ROLE PROFILE
TITLE: Advocacy, Media, and Communications Director
TEAM/PROGRAMME:
oPt Country Office Senior Management Team
GRADE: TBC
LOCATION:
oPt Country, Ramallah
CONTRACT LENGTH:
24 Months
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a
week or more) or intensively (e.g. four days in one month or more or overnight) because they work in
country programs; or are visiting country programs; or because they are responsible for implementing the
police checking/vetting process staff.
ROLE PURPOSE:
As a member of the Senior Management Team (SMT) in oPt the Advocacy, Media, and Communications
Director shares in the overall responsibility for the direction and coordination of the Country Office. The
Advocacy, Media, and Communications Director in his/her capacity is responsible for providing leadership
to ensure excellence in building and maintaining effective working relationships with members and their
donors, in both emergency and development contexts.
SCOPE OF ROLE:
Report to: Country Director of oPt CO
Dimensions: oPt CO is a high complexity country, multi-member interest, with an annual budget of
around $15m, and approximately 100 staff
Staff directly reporting to this post: Advocacy Manager, Communication Officer, and Documentation

KEY AREAS OF ACCOUNTABILITY:
As a member of the Senior Management Team, contribute to:
 Leadership of the oPt Country Office
 Support the development of an organisational culture that reflects the full spectrum (humanitarian and
development) values, promotes accountability and high performance, encourages a team culture of
learning, creativity and innovation, and supports staff to deliver outstanding results for children.
 Help design and implement a coherent organizational structure that is consistent with agency practices
and appropriate to country office needs
 Ensure oPt Country Office complies with all Save the Policies, Essential Standards, and Procedures of
the Quality Framework and KPIs.
 Ensure that all required support is provided promptly, during emergencies, working closely with the
Regional Office
Building and maintaining effective Country Office and Members relationships
 Develop and maintain good relations with members together with the SMT
 Be the first point of contact for members on country specific advocacy, media, and communications
issues, ensuring that the country is appropriately represented to members
 Work with members and Country Office staff to ensure appropriate resourcing and timely delivery of
agreed deliverables
 Implement the necessary processes to measure performance against KPIs; and support a culture of
knowledge sharing.
 Participate in the oPt CO’s annual EPP workshop and ensure that the Advocacy, Media, and
Communication Minimum Preparedness Actions (MPAs) are completed.
 Provide necessary support for incoming surge capacity during emergencies, working closely with
Regional Office and Centre.
Advocacy
 Lead the development and implementation of an advocacy strategy for the oPt Country Office.
 Support programme leadership to articulate their top priority advocacy objectives in line with the
Country Office Strategic Plan
 Identify key opportunities and events for Save the Children oPt CO to position itself as the leading
organisation for children’s issues in Palestine

Ensure that Save the Children receives national recognition for achieving proven and innovative
national impact from well-managed child rights, development, and emergency response programs
 Support programme leadership and other program staff in their work, including development of a plan
for achieving their priority advocacy objectives in both an emergency and development context. This
should include guidelines on the meaningful and safe participation of children in advocacy
Media and Communications
 Lead the development and implementation of a communication and media strategy for the oPt
Country Office
 Liaise and maintain contact with members and implement communication activities including facilitating
media visits and working within incoming media and communications staff during emergencies
 Ensure that the branding and communication guidelines of Save the Children are uniformly and
consistently followed across the oPt Country Office
 Proactively develop a high profile for Save the Children in Palestine (within Palestine and beyond)
through the production of high quality, well researched, and well written products (in a variety of
mediums) reflective of the full spectrum portfolio, responding quickly and appropriately to external
requests for information, especially in emergencies
 Develop and deliver a clear and effective system for internal communications including the
dissemination of newsletters and other documents and publications or internal stakeholders including
being able to scale up the delivery of robust communications material during emergencies
Staff Management, Mentorship, and Development –Advocacy, Media, and Communications
 Ensure appropriate staffing within Advocacy, Media, and Communications team
 Ensure that all staff understand and are able to perform their role in an emergency
 Manage the Advocacy, Media, and Communications team; define expectations, provide leadership and
technical support as needed, and evaluate direct reports regularly
 Ensure the recruitment, training, and development of staff as appropriate and ensure availability of
appropriate professional development opportunities for staff
 Incorporate staff development strategies and Performance Review and Objective Setting HR Guidance
into team building process; including the establishment of clear, measureable objectives, ongoing
feedback, periodic reviews and fair and unbiased evaluations.
 Coach, mentor, recognize/reward outstanding performance, document that is less than satisfactory,
with appropriate performance improvements/ work plans

QUALIFICATIONS AND EXPERIENCE
Essential
 University degree in Policy, Media, or Communications or an area of relevant social development;
 Master’s degree or a minimum of 5 years demonstrated experience in progressively responsible
positions with Save the Children in Advocacy, Media, and Communications
 Substantial experience in a corporate or an NGO environment, with experience in successfully leading
the development and implementation of communication and campaign strategies for an international
humanitarian organisation in oPt (or the Middle East)
 Highly developed cultural awareness and ability to work well in an international environment with
people from diverse backgrounds and cultures
 Ability to present complex information in a succinct and compelling manner
 High Fluency in Writing and Presentation skills in English
 Ability and willingness to dramatically change work practices and hours, and work with incoming surge
teams, in the event of emergencies
 Commitment to Save the Children values
Highly Desirable
 Experience solving complex issues through analysis
 High Fluency in writing and presentation skills in Arabic
 Highly developed interpersonal and communication skills including influencing, negotiation and
coaching
 Experience of building personal networks, resulting in securing significant new opportunities for the

 A general appreciation of the issues concerning the INGO sector with an in-depth knowledge in
