FOREWORD
This report summarizes pertinent information related to the Shared Services Canada (SSC) Workplace
Technology Devices (WTD) Printing Products and Data Centre (DC) Bulk Printing presented during the
live Industry Engagement Day broadcast on July 15, 2015, and serves to complement and support the
Industry Engagement Day presentation deck posted on Buyandsell.gc.ca (see Annex C).
W ELCOME AND INTRODUCTION
Shared Services Canada (SSC) hosted the Workplace Technology Devices (WTD) Printing Products and
Data Centre (DC) Bulk Printing Industry Engagement Day on July 15, 2015 via webcast and
teleconference. In addition to government representatives, 23 firms/associations participated in the event.
A complete list of industry attendees is available in Annex A.
Ms. Sarah McCallum moderated the session. She opened the event by welcoming all participants,
explaining the logistics of the session and providing an overview of the main points of the agenda (see
Annex B).
OPENING REMARKS AND INDUSTRY D AY OBJECTIVES
Ms. McCallum introduced Mr. Pankaj Sehgal, Assistant Deputy Minister, Networks and End User Branch,
who welcomed participants and thanked them for taking the time to participate in this first step in the
procurement process for WTD Printing Products and DC Bulk Printing. Mr. Sehgal explained that SSC
combined both service lines for the purposes of the Industry Engagement Day due to the potential
synergies while taking into account the fact that many vendors provide products and services for both.
SSC is seeking industry input on whether to proceed with a single procurement for these service lines or
to split them.
Mr. Sehgal further stressed that the material presented reflects the department’s current thinking
only and that no procurement decisions have been made. Instead, SSC is looking to engage in a
dialogue that will enable it to leverage industry expertise in defining an optimal solution for both services
that applies industry best practices, while also identifying innovative approaches to service delivery.
Mr. Sehgal also informed participants that the name of the initiative is changing to “Workplace
Technology Devices Printing Products and Data Centre Bulk Printing”. This change was to help
distinguish it from high-speed data centre imaging technology, which is not in scope of this Initiative.
SSC W AY FORWARD
Mr. Sehgal provided an overview of SSC’s “Way Forward” organizational evolution of the past few
months, which is intended to support the department as it focuses on migrating to the new enterprise IT
infrastructure. Specifically, resources are now organized along lines of service, drawing together
expertise from planning, building and operating areas in order to leverage both current operational
expertise as well as future thinking to help execute on the government-wide transformation initiatives.
Mr. Sehgal provided an overview of the new organizational structure, noting that Mr. Kevin Radford,
Senior Assistant Deputy Minister, Service Management and Data Centres, is moving to a new challenge

at PWGSC. Mr. Patrice Rondeau will be serving as Acting Senior Assistant Deputy Minister, Service
Management and Data Centres, effective July 20, 2015.
B ACKGROUND, S COPE AND CURRENT ENVIRONMENT OVERVIEW
Ms. McCallum introduced Mr. Alan Manara, Director General, Workplace Technology, Networks and End
User Branch as well as Mr. Dale Heins, Senior Director, Mainframe and Bulk Print Services, Service
Management and Data Centres Branch, to present an overview of both service lines. Mr. Manara is the
service lead for WTD Printing Products and Mr. Heins for DC Bulk Printing Products.
Mr. Manara thanked participants for attending and indicated that the presentation would be posted on
Buyandsell.gc.ca on July 16, followed by a summary report of the event within 7 to 10 days. Mr. Manara
restated that due to the potential synergies, SSC decided to include the two service lines together in the
same event. SSC is looking forward to industry feedback, both in the written submissions and the one-onone sessions, on whether or not there is a possible synergy in continuing together as a single
procurement or as two separate ones.
Mr. Manara provided an overview of his organization, which has two facets: 1) transformation, which this
Initiative is part of, and which has the mandate to consolidate, standardize and modernize WTD hardware
and software provisioning across the Government of Canada; and, 2) steady state operations, with the
Workplace Technology Services that support 30,000 desktops within such organizations as Shared
Services Canada, Public Works and Government Services Canada and the Canada School of Public
Service.
While presenting the objectives of the WTD Initiative, Mr. Manara provided the following status updates:

For WTD Software, funding was appropriated from the partner departments and agencies. SSC
has been actively working on consolidating contracts for the WTD software since Year 1.

