Psycho-Social Counseling Center for Women (PSCCW) PSCCW History and Vision: Psycho-Social Counseling Center for Women was established in 1997 as an independent, non-governmental, non-profit organization. It was founded by a group of female activists who focus on women’s issues and advocate on behalf of women’s rights. PSCCW’s vision is based on complete equality and a clear belief that women’s issues do not simply affect the female population but rather are general social issues. PSCCW believes in total equality and the elimination of all forms of discrimination against women. Preventing violence against women in the Palestinian community, and internationally, is a crucial condition towards building a democratic, safe, and stable Palestinian country that conforms to laws and international conventions. Mission : Psycho-Social Counseling Center for Women was established in 1997 as an independent, non-governmental, non-profit organization .PSCCW specializes in the area of women’s empowerment, particularly for those who suffer from psychological trauma resulting from exposure to social or political violence. PSCCW seeks to contribute to the creation of a social change in the status of women in Palestinian society and increasing women’s awareness of their rights and status in order to contribute to building a democratic Palestinian society based on human rights . PSCCW Objectives: To contribute to the development efforts and to strengthen the participation of women in public life. To contribute to ceasing of violence against women and children in Palestinian society and to contribute in finding a system of laws to ensure more protection for women and children . To monitor and document violations against women and children in order to create community awareness. To empower women and children victims of social violence through an advanced psycho social counseling program and to help women achieve a psychologically stable and socially secure situation. To educate women and children about their rights and their abilities through special training, awareness and education programs. PSCCW administrative board : The administrative body of the PSCCW elected from a general assembly which composed of 38 women. The election is conducting each two years according to the NGOs Palestinian law and supervised by representatives from the Ministry of Interior. PSCCW characterized in providing holistic services for beneficiaries through the wide network and cooperation in addition to e flexible re referral system that used by PSCCW. 3. Providing continues training for the staff in order to raise their capacities and provide them with all new techniques in the field of mental health. 5. PSCCW based on the real needs of the targeted groups through adapting participatory approach in planning all the programs. I. Rehabilitation of 200 women victims of violence Statement of Purpose To contribute towards the achievement of an integrated community rehabilitation that addresses holistic psychological, vocational and community needs for women victims of social violence in the Palestinian society. II. Project Summary The main issue that the proposed project addresses is the lack of comprehensive rehabilitation programs for women victims of social violence especially those who lack financial resources leading to their inability to meet their basic needs for survival. Therefore, they cannot develop an independent life. Among those are women who cannot return to their families because the families deny their rights or threaten to kill them. Other beneficiaries are divorced and widowed women who will be exposed to violence if they continue to live with their families. There are very few programs implemented by Palestinian governmental or civil institutions that work towards the professional rehabilitation of women as a key compound in the process of rehabilitation of women victims of violence. Since its establishment in 1997, the Psycho-social Counseling Center for Women (PSCCW) has worked to provide psychological and social counseling for women and families victims of social violence. PSCCW projects aimed at assisting women to overcome the results and problems that hinder social adjustment or to help them build positive social relationships with different constituencies to which they belong. However, the issue of economic independence and the creation of a financial resource for women victims of social violence remains one of the major obstacles that we face in our work. This problem is not faced only by PSCCW. For example,” Mehwar” (Protection and Empowerment Women Center ) founded by the Ministry of Social Affairs, and provides shelter, protection and rehabilitation services to women victims of gender-based violence and those threatened with death, does not have a clear integrated vision for the rehabilitation of its beneficiaries. The Mehwar Center provides services for 120 women; however, only 20 of those received rehabilitation which is a very small number compared with the overall needs. There are many reasons for the lack of attention paid to women’s needs such as the discrimination against women in the Palestinian Society. For instance, women compose only %16.6 of the labor force according to last statistics revealed by the PCBS. Unemployment rate reached %28.4 among women too. In addition, women victims of social violence are stigmatized and the society does not accept them but rather refuses their behavior and does not take into consideration that fact that these women are victims. This highlights the importance of rehabilitation programs developed by different women institutions as they help in the vocational rehabilitation of women victims of violence which in return help to integrate them back into the society through consistent and harmonious intervention process that is built on full partnership with the beneficiaries. At the same time, this process brings to light the role of various community components to take responsibility for women victims of violence. The issue of rehabilitation has emerged as an essential need when we were in the process of evaluating our work with women beneficiaries that PSCCW has worked with during the past years. We have focused our work on providing psychological counseling and therapy for