Tender, Tender, Uganda, GHG Road Construction, Mechanized Grading Mechanize Road Opening (MRO) Scope of Work (SOW) Background Karamoja is one of the poorest and least developed regions in Uganda with an estimated poverty rate of around 84 percent. The region was previously characterized by conflict and insecurity contributing to widespread food insecurity and high levels of malnutrition, as cattle raids for the last 20 years frustrated the region’s growth. Though security has greatly improved in the past two years, partly as a result of the Government of Uganda’s disarmament campaign, the continued presence of sporadic cattle raids speaks to the need for a long-term solution that deters would-be raiders and aids in the identification of raided animals during sale. Mercy Corps Uganda has been operational in Karamoja since 2009, focusing on support for food security, infrastructure development, market development and peace building. In 2012, Mercy Corp was awarded a new 5-year USAID-funded program, called, Growth, Health and Governance (GHG). As part of this program, Mercy Corps, in consultation with the community, planned to construct a road, so as to ease movement within Karamoja. The road to be constructed is from Kacheri to Lobalangit, and has a total length of 36 km. The objective of this Mechanize Road Opening is to link in trade centers, peace building, health centers, sub-counties and nearby towns to the road network. This SOW describes the tasks/specifications to be conducted by the contractor. ITEM 6.6 Supervision of the Works ITEM 6.7 Site meeting. Deliverables Time Frame The primary assignment will take place during months of April 2015 to July 2015, with a 180 day follow-on (guarantee) period to identify additional defects (projected for October 2015). Repair of final defects will then be completed by the contractor within 30 days of receiving the final defect report (projected November 2015). The final completion report shall be given to the contractor when all defects are remedied, thereby releasing the final retention payment. 2 Supervision and Reporting The contractor shall report directly to the GHG Chief of Party through the Program Engineer on matters of progress and completion of the contract. The District Engineer shall also be involved in approving the quality of the work. Responsibilities of Mercy Corps 1. Advertising and awarding of contract to contractor. 2. Routine monitoring and supervision of work according to work schedule and scope of work. 3. Support contractor to lead them to district technical offices and political office e.g. RDC, LC 5 CAO etc. Qualifications and Experience of Company Mercy Corps will select a contractor with the following qualifications: Registered legal company in Uganda with full necessary documentation/licenses and is tax compliant. Company with competent experience. Company with knowledge of Karamoja soil and work environment Company with relevant office location(s) to conduct specified work in Karamoja Company with adequate financial management systems, human resources, and operational capacity to effectively conduct the specified work within the timeframe and quality standards stated. Bill of Quantities Bill of Quantities (BOQ) for this specified work is provided as Annex 1 of the Tender Application document that must be prepared and completed by all bidders and submitted as part of the application. Site Visit All bidders are required to carry out a site visit to the location of intended road work. A site visit form is provided as Annex 3 of the Tender application document that must be completed, stamped and signed by local authority of the sites, and submitted along with the tender application. Drawings Drawings relating to this SOW and BOQ are provided as Annex 2 & 2.1 of the Tender application document. Access to roads shall be opened in areas where quarries, approved by Engineer for materials including surfacing aggregate, selected filled and other are located away from the road to facilitate the ease of movement for haulage equipment from the site (s) of the works to the quarry site (s). B. The access roads their routes and alignment shall be approved by the Engineer. C. Where such access cross community owned land/ private property, agreement for the access roads D. Shall be obtained from the local authorities/ owners by the contractor and confirm in writing by E. The Engineer. F. In the case of supply of required construction materials (gravel, hardcore, culvert etc) to make the access roads passable, the rate quoted for these items by the contractor shall be full compensation for all activities performed under this item. WORK METHOD: The contractor may choose Labour, Equipment or a combination of both to carry out this item depending on the degree of difficulty of the work. The item consists of the following activities Setting out ( alignment and width) Clearing (Bushes, grass, and trees as required ) QUALITY CONTROL Allow for easy and undisturbed hauling. No test required. MEASUREMENT AND PAYMENT Pay Item Description No. 1.1 Constructing of access roads to quarry sites including maintenance throughout the Working period Unit of Measurement Lump sum Method of Measurement MBC Payment: The Engineer shall effect payment for these items in proportion to the total value of the works performed at the time of preparation of the next payment certificate and following completion of the access roads and upon approval of the works. BILL 2: SETTING OUT AND SITE CLEARING WORKS ITEM 2.1 Clear site of all grass, bushes, trees, and boulder (up to 1.5M maximum girth) and grub