MUNICIPAL SEPARATE STORM SEWER SYSTEM 2012 ANNUAL REPORT Permit Number 85-03-0-04 March 2013 Prepared by Department of Environmental Health and Safety Facilities Planning and Management 2809 Daley Drive Ames, Iowa 50011-3660 2 INTRODUCTION The following is the 2012 Annual Stormwater Report for Iowa State University, prepared in accordance with Part III of the facility’s Municipal Separate Stormwater System (MS4) permit, number 85-03-0-04. This report summarizes stormwater compliance activities within the boundaries of Iowa State University and outlying farm properties, including: Central Campus, North Campus, South Campus, Applied Science Complex, Arboretum, Southwest Athletic Complex, College of Veterinary Medicine, Dairy Teaching Farm and the BioCentury Research Farm. STATUS OF IMPLEMENTING THE COMPONENTS OF THE STORMWATER POLLUTION PREVENTION AND MANAGEMENT PROGRAM Iowa State University was issued a National Pollutant Discharge Elimination System (NPDES) permit on February 6, 2004. The permit was renewed for an additional 5 years on February 6, 2009. Iowa State University fulfilled all scheduled requirements for 2012 as stated in Part II of the MS4 permit. Iowa State University submitted one (1) MS4 permit modification during 2012. The modification incorporated the October 1, 2012 federal rule change to NPDES General Permit No. 2 regarding inspection requirements for precipitation events of 0.50 inches or greater. The following is the language from the amendment: Pursuant to the authority Iowa Code Section 455B.174, and of Rule 567—64.3, Iowa Administrative Code, the Director of the Iowa Department of Natural Resources has issued the above referenced permit. Iowa State University had eight (8) active permitted sites as of December 31, 2012 (Attachments A and B). 4 Stormwater Web Page The Environmental Health and Safety (EH&S) stormwater web page, consisting of stormwater facts and information, the stormwater hotline telephone number, and a stormwater survey is currently being evaluated for substantial improvements and modifications for 2013. Stormwater Hotline The stormwater hotline received seven (7) calls related to stormwater activities on campus; six (6) of the calls pertained to off-site tracking of disturbed soil onto local roads. EH&S staff responded to the calls, ultimately directing mediation of the off-site tracking. One (1) call was the result of a student washing a car in a parking lot at Schilletter Village. EH&S provided stormwater educational materials to the students living in Department of Residence facilities. Stormwater Management Committee Iowa State University’s Stormwater Management Committee held no formal meetings in 2012. However, communications with team members occurred periodically via e-mail and telephone concerning stormwater policies and project sites. Pesticide and Fertilizer Management Program Iowa State University departments that apply pesticides and fertilizers continue to operate according to defined management programs. The university follows proper storage procedures, and meets guidelines for training certified applicators, minimizing application rates, and maintaining application records. Annual reviews determine best management practices and minimization of pesticides and fertilizer application usage. Campus Engagement and Volunteer Participation Iowa State University has a significant level of student, faculty and staff involved in a variety of activities that directly or indirectly support water quality. In 2012, Iowa State University began identifying those activities and requested information regarding levels of participation. Examples of clubs, projects and activities include: Skunk River Navy (water way clean up), Keep Iowa State Beautiful (Adopt a Campus area program), VEISHEA Service Day (Stash the Trash), Frederiksen Court Community Council (Clean-up Day) and Live Green Initiative (College Creek Clean Up activity). 5 HIGHLIGHTED PROJECTS College Creek Clean Up College Creek cleanup occurred on June 23rd. The event focused on trash pickup. The event had 30 volunteers. Results of their efforts are listed below. Total Volunteer Hours 75.73 Total Pounds of Trash 640 Trash lbs/Volunteer 21.3333 Memorial Union Green Roof Project The Iowa State University Memorial Union (MU) took a step toward sustainability with the installment of a green roof on the second floor of the MU across from the Multicultural Center. More than 50 students and volunteers helped with the installation of the roof, including members of the Iowa State University Horticulture Club, Iowa State University Landscape Club, and The Green Umbrella Group. Scott Maas, Memorial Union’s assistant director of hospitality services said, “Although this roof is small, the main purpose of it is to educate students, staff and the public on why green roofs are good to consider for our future, and they help to beautify our campus more.” The benefits associated with installing a green roof include: reducing the amount of water runoff, extending the life of the roof membrane, lowering the heat island effect, reducing noise in the building, conserving energy and adding an aesthetic touch to the rooftop. Research by horticulture students will determine if any future plants will be added