women victims of violence to enable them to integrate into their society. However, we found out that these women face psychological collapse due to their inability to achieve economic independence. On the contrary, the cases that we helped with vocational rehabilitation were able to show positive results after they became economically independent and were able to break the cycle of violence in which they used to live. In addition, the proposed project is of high importance at this crucial time because some of the beneficiaries of Mehwar Center were killed or imprisoned after they left the center and went to live with their families. Some others had to work in prostitution as a means for financial income. Therefore, we have conducted a pilot project in partnership with Mehwar Center and the SOS( Children’s Village ) to study the feasibility of vocational rehabilitation. This pilot project targeted 50 women whose vocational needs were studied and evaluated thoroughly in addition to a detailed psychological treatment plan and community integration and employment program. This experiment was very successful both in terms of raising the issue of community responsibility towards women victims of violence and funding their projects. It also helped in strengthening women’s self-belief, capacity, and resistance of the violence directed towards them. a. Impact 1. The proposed project will contribute towards the creation of a financial resource for female beneficiaries and help them live in dignity and achieve economic independence. 2. The proposed project will contribute towards the creation of a state of psychological stability for female beneficiaries leading to family stability as these women live with their parents or with their children. 3. The proposed project will contribute towards removing the negative stigma against female beneficiaries and those benefit from Mehwar Center in particular who suffer from the community rejection. This project seeks to achieve community integration through working with different training and employment centers. 4. The proposed project will help female beneficiaries to reach a state of self-confidence and self-protection. When women feel that they are economically independent and able to secure their basic needs, they will be able to provide themselves with the necessary protection. 5. The project will contribute to the success of psychological treatment plan as poverty is a major factor in psychological disorders suffered by female beneficiaries.. 6. The proposed project will contribute toward the creation of state of psychological stability, financial resources , removing stigma against women victims of violence . III. Specific Objectives 1.Provide vocational training opportunities for 200 female victims of social violence in accordance to their needs and capabilities. This will be done through cooperation agreements signed with specialized vocational training institutions in Bethlehem and Hebron. 2. Creating job opportunities for 200 female beneficiaries. 3. Achieving community integration for 200 female beneficiaries in the southern West Bank. 4. To contribute towards achieving higher standards of social responsibility and sensitivity towards the needs of women victims of social violence. 5. Beneficiaries will develop harmony and higher ability to adapt and deal with the society. The achievement of our goal which is to provide vocational training, job opportunities and community integration for 150 women victims of social violence will contribute to achieving the overall aim of this project which is to achieve comprehensive rehabilitation which includes psychological, social, and community needs of women victims of social violence. The success of this project will help towards raising awareness among policy makers at both governmental and civil levels to integrate the needs of women victims of violence in their programs and their projects will be based on real needs with inclusive dimensions. At the same time the activities of the proposed project will be planned and designed in collaboration with female beneficiaries. These activities include vocational training, employment activities, and advocacy campaigns and will target the community in general and businessmen in private and public sectors in particular as well as legislators and policy makers. This will lead to achieving the expected goals of the project and will lead to finding job opportunities and achieving psychological and social rehabilitation for 150 women. This will surely leave a positive impact on the female beneficiaries and their psychological wellbeing and will lead to positive balance and stability in their lives. This also means developing better relationships and communication with their children as most beneficiaries are mothers. Achieving the goals of this project and evaluating it with transparency will also help to build up on it in the future and develop further programs and projects that target wider sector of women in the West Bank and the Gaza Strip. Measurable outputs and outcomes expected by the end of the project Outputs : 1. To carry a needs assessment in order to clearly study the vocational needs for 200 female beneficiaries that will meet their needs and vocational abilities. 2. 200 women enrolled in different vocational training programs based on the results of the needs assessment. 3. 15 women will be assisted to start private micro projects that generate income in different areas after a careful planning phase to ensure their success. These women live in conditions that didn’t allow them to work outside their homes. 4. At least 90 of the 185 remaining women will be employed after the completion of the training. Outcomes : 1. Psychological symptoms that were experienced by female beneficiaries have decreased and they show higher commitment and better response to counseling programs. 2. The living standers for families headed by women have developed after these women found jobs and generate monthly income. 3. The target women have better ability to participate in different social activities and have higher potential for social integration. 