MEMORANDUM
To:
Directors of Centers and Institutes
From:
Andrés G. Gil, Vice President for Research
Date:

Re:
Center and Institutes Annual Reports due August 15, 2014
FIU's policy on Centers and Institutes (C&I) states that each C&I “shall produce an annual report,” and that “all
continuing Centers and Institutes will be reviewed on a three- to five- year cycle.” Based on the C&I policy,
review criteria have been established consisting of 1) organization; 2) congruence with Worlds Ahead Strategic
Plan-2010-15 mission: high-quality teaching, state-of-the-art research and creative activity, and collaborative
engagement; 3) support of students; 4) center scholarly productivity; 5) faculty contract and grant activity; 6)
return on investment, and 7) interdisciplinary activities and other contributions.
These review criteria are based on seven C&I activities listed in the policy (http://policies.fiu.edu/files/547.pdf).
Three of the activities noted in the policy are mandatory: 1) respond to the overall mission of the University, 2)
educate students, and 3) show a positive return in investment. In addition, the Board of Governors requires
assessment of the institute’s or center’s progress against defined performance-based goals and objectives within the
context of the institute’s or center’s mission and the university mission (Administrative Assessment Report). In its
evaluation, the Centers and Institutes Evaluation Committee will consider the expectation of FIU’s Center and
Institute Policy which states that “though C&Is are an integral part of the University, their respective missions
should not duplicate those of departments, schools, and colleges. Instead, they should offer programs or
opportunities that cannot be offered effectively through existing structures.”
The review of all these elements leads to recommendations regarding the need for continuation of the institute or
center, possible changes in mission or organizational structure, budget reductions or expansion, change of
classification, and/or status change (active, inactive, terminated).
Using the Centers and Institutes Evaluation Committee's reviews, each C&I scheduled for review this year will be
provided with an evaluation feedback based on their annual reports. This feedback will be a scheduled session
with the Center Director and Committee, followed by the final written evaluation sent to the Director and Dean.
For your information, the scheduled review cycle for C&I’s is presented below. Please note, however, that an
annual report is required each year, regardless of review cycle year.
Dr. Susan Himburg, Director, Academic Planning and Accountability, is available to assist you and your staff if
questions arise regarding the annual report. She can be reached at himburgs@fiu.edu or 305-348-3233. As was
the process last year, reports should be submitted with the signature of the dean to creview@fiu.edu
