2015 SPRING LPEF APPLICATION FORM
LANGUAGE PRESERVATION & EDUCATION FUND – REQUEST FOR PROPOSAL
CLOSES: WEDNESDAY, APRIL 8, 2015
We are pleased to support language preservation and language documentation efforts to provide general or project support for Native
organizations and Tribal departments working to preserve Native languages. Grants will be awarded in amounts ranging from $500
to $5000.
Potlatch Fund’s mission is to inspire and build upon the Native tradition of giving and to expand philanthropy within Tribal nations
and Native American communities in the Northwest.
GOALS OF THE LANGUAGE PRESERVATION & EDUCATION FUND GRANT



Support and strengthen the capacity of Northwest Native organizations and communities engaged in language preservation
and education programs or projects.
Increase funds to Northwest Native-controlled groups, initiatives, and projects specifically with language preservation and
educational enrichment programs/or projects.
Provide a vehicle to increase access and leverage the language documentation efforts, demonstrate the use of language in
sustainable classes and cultural programs where both the language instructors and language students are interacting and
transmitting language to maximum use of strategies and resources.
TYPES OF PROJECTS OR PROGRAMS










Recording, documenting, and archiving Native-spoken languages.
Dormant speakers (a language that has no native speakers today) may apply.
Language classes or language immersion programs for adults and children.
Creation of language learning materials like books, tapes, CDs, multimedia, computer, or web-based tool.
Audio or video recordings of elders speaking Native languages.
Revival projects to reconstruct Native languages that are no longer spoken or have very few speakers.
Tribal efforts on linguistic research.
Master-Apprentice language projects where a fluent speaker is paired with an adult learner to transmit the language efforts.
Parent-Language methods where communities strengthen Native spoken fluency interactions in a community.
To support attendance at a conference or workshop that builds upon Native language skills and knowledge.
SUCCESSFUL APPLICATIONS WILL DEMONSTRATE




Strong language preservation and educational approaches.
Strong positive impact the program/project will have on the community.
How the proposed work will provide intergenerational opportunities to transfer knowledge from elders and cultural retainer
to a new generation.
The program has the organizational capacity to carry-out the proposed work.
WHO IS ELIGIBLE TO APPLY?
Potlatch Fund defines “Native,” “Native-led,” and “Native American” as follows.

Any individual is defined as a member of any federally or officially State recognized Indian Tribe, or an individual certified as
Indian by an Indian Tribe;

Any federally recognized Indian Tribe, Band, Nation, Alaska Native Village, or organized group or community or Indian group
that has been formally recognized as a Indian Tribe by the State legislature, a State commission, or another similar
organization vested with the State legislative Tribal Recognition Authority; or

Any Indian group currently seeking State or Federal recognition.
Potlatch Fund defines “Native-led” nonprofits or groups as follows.

Any group that is composed of members who are at least two thirds (2/3) of the Board and staff shall always be Native
Americans.
Organizations applying for funding must meet the following criteria.

Be a nonprofit with at 501(c)3 or 501(c)4 as determined by the Internal Revenue Service, or

Be a federal recognized American Indian Tribal government agency (See “Native-led” definition above).

The organization must be Native-led and serve Northwest Natives.

The organization must be located in Washington, Oregon, Idaho or Montana.

The organization’s mission must be aligned with the mission of Potlatch Fund.

Organizations that have previously received a Potlatch Fund grant, may only apply to this grant cycle if they have completed
all reporting obligations.

Organizations may only receive funding for one Potlatch Fund grant per calendar year.

Applications from different departments within a Tribe will be reviewed as separate organizations.

Groups with fiscal sponsors that have 501(c)3 or 501(c)4 status or that are fiscally sponsored by federal-recognized tribal
governments can also apply.

Must satisfy final report requirements for all previous Potlatch Fund grants.

Individuals may be considered for the Native Art grant.
ADDITIONAL OPPORTUNIIES FOR 2015 GRANTEES

If awarded at 2015 Potlatch Fund grant, then you will be eligible for recruitment into our 2016 Capacity Building Program.
Grant award letters will provide more information about the timeline for recruitment, selection criteria, program expectations,
and proposed training schedule.

Complete and submit one (1) application with all attachments. Your grant application must be received or postmarked no later
than Wednesday, April 8, 2015.

1. Summarize your grant request (one to three sentences).

accomplishments.

IMPORTANT NOTES
A final written report is to be furnished at the end of the grant period on FRIDAY, JANUARY 15, 2016.
 Potlatch Fund may monitor and conduct a review of operations under this grant, which may include a visit from
Potlatch Fund personnel to observe your program, discuss the program and finances with your personnel, and
review financial and other records and materials connected with the activities financed by the grant.
 Potlatch Fund is authorized to conduct audits, including on-site audits, at any time during the term of the grant.
 Potlatch Fund will include information on this grant in its periodic public reports. Potlatch Fund may also refer
to the grant in a press release, in which case a copy would be sent to you in advance. If you wish to make your
own press announcement, please consult with Potlatch Fund.
 Failure to comply with the terms of this grant application may result in immediate cessation of support from
Potlatch Fund. In addition, if your organization expends or commits any part of the grant funds for purposes or
activities other than the purposes and activities for which this grant is made, your organization must repay
Potlatch Fund an amount equal to the amount of grant funds so expended for other purposes or activities.