all roots of grass and bushes including excavation of top soil from the formation 4 DESCRIPTION: A. This item consist of Bush clearing, according to BOQ Grubbing, according to BOQ Boulder removal up to 1.5 m Excavation of top soil including anthills and other unsuitable materials and depositing in approval location B. The above material shall be deposited well outside the cleared area approved by the Engineer. C. In side- long ground, the above material shall be deposited well outside the cleared area on the lower (valley) side of the road. D. Burning of the cut grass and grubs shall only be allowed if approved by the Engineer in writing (written permission must be sought in advance of any burning activities). WORK METHOD: The contractor shall apply labour method of work for this item. The item consist of cutting the vegetation, digging out the roots, excavating the top soil, loading in to wheelbarrow all material and other surface litter, hauling and deposing the same away from drains and the cleared area. Boulders with a maximum girth of not more than 1.5 M can be loaded in to wheel borrow and deposited outside the cleared. In case where structures and scour check are to be constructed using rubble stone, the contractor is advised to stockpile boulder neatly so that these stone may be available for use. QUALITY CONTROL Cleared areas to be free of organic materials and boulder as specified and all work to be checked by the Engineer. DESCRIPTION: A. This item consists of the setting out of the geometric of the centre line of the road at 10 M intervals, by using appropriate method. B. Chainage reference pegs shall be placed at 20 metre interval at both edges of the area to be cleared from bush. C. This item consists of setting out working and material deposit and disposal areas for all activities as described in the BOQ. D. This item consists of setting out of the alignment, dimension, and levels for the drainage structure. WORK METHOD: The contractor will supply labour method of work for this item, Setting out shall be done using simple measuring aids, including tape measure, ranging rods line and level, strings and pegs, template and profile boards. The contractor shall use the drawing provided by the Employer and the reference points, lines and level provided by the Engineer to determine the location of the road centre and measures related to structural works. QUALITY CONTROL Centre line pegs set at 10 metre interval – to be approved by the Engineer. Chainage reference pegs set and marked at 20 metre intervals on both side of the road way 1 metre outside the clearing width – to check by the Engineer. MEASUREMENT AND PAYMENT Pay Item Description No. 2.2 (Re) Establishment of road alignment and setting out of road work. Unit of Measurement Linear metre(m) of the road length Method of Measurement AWD Payment: The Engineer shall effect payment for these items in proportion to the total value of the works performed at the time of preparation of the next payment certificate and following completion of the access roads and upon approval of the works. BILL 2: SETTING OUT AND SITE CLEARING WORKS ITEMS 2.3 Cut and remove form site trees (up to 1 m girth), including removal of stumps and roots DESCRIPTION: The item includes the felling of the trees up to 1 m girth within previously cleared areas including removal of their stumps. The girth measurement shall be taken 1 m above the ground. The cut material shall be deposited well outside the cleared area at location 6 approved by the Engineer. Burning of the felled trees and tree cutting shall only be allowed if explicitly approved by the Engineer. WORK METHOD: The contractor may choose to use Labour, Equipment or a combination of both to carry out this item depending on the degree of difficulty of the work. Trees may be cut using hand saw, bow saw, axe, or chain saw. Care must be taken when felling trees, unauthorized persons shall not be allowed within the vicinity of the site. Timber from trees can be loaded in to wheelbarrow and deposited well outside the cleared area. Timber from the cut trees may be scour check, setting out pegs and for the construction of water barriers and deviations. QUALITY CONTROL Cleared areas to be free from trees as specified 2.3 above and checked by the Engineer. MEASUREMENT AND PAYMENT Pay Item No. 2.3 Description Cut and remove form site trees (up to 1 m girth), including removal of stamps and roots Unit of Measurement Number (No.) of trees Method of Measurement MBC Payment: The Engineer will effect payment for the actual number of trees felled and cleared for any cleared road length in the following payment certificate upon approval of the works. 7 BILL 3: EARTH WORKS Item 3.1 Opening the construction (new roads construction) Item 3.2 Rehabilitation of existing road formation Item 3.3 Reshaping of existing road formation including watering and compaction DESCRIPTION: A. Item 3.1 shall be applied to new construction of road. Items 3.2 and 3.3 shall be applied when the existing road requires reshaping only, not to disturb the existing formation. B. The cross –section and measurements to be applied shall be in accordance with the design standard as specified in the Drawings for this this contract and as instructed by the Engineer. C. Fill materials required for camber formation shall be taken from the side drains, if suitable and approved by Engineer. Widening or deepening of the side drains may be required to obtain sufficient material. D. Compaction shall be carried out with a self-propelled roller with approved total weight and dimension. A minimum