule.
The failure to complete the projects as per schedule would lead to
short closure and Blacklisting.
The
concerned
Chief
Engineer/Superintending
Engineers
were
instructed to list out the NJ feeders that are yet to be taken off and
provide the information to GM(Projects) for short closing the award to
the extent and arrange for retendering with revised estimates.
The incident of failure 11 kV AB cable and subsequent bursting of
cable utilized under RAPDRP part-B in Kanakpura Taluk was taken
serious note and GM(QS&S) present in the meeting was directed to
identify the Engineers responsible for the inspection and clearance
and initiate action against them and instruct the inspectors to follow
scrupulously the inspection procedures laid down by the BIS and
DWA.

The Executive Engineers were advised to ensure that nil, villages are
there in their jurisdiction deprived of NJ benefits. Any such leftovers
will be accounted to them as personal responsibility.
All the contractors were advised to employ more manpower
and achieve the completion/commissioning as per schedule which is
already extended.
All the officers/firms shall co-ordinate positively to complete the NJ
feeder works in their jurisdiction award by April 2014 without fail.
The same has been agreed to, by all the officers/firms present in the
meeting, accordingly Managing Director, BESCOM instructed for
smooth co-ordination in the completion of NJ works in time scheduled
as committed in the meeting. An action plan with man power
deployment shall be furnished to projects as compliance.
Managing Director informed the meeting that no further extension
requests would be entertained and only disciplinary measures would
be indicated.
Director (Finance) who was present in the meeting informed about
sanctioning of loan by REC for NJ phase-2 schemes. He informed the
meeting that claims have to be sent to the REC as per the prescribed
formats before 17th March. Hon’ble Managing Director advised all the
Engineers to comply within the scheduled date.
As such GM(Projects) requested all the officers to submit the details
as per claim formats be duly filled in pertaining to the Lot/Taluk of
his/her jurisdiction on or before 17/3/2014 to enable the Corporate
Office to be able to consolidate and place before the Managing
Director, BESCOM before forwarding the same to M/s REC Limited
for reimbursement.