4. Percentage of women engaged in prostitution is decreased by %80. IV. Project Design and Implementation The proposed project will be developed based on the following criteria: 1. Female beneficiaries are women victims of social violence who do not possess professional skills to achieve economic security and thus they are vulnerable to violence because of their economic dependence. 2. A large group of these women are heads of families and providers for children as they are widows or divorced and mostly live on their own because they are rejected by their families. 3. These women received or continue to receive intensive psychological counseling and have the willingness and commitment to receive vocational training that is consistent with their abilities and capacities. 4. This project will be implemented by PSCCW in coordination with the Mehwar Center founded by the Ministry of Social Affairs, SOS Children’s Village, and the Family Protection Unit in the Palestinian Authority Police. The proposed project seeks to help victims of social violence through an integrated rehabilitation program. This is in line with the vision and goals of PSCCW and Mehwar Center and covers an important component which is vocational and economic rehabilitation and community integration of women victims of violence. We have developed a complete view of the vocational needs of female beneficiaries and studied different specialized institutions that provide non-traditional vocational training (such as Dar An-Nadwa, Beit Jala Vocational Training Center, Talitha Kumi College, Dar Al-Kalima Collage, and the Bible College). These institutions expressed interest in helping the female beneficiaries in vocational training after the completion of the needs assessment. The needs assessment itself will be carried out by the assessment unit in the WYMCA which will be followed by the employment plan. The employment plan will be developed in consultation with a specialized consultant who has long professional experience in project development and vocational training. A vital part of this plan is the community activities that PSCCW will conduct in coordination with the Mehwar Center in order to develop a state of communal solidarity with those women who will lead to accepting the women and providing them with job opportunities. The most important part in the treatment of these women is their feeling that the community is able to accept them as active and important members of the community and remove the negative stigma especially for women living in the Mehwar Center or those referred by the Police departments. Major activities : 1. Assess the economic situation for the targeted women and build a data base that contains their capabilities, tendencies and vocational interests. 2. Conduct vocational assessment for female beneficiaries in cooperation with the specialized personnel in the Women Program in the (WYMCA). 3. Signing agreements with the institutions that will conduct the training. 4. Employment: it includes the following activities: - Start vocational training for beneficiaries at different centers and organizations through written joint cooperation agreements between the two sides. - Two broad community activities aiming at introducing the local community to the project and encourage business owners to employ female beneficiaries after the completion of the training. - Use the media to encourage community organizations to assist female beneficiaries (seminar on local TV channels, spots through Palestine TV, stories of women victims of violence and success stories of women who were rehabilitated). - Brochure directed to the private sector about the importance of community integration and employment of victims of social violence. - Development of CVs for female beneficiaries. 5. Establishment of private small projects for 30 women who cannot work outside their homes because they live in remote areas or because they have very young children or babies. 6. A general evaluation of the project b. Target Group and Area: Target group: The proposed project targets 200 female victims of social violence from different social backgrounds who do not have a financial income. Indirect beneficiaries: the number of indirect beneficiaries is large as it includes the families of the target women which is more than 500 people. Geographical distribution: - - Residents of the Mehwar Center (Women Protection and Empowerment Center ) of Women who come from different geographical regions in the West Bank and who do not have any financial income. Beneficiaries of the Family Protection Program of the SOS Children’s Village in Bethlehem and Hebron. Beneficiaries of PSCCW in Bethlehem. c. Partners: 1. Mehwar “ Women Protection and Empowerment Center” which was founded by the Ministry of Social Affairs is a shelter home and protection center that provides psychological and legal aid for female victims of social violence. It was established in 2009. Nature of collaboration : - Nomination of beneficiaries by Mehwar Center who fulfill the conditions and criteria for the project. - Coordination with Mehwar Center to continue the psychological treatment plan with beneficiaries. - Cooperation in implementing the employment activities and community integration for beneficiaries who will return to their areas of residence after the completion of the project. - Contribution in the evaluation process of the project. 2. Family Protection Program at the SOS Children’s Village: Nature of collaboration: - Nomination of women who fulfill the criteria of the project. - Contribute in covering some of the training costs. - Contribute ing the evaluation and follow-up process. 3. VI. Impact The most important short-term results of the proposed project on the institutional and community levels are the following: 1. Adoption of integrated rehabilitation approach and holistic services to be provided for female victims of social violence by women institutions and programs of both governmental and civil institutions targeting rehabilitation of women. 2. Finding a state of integration in services and the existence of partnerships to help provide integrated services for women victims of social violence. 3. Community acceptance to re-integrate the female victims of social violence who lived in protection homes back in the society. 