For WTD Hardware (e.g., desktop, laptops and printers) funding remains with the departments
and agencies. However, SSC is in the process of transferring the procurement authority to SSC
and plans to complete the transfer by September 2015. This includes the existing procurement
vehicles for WTD printing products. The WTD Initiative will then replace the existing printer
procurement vehicles in the long term.

For WTD Support Services, departments and agencies remain responsible for delivering desktop
services to their end users. Through the WTD Initiative, SSC is mandated to develop an
enterprise strategy to modernize service delivery in the area of desktop services.
Mr. Manara reiterated that the questions are designed to solicit industry input on SSC’s current thinking,
strategy and requirements. He also mentioned that if there was any pertinent information not covered in
the questions, industry is encouraged to share it in their written submissions and the one-one-on
sessions.
Mr. Manara encouraged participants who do not have experience with the Government of Canada IT
Security Risk Management Framework (ITSG-33) to learn about it as they move forward in the industry
engagement process. Information is available on the Communications Security Establishment (CSE) Web

Mr. Dale Heins then provided an overview of the operational support services for the current bulk print
environment. This includes the operation of the printers as well as the finishing of the output such as

inserting documents into envelopes, sorting envelopes by postal route and packaging envelops on pallets
for pick up at the loading dock.
While presenting the bulk printing requirements, Mr. Heins noted that SSC is soliciting industry feedback
on the potential opportunity to add colour printing as well as industry solutions to replace impact printers
for labels.
PRINTING PRODUCTS REQUIREMENTS AND INDUSTRY QUESTIONS OVERVIEW
Ms. McCallum introduced Mr. André Arsenault, Director, Workplace Technology Devices Initiative,
Networks and End User Branch, to present the requirements and industry questions for WTD Printing
Products.
While presenting the key challenges, Mr. Arsenault noted that several aspects of the foundational
infrastructure are being concurrently transformed, including e-mail, data centres and telecommunications,
on which the WTD Initiative has some dependencies. Presently, departments and agencies remain on
separate networks and directories, which increases the complexity of the technical environment.
COLLABORATIVE PROCUREMENT SOLUTIONS APPROACH
Ms. McCallum introduced Mr. Jason Weatherbie, Director, Procurement and Vendor Relationships, to
present the Collaborative Procurement Solutions (CPS) approach.
While presenting the CPS approach, Mr. Weatherbie noted that an industry debriefing session would be
added to close the industry engagement phase, at which time SSC will present the go-forward strategy.
This is in direct response to feedback received from the Information Technology Association of Canada
(ITAC). SSC will use this debriefing session to present its findings, including industry feedback, and
explain the go-forward strategy for the procurement. Mr. Weatherbie also indicated that for this
procurement, SSC will be looking at specific criteria around past vendor performance with both the Crown
and other organizations in order to assess bidder performance vis-à-vis completing past contracts.
SUPPLY CHAIN SECURITY I NTEGRITY (SCI) P ROCESS AND SUPPLY CHAIN T HREAT TO THE GOVERNMENT
OF C ANADA
Ms. McCallum introduced Mr. Alexandre Dorion, Manager, Cyber and IT Security Branch, SSC and Mr.
Jérôme Tremblay, Cyber Security Advisor, Strategic Relationships Office, Communications Security
Establishment (CSE), to present an overview of the Supply Chain Integrity (SCI) Process and Supply
Chain Threat to the Government of Canada, respectively.
While presenting the SCI information, Mr. Dorion specified that hardware in scope of the SCI process is
network-aware devices. For hardware subcontractors, Mr. Dorion noted that the scope of the list is the
first level of subcontractors only.
Mr. Tremblay presented the supply chain threat to the Government of Canada. He noted that the supply
chain security information packages are assessed against these criteria: confidentiality, integrity and
availability. For example, if there is a concern with a piece of equipment, CSE would look at the network
diagram and assess the potential impact of that piece of equipment to the confidentiality, integrity and
availability criteria in order to recommend mitigation measures.
Mr. Tremblay indicated that industry is frequently asking for a white or black list of equipment. Due to the
dynamic nature of the market, there is no such list. CSE looks at every piece of equipment one by one,
each time a supply chain integrity information package is submitted. The assessment is treated on a

case-by-case basis. To obtain additional information on supply chain integrity, Mr. Tremblay invited

Upon conclusion of the presentations, Ms. McCallum opened the question and answer period and invited
Mr. Manara and Mr. Heins back to the floor.