to the roof. Volunteers Installing green roof plantings 6 TRAINING AND DEVELOPMENT Members of the Stormwater Committee, EH&S, and Facilities Planning and Management (FP&M) Design and Operations group participated in programs to improve stormwater management knowledge. Professional development included: EH&S staff training FP&M Project Managers and Construction Managers regarding changes to General Permit No. 2; and EH&S and FP&M staff attending workshops presented by the Iowa Association of Municipalities (IAMU) regarding construction site SWPPPs and site inspections. Training opportunities are continuously reviewed and will be utilized as time and budgets allow. AN ESTIMATE OF THE PREVIOUS FISCAL YEAR EXPENDITURES FOR IMPLEMENTATION OF THE MANAGEMENT PROGRAM AND THE BUDGET FOR THE CURRENT FISCAL YEAR The stormwater management budget for calendar year 2012 was funded, “as needed” by several campus entities. EH&S dedicated ½ full time equivalent (FTE) of staff time to stormwater activities. Salary and benefit expenses are estimated to be approximately $50,000. EH&S conducted inspections of all permitted construction sites. EH&S staff conducted 385 weekly site inspections and 94 post rain event inspections, totaling 479 stormwater site inspections for 2012. Total expenditures for 479 inspections were $43,110. EH&S staff maintained and evaluated upgrades to the stormwater website, maintained a quarterly stormwater hotline advertisement in the student newspaper, attended stormwater training conferences, and developed Iowa State University staff training programs. FP&M expenditures associated with stormwater project design/BMP, support, implementation and maintenance were approximately $2,080,000 Total estimated expenditures were $2,177,110. No annual amounts are appropriated for ISU stormwater management. Stormwater expenses are funded on an as-needed basis. 7 SUMMARY DESCRIBING THE NUMBER AND NATURE OF INSPECTIONS , ENFORCEMENT ACTIONS AND PUBLIC EDUCATION PROGRAMS CONDUCTED DURING THE REPORTING PERIOD Permitted Site Inspections by ISU Staff EH&S conducted 479 site inspections in 2012; 385 were weekly inspections and 94 were post rain event inspections. Inspections were conducted by EH&S on all Iowa State University construction sites requiring an NPDES General Permit No. 2. The inspections determined if contractors were following BMPs as described on the site-specific Stormwater Pollution Prevention Plan. EH&S and FP&M staff coordinated mitigation efforts with site contractors if deficiencies were noted. Iowa State University discontinued rain event inspections on October 1, 2012 due to changes in general permit No. 2. An MS4 permit modification reflecting the regulatory changes was issued to ISU by IDNR on September 17, 2012. Iowa State University continued weekly inspections (at minimum every 7 days) of all construction sites permitted under General Permit No. 2. Outfall Inspections by ISU Staff Iowa State University conducted its annual dry flow inspection of MS4 campus stormwater outfalls during November, 2012. EH&S employees visually inspected stormwater outfalls to public waterways. Dry land outfalls were visually inspected and no illicit discharges were detected. A review of the annual outfall inspection process was conducted; no changes were administered to the inspection program. FP&M continued to inspect the stormwater MS4 and conducted repairs as needed. Data is maintained in the FP&M computerized work management system, FAMIS. Notices of Discontinuation Nine (9) construction projects reached final stabilization as defined in General Permit No. 2. The Notices of Discontinuation were submitted to IDNR. Iowa State University had eight (8) active permitted sites at the end of 2012. IDNR Inspections Iowa State University received one (1) Notice of Violation (NOV) associated with construction activities. During the first week of May, EH&S staff discovered that an existing soil stock pile near Frederiksen Court appeared to exceed one acre of disturbed area. Since the project had already potentially exceeded one acre without a permit, the Iowa Department of Natural Resources (IDNR) conducted an investigation on May 4, 2012. During the inspection it was confirmed the Fredericksen Court stock pile exceeded one acre in size; an NOV was issued as a result of the findings. A permit was obtained for the Fredericksen Court stock pile (IA-3857-3698). The permitted site reached final stabilization and was closed on 06/26/2012. 8 Stormwater Education Program EH&S developed training for Iowa State University employees with the potential to impact stormwater quality during normal work activities. During the 2012 calendar year, 189 Iowa State University employees received education on stormwater and what each employee can do to improve stormwater quality. Training cycles for employees is on a three year rotation; a large number of ISU employees will be retrained in 2014. SUMMARY All permit required activities for the 2012 reporting period were completed on or before specified deadlines. It is estimated that the cost of compliance activities completed during calendar year 2012 exceeded $2,177,110. Iowa State University will continue to evaluate opportunities to improve stormwater quality.
