Fill in a Learning Agreement
Learning Agreements
It is a Skills Funding Agency requirement that we have a signed record of
learner details for each of your learners.



All learners must be on a learning aim from the start of their programme.
All Learning Agreements must be handed in to your local centre within 4
weeks (6 weeks for ESOL)of the learner’s start date . For those without
a local centre, please send in to FREEPOST (SWB21126), Poole BH15
3BF.
Please check ALL boxes are completed before you sign the bottom of
the form.

Learners will have had an initial assessment before joining your class.
You will need to do a Diagnostic Assessment (BKSB) within the first two
weeks to confirm the level the learner needs to work towards.
It is a service and Ofsted expectation that learners are challenged to
achieve a level above their initial assessment result. However, see
example below.
If a learner has a learning difficulty or disability which will prevent them
from completing external accreditations successfully you may use a
non-accredited learning aim. You will need to give your rationale for
this decision on the Learning Agreement and ILP and provide evidence
of progress (ILP) at the end of the programme of learning.
You must fill in the planned number of Guided Learning Hours (GLH).
Aim for 90 hours or less for functional skills (unless justification is given
for longer – discuss with your ACM) and complete correct Planned End
Date. For ESOL see the guidance for the new 4692 qualification
For City & Guilds Themed Awards (Entry 1 – Level 1) see qualification
guidance sheet for details of GLH.
If assessments are not completed within the GLH allocated, no further
funding can be drawn down from the Skills Funding Agency to support
the cost of continuing tuition for the learner.
Example
Learner has IA result of Entry 3
Diagnostic Assessment is completed at Entry 3 – significant gaps in
knowledge demonstrated
Tutor uses own professional judgement to decide whether learner would
benefit from completing Entry 3 assessment before going on to Level 1.
In this case, Entry 3 assessment should be completed within a realistic time
scale so they can move on to Level 1 within the same academic year.
Rationale for this decision should be recorded on the Learning Agreement
(additional notes/comments) and on ILP.
Additional Learning aims
 If a learner has completed and achieved their original learning aim and
is continuing to attend a class, you will need to allocate an Additional
Aim.
 Once you know the original aim is achieved, send in the Additional Aim
form back-dated to the session following the assessment.