4. Policies and programs of different institutions are closer to international standards in terms of comprehensiveness and responsiveness with women’s needs. For example, the Palestinian Authority has ratified the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and adoption of this approach in the rehabilitation of women which will contribute to better application of CEDAW and integration into their programs and policies especially by the Ministry of Social Affairs which is a main partner in the proposed project. 5. Staff working in PSCCW and partner institutions will gain the skills and knowledge necessary to evaluate vocational needs of women. Long-term results on the institutional and community level of the proposed project are the following: - Better participation of women in the labor market and decreased levels of unemployment among women. - Positive change in the awareness and societal attitudes towards women victims of social violence which is originally based on discrimination and rejection. Integration and empowerment of women will lead to changing the stereotypical view about women victims of violence. - Policies and programs that are built on the national level will work to integrate the multiple needs of women victims of social violence. VII. Risks 1. Lack of commitment from the Mehwar Center beneficiaries in the vocational training program. 2. Weakness in employment of female beneficiaries after the training and lack of positive response from employers to accommodate women victims of violence to work in their companies and institutions. Strategies will employ to mitigate those risks 1. Activate the role of social workers working in the Mehwar Center and development of a joint follow-up and referral system between PSCCW and Mehwar Center. 2. Focus on self-employment projects. 3. Signing agreements with the Ministry of Labor to hire some female beneficiaries within the ministry’s employment program. 4. Coordination with the Ministry of Social Affairs to hire some of the female beneficiaries in the economic empowerment program for women (DEEP). 5. Intensification of community activities that target the private sector. VIII. Monitoring and Evaluation - This project will be based on the participatory approach as the main methodology which will enable the female beneficiaries to participate in different stages of the project including evaluation of needs, selection of vocational training, and identifying workplace. - At the same time, the project will be implemented in partnership with main partners of the project (Ministry of Social Affairs through Mehwar Center, SOS (Children’s Village), and Palestinian Authority Police through the Family Protection Units). Indicators to be used to measure progress toward expected outcomes 1. %90 of female beneficiaries are committed to the training program; this will be reflected through attendance sheets in the training centers. 2. At least %70 of female beneficiaries were employed in different associations and 30 women developed micro income generating projects. 3. The psychological problems that these women suffered from before the project decreased by %80 and show higher commitment and better responses to the counseling program (by using evaluation forms and tests like Beck test to measure depression and can be applied before and after the rehabilitation process to measure the impact). IX. Sustainability The proposed project shall be a sustainable project by cooperation and coordination with different stakeholder as follow: 1. The Ministry of Social Affairs is a major partner in the proposed project through Mehwar Center. We consider that the Ministry will include vocational training and employment in its future projects which aims to empower women victims of social violence. Especially as the ministry will implement a new program “Economic Empowerment for Poor Families” (Deep) and through our meetings with the ministry we agreed that a number of women after the completion of the training program will benefit from the loans provided by the ministry through the economic empowerment program.(Deep) 2. In PSCCW’s objectives and future plans, poverty reduction is a major aim for our work with women victims of social violence. Our experience has shown that economic independence is an important factor for psychological and social stability for women and families of women victims of violence. Therefore, we will actively seek to recruit necessary resources for the continuation of our work in the field of rehabilitation and employment as a means to reduce poverty among women. 3. PSCCW has a good relationship with institutions working in the field of small projects and loans (such as Fatin, Asala Association, YMCA, and Rural Women’s Development Association) and we will work hardly to facilitate the access of women victims of violence who suffer from difficult economic conditions to be able to benefit from the services of these institutions under easy conditions. We have previous knowledge and cooperation with these institutions which will facilitate the achievement of our goal. The activities and results that will continue after the funding period: 1. Field visits and follow-up that PSCCW team will conduct with female beneficiaries as part of the routine work of the center to ensure the stability of their status. 2. Assistance in cooperation with the Ministry of Social Affairs and Mehwar Center to facilitate marketing of products produced by female beneficiaries who will run their small projects. Mehwar Center has strong relationships internationally especially within European countries. This will facilitate marketing of women products. Marketing and mutual collaboration with Mehwar and PSCCW will continue and develop to the benefit of women victims of violence after the completion of the project. 3. Community activities that aim at social integration for female victims of social violence will continue as part of the collaboration plan between the Mehwar Center and PSCCW. 4. Economic empowerment program which will be implemented by the Ministry of Social Affairs will continue as an integral part of the work of the ministry for three years (2011-2015) part of its budget will be allocated for the rehabilitation of victims of social violence. 