North West Shelf Subsea Tieback Program
1. Project Details
Designated Project Proponent: Woodside Energy Ltd.
Description of the project: The North West Shelf subsea tieback (NWS SSTB) program is focused on using
existing infrastructure to develop reserves from existing and undeveloped NWS Project fields.
The NWS SSTB program will use the same types of equipment, methodology and approach to contracting to
develop these fields that will connect into the NWS Project’s existing offshore infrastructure.
The principal NWS Project oil and gas fields are located approximately 125 kilometres north-west of Karratha,
Western Australia in water depths ranging between 80 and 131 metres, covering a total area of 3,134 square
kilometres.
The Perseus field is an important long-term supplier of gas into the NWS Project and represents about one
third of current gas resources. Other producing fields include North Rankin, Goodwyn, Angel, Searipple,
Cossack, Wanaea, Lambert and Hermes.
Undeveloped gas reserves include Wilcox, Sculptor, Rankin, Dockrell, Lambert Deep, Pemberton, Lady Nora,
Keast, Dixon and Gaea.
Current appraisal and development activities are focused on opportunities close to existing infrastructure.
Offshore, the North Rankin Complex, the Goodwyn A platform (GWA) and the Angel platform dehydrate the
raw hydrocarbons for export via a dual subsea pipeline system to the KGP.
The North West Shelf Project’s onshore Karratha Gas Plant (KGP) consists of five LNG trains and a domestic gas
plant and is located on the Burrup Peninsula of North Western Australia, near the town of Karratha. The KGP
processes raw dehydrated gas and exports LNG, condensate and LPG via ship together with conditioned gas via
the domestic gas pipeline.

3. Standards to be used by the project
It is a Woodside requirement that standards utilised are either Australian or internationally recognised
equivalents, unless otherwise justified due to specific technological, commercial, intellectual property or
similar requirements.
The reasons for use of non-Australian/ international standards whether due to technology, intellectual
property or other commercial considerations will be published on the relevant procurement entity’s website.
4. AIP activities undertaken by the Project Proponent
The activities undertaken by Woodside will ensure that full, fair and reasonable opportunity has been provided
to Australian companies. Woodside will ensure that obligations arising under the Australian Jobs Act 2013
(Cth) (the Act) are fulfilled and are cascaded down in contracts with procurement entities.
Woodside, when acting as a procurement entity, will engage in advance of commencement of tendering
activity for key goods and services with an independent service provider to determine whether Australian
capability and capacity exists for scopes of work in excess of A$1 million.
Where an independent service provider confirms that Australian industry capability exists, procurement
entities will advertise relevant scopes of work on ProjectConnect seeking Australian industry expressions of
interest prior to commencing further vendor market engagement.
Woodside will provide a briefing/update to industry at appropriate times within the program where significant
milestones are achieved.
Where required Woodside will develop training material for its staff to understand the requirements of the
Act, use an independent industry capability verification service to assess Australian capability, and utilise the
ProjectConnect website. These training materials may be provided to Woodside’s procurement entities as
appropriate.
Woodside will periodically run an AIP assurance process to ensure appropriate AIP processes are being
followed by Woodside personnel and procurement entity personnel.
5. AIP activities to be undertaken by procurement entities
Woodside as part of tender and award process for engagement of procurement entities will ensure that the
requirements of the Act have been incorporated into the agreement between the parties, include the
requirements in respect of:

Woodside will also require that procurement entities engage with an independent service provider for
documentary advice regarding Australian capacity and capability in respect of key goods and services, and that
they utilise the services of ProjectConnect to advertise for vendor expression of interest.
