New development should comply with Policies as required by Core Strategy Policy CE5 and 7.14 a, b, c of the London Plan. Review of the drawings provided in the application and maps of modelled annual mean data for nitrogen dioxide show that the school extension is situated where concentrations of nitrogen dioxide are predicted to be just below the national air quality objective for nitrogen dioxide. It is important that energy and combustion on site do not result in increased concentrations of NO2 locally. Limited information is provided on energy and combustion, page 15 of the design and access statement refers to “a holistic approach has been taken in the design... passive design and energy efficiency measures is given precedence over the addition of “clean” and “green” technologies.” Energy and combustion The system selected to provide energy, heat and hot water should not increase emissions of NOx and particles (PM10) locally. Low NOx gas boilers and/or air source heat pumps, photovoltaic panels and other non- combustion renewable technologies should be considered to minimise emissions of NOx and PM10. CHP plant and biomass/biofuel use is discouraged due to higher local emissions of particles and NOx that these produce. Careful siting of flue outlets and an appropriate chimney height must be determined to ensure adequate dispersal of emissions and to avoid fumes being entrained in ventilation intakes, balconies and accessible roof gardens where applicable. Conclusions Condition required to ensure emissions from any combustion plant associated with this developed are minimised. Combustion plant Requested condition(s) Prior to the commencement of the development evidence must be provided to show that any chimney stack/flue will be located so that it is away from ventilation intakes or accessible areas and at a sufficient height to disperse the exhaust emissions. Details of all the proposed combustion plant including emissions and maintenance schedules shall be provided for approval. Boilers shall have NOx emissions not exceeding 40mg/kWh of dry NOx (at 0% O2) and Combined Heat and Power plant must meet the London Plan Band B emissions standards.
