The multidisciplinary technical group is an ad hoc group in the municipality/commune, convened based on the first evaluation, chaired by the Director/officer of the Social Services in the municipality/commune, and it consists of: a) b) c) d) e) f) g) h) i) j) k) l) m) Child protection officer at the municipality/commune level Police representative Representative of the Regional Social Service Representative of the Education Regional Directorate Administrator of the economic aid and social services in the municipality/commune where the child lives Parents/legal custodians/legal representatives or family members of the child Kindergarten teacher or school teacher of the child The DAR psychologist’s coordinator, school psychologist Health specialists, family doctor or a specialist who has visited or evaluated the child The municipality coordinator for domestic violence issues/the social administrator responsible for domestic violence issues in the commune Each specialist who knows the child, or who may speak on a concern related to the child (lawyer, psychologist, social worker, specialist for specialised services related to the child development, etc) Non profitable organisations which offer children services, public and private providers of social services. The child, based on the age and level of maturity, and considering the best interest of the child. 11. The tasks of the technical multidisciplinary group are: a) b) c) d) e) f) Review and assess the proposals of the Child Protection Unit based on the first assessment. Analyse the situation by discussing about the intervention manners. Discuss and adopt the Individual Plan for Child Protection while bearing in mind the best interest of the child. Provide and coordinate services based on the individual plan for Child Protection. Periodically convene and review the Individual Plan for Child Protection, while adapting to changing needs of the child and his/her family. Approve the closing of the case when deeming that the child is not at risk. 14. The Child Protection Unit in the municipality/commune functions within the administrative structure of the municipality/commune and has the following tasks: a) To identify children at risk, who are permanent or temporary inhabitants of the area under the jurisdiction of the municipality/commune, according to Law no. 10347, dated 4.11.2010 "On protection of children's rights" b) To carry out the initial assessment of all referred or identified children in the Child Protection Unit; c) To gather and coordinate the meetings of the multidisciplinary technical group. Handout DCM on MDT functions 1 d) To draft and monitor the implementation of the Individual Plan for the Child Protection, adopted by the multidisciplinary technical group. e) To cooperate with the Children's Rights Unit in the region, for the management of the special cases of children at risk who do not find a solution from the actors who operate within the territory of the municipality/commune. f) To actively propose interventions to improve the situation of the child at risk. g) To organize meetings with the necessary actors for the management of emergency cases. h) To carry out individual work with children and their families and pay home visits; i) To maintain accurate and factual data of all referred/identified children in the Unit for the Protection of Children and assures that the information be recorded in a database system, too; j) Keep confidentiality of the children's data; k) To organize periodic round tables with professionals and responsible state authorities, for the purpose of: - assessing the needs of children and various actors in the field - strengthening cooperation between actors and harmonizing interventions, -organizing joint activities in accordance with the needs of children and community. l) To document and share with local partners the positive practices. m) To propose the improvement of social policies at a local level and services for children in need in the municipal/communal Council. II. The procedure for the intervention with the purpose of helping children at risk 1. Referral to the Units for the Protection of Children for an assessment whether the child is at risk is carried out by: a) the child, b) parent or his legal custodian/legal representative, d) any person who is informed about the violation of the right due to his duty or function, e) any other person with family ties to the child; f) any natural person who is informed about the violation of the child's right; g) an anonymous subject. 2. The Child Protection Unit initiates the assessment procedure when there is a referral or when it suspects that a violation of the right has happened, but following the consent of the child, parents or his legal custodian. 3. In special cases of children's rights violations, made public, the Child Protection Unit starts the procedure of reviewing a case with its own initiative, even without a referral from the entities set forth in article 1 of this chapter, or when the custodian or his legal representative does not take any action. The Child Protection Unit may request the consent of the affected child when his/her age or level of maturity allow for it. Handout DCM on MDT functions 2 4. The steps for managing child protection cases followed by the Child Protection Unit in municipalities/communes include: a) Identification or referral of a child to the Child Protection Unit. b) Initial evaluation of the level of risk to the child c) Decision on actions to be undertaken when the child is in emergent situation. d) Comprehensive evaluation of the child's situation. e) Meeting of the multi-disciplinary technical group. f) Development and approval of the Individual Plan for the Protection of the Child; g) Actions and interventions of the Child Protection Officer, other responsible state authorities and other stakeholders in compliance with the Individual Plan for the Protection of the Child; h) Monitoring the progress of the child through regular meetings and home visits; i) Organise meetings of the multidisciplinary technical group to review the Individual Plan for the Protection of the Child, in compliance with the changing needs of the child and his/her family; j) Drafting of a Reviewed Individual Plan for the Protection of the Child; k) Actions and interventions of the Child Protection Officer and other responsible state authorities and other stakeholders based on the Reviewed Individual Plan for the Protection of the Child; l) Closure of the child's file when the latter is no longer at risk.