5. PSCCW will work hard to find new opportunities of funding for new projects that focus on poverty reduction and economic empowerment for women victims of social violence. X. Media - TV show on the importance of adopting integrated rehabilitation approach for women victims of social violence in which women will participate to share their stories and talk about success stories in coordination will Ma’an News Net work and Mix Satellite Channel. - TV spots broadcasted in local and satellite channels on the needs of women in order to raise community awareness about the importance of integration of these women into the society. Publications - Issuance of brochure addressing local community institutions especially those working in the private sector in order to raise community awareness towards female victims of violence. - Final report on the achievements of the project will be published and distributed among partner associations. - The results of the assessment report will be distributed among related institutions to build on these results. The Coordinating Committee includes active and influential members who advocate for women’s rights in Bethlehem (such as the governor, Head of Family Protection Unit in the Palestinian Civil Police, a representative of PSCCW, a representative of General Union of Palestinian Women, representatives of other women’s organizations in Bethlehem). 4. PSCCW is part of mental health group coordinated by UN Women to support the women who are benefit from Mehwar. 5. PSCCW experience in running similar programs : PSCCW has implemented a large number of important projects which require administrative and financial expertise and capacity, The following is the projects which implemented during the last three years and related to the proposed project : 1. ‘Women Can Do Change Project’ which is a regional project implemented with Nisaa Wa Afaq Institution Isreal . and Sisterhood Is Global Institute in Jordan. The project was funded by the EU for three years (1/1/2010-31/12/2012).The budget is : 328 ,000 euro 2. ‘Youth Employment Project’ (for unemployed young men and women). This project is funded by UNHABITAT for one year (1/1/2012-31/1/2012). The budget is : $ 10,000 3. ‘Rehabilitation Project of Female Victims of Violence’ which a pilot project that targets 50 women victims of social violence carried out in partnership With Mehwar Center , SOS Children Village and Community Based Rehabilitation Program( CBR_. This project is funded by NGO Development Center (NDC) for 20 months. From date of ( 01/11/2010- 30/6/2012) . 125,800$ 4. In addition PSCCW implemented a large project , which aims to TRAIN employ 70 youth ( male and female ) from South Refugee camps (Bethlehem and Hebron) . This project funded from the E.U , In the year of 2006 , with budget of ( 136 , 091.6 ERO) Project Staff Project coordinator Qualification : 1.B.A community development 2.7 years experience in managing different types of project 3 of them are related to the economic empowerment . He has the following skills - Financial and technical project management skills. - Writing reports and developing plans and correspondence skills. - Ability to work within a team. - Good communication skills. Required tasks: 1. To supervise the implementation of all activities of the project. 2. To design all forms and templates used in the project in coordination with project staff and PSCCW director. 3. To communicate with different institutions and signing of project agreements. 4. To submit monthly reports of the activities to PSCCW director. 5. To attend weekly meetings of staff with project staff and PSCCW director. 6. To Cooperate with the accountant and be responsible for the financial management of the project. 7. To oversee the bedding and procurement process of the project. Community workers (1) Qualifications : 1. Practical experience in community work. 2. Interest in gender issues and commitment to defend women’s rights. 3. Knowledge of the institutions working on women’s issues. 4. Capable of coordination, networking and building partnerships. Required tasks: 1. To carry out the needs assessment process with female beneficiaries. 2. To study family and social status of target women and project beneficiaries. 3. To refer women who need psychological treatment to the specialized Psycho therapist. 4. To follow-up on training with beneficiaries in training centers. 5. To follow-up on beneficiaries in work sites. 6. To coordinate different community activities. 7. To provide project coordinator with weekly action plans including intended activities for implementation. 8. To submit a monthly report including activities, observations and assessments of the project. Psycho therapist : Qualifications: 1. Holds a master’s degree in psychology or psychotherapy. 2. Has a practical experience in treatment of psychological problems especially with women. 3. Has the competence to use different tools to test and evaluate the psychological wellbeing of female beneficiaries. Required tasks: 1. To test and evaluate the psychological wellbeing of the cases referred to by the project coordinator of social workers and submit reports of the results. 2. To develop treatment plans for beneficiaries who need psychological treatment services and to implement those plans. Part time accountant 50% Qualifications: 1. Holds at least a BA in accounting; specialized training is a plus (such as Arab Certificate Professional Accountant (ACPA). 2. Has practical experience in accounting. Required tasks: 1. To cooperate with the project coordinator in the financial issues related to the project. 2. To follow-up on the financial payments for the implementation of activities. 3. Follow-up and comply with all financial policies and standards included in the financial system of PSCCW when implementing the activities of the project. 4. Follow-up and preparation of all financial documents according the applicable assets of the center. 5. Cooperation with the project coordinator to produce financial reports of the project. Part time secretary 50% Qualifications: 1. Holds at least a diploma in secretarial work or office management. 2. Has the ability to effectively communicate with others. 3. Has the ability to document activities. 4. Computer proficiency. Required tasks: 1. To assist the staff in typing and printing all forms and templates as well as project reports. 2.