of 6 (six) passes for compaction shall be applied. The fill layers to be compacted shall not exceed 15 cm loose and the soil shall be watered before compaction take place. E. The camber of the compacted formation shall have a cross fall of no less 8% and maximum tolerance of +/- 1% when checked with a chamber board. WORK METHOD: The contractor may choose Labour, Equipment or a combination of both. to carry out this item depending on the degree of difficulty of the works. Compaction, however, shall be carried out using approved compaction Equipment. Using Equipment for opening a new road/ reshaping Scarifying of new road formation to a minimum depth of 100cm with grader ( towed or self-propelled) Add extra fill material borrow from the side drains as required Spreading to require levels and camber cross fall with grader. Watering Compacting the formation with self-propelled roller. QUALITY CONTROL Visual inspection of all of these works and their approval by the Engineer are required to ensure full quality standard of carriageway, camber compaction and side drains and off shoot are in place. BILL 3 EARTH WORKS ITEM 3.4 Rehabilitation of the existing road formation. Item 3.5 Opening of side, mitre, catch water and specified drains DESCRIPTION: A. This item shall be applied when the existing road formation requires reshaping only, not new road. B. The item includes opening and re-excavation of the side drain, mitre drains, catch water drain and specified drains C. The measurement to be applied shall be in accordance with the design standards instructed by the engineer. WORK METHOD: The contractor shall apply labour methed or machine for new road. The item consists of the following labour activities. Opening / re-excavation of the side drains, Shaping of the back slopes Opening of mitre drains may as instructed by the Engineer to the correct dimension and gradient, opening catch water drains. All excavation material to be deposited on the lower side drains. QUALITY CONTROL Quality control test for this item shall be carried out together with the test required for drain dimensions. Visual inspection of all of these works and their approved by the Engineer are required to ensure full construction of the drainage system. Items 3.6.1 Preparation of borrow pit(s) consisting of clearing from vegetation and removing topsoil. DESCRIPTION: A. The Engineer shall approve quarries and their extent of exploitation. B. The contractor shall carry out respective negotiations with the land owners and communities. C. Before gravel can be excavated, quarry areas and adjacent where topsoils will be stockpiled have to cleared from all vegetation. Topsoil has to removed and deposited in order to use it again to reinstate the quarry at the end of work. D. The items consist of removing vegetation, crops, roots, stumps, trees boulder etc. from the gravel excavation area and topsoil (overburden) to deposit area as shown in the drawing and/or as directed by the Engineer. Waste materials shall be dumped at places approved by the Engineer. E. The item also consists of excavation of top soil (overburden) including loading, hauling and stockpiling at approved location(s). WORK METHOD: The contractor may choose Labour, Equipment or combination of both to carry out this item depending on the degree of difficulty of the works. The work for this item may be carried out consisting of the following: Remove fences and structures from quarry and topsoil deposit areas. Cut grasses and bushes Cut trees and remove stamps Grub roots Haul deposit cut vegetation and debris outside the cleared areas at approved locations. Burn deposit materials if approved by the Engineer, excavated topsoil layer Load topsoil and haul to approved stockpile locations Stockpile neatly so that it can be reused for reinstatement of the quarry. The item include the excavation of the fill material from approved borrow areas. Loading and hauling, filling, gravelling in layer not exceeding 15 cm (150mm) loose, watering and compacting C. The measurement to be applied shall be in accordance with the design standard as specified in the drawing. WORK METHOD: The contractor may choose Labour, Equipment or combination of both to carry out this item depending on the degree of difficulty of the works. The work for this item may be carried out consisting of the following: Remove fences and structures from quarry and topsoil deposit areas. Cut grasses and bushes Cut trees and remove stamps Grub roots Haul deposit cut vegetation and debris outside the cleared areas at approved locations. Intervals at which scour check are constructed depends on the gradient of the drain. The excavated material shall be deposited well outside the trenches and spoil material shall be deposit as and were directed by the Engineer. The excavated material may, where suitable, be utilized for backfilling as approved by the Engineer. E. Suitable and effective drainage shall be provided for foundation trenches to prevent ingress of water in the excavations and to keep the trenches dry. F. No work shall be paid before the excavation dimension, depth and finishing has been approved by Engineer. G. The contractor shall take necessary precaution to safe guard the stability and safety of excavation WORK METHOD: The Contractor shall apply Labour, equipment or combination of both to carry out item depending on the degree of difficulty of the work. C. Culvert head and wing walls out apron are not included in this item but are covered in items 4.5 and 4.6 D. The culvert pipe shall be of concrete/steel. The Engineer shall approve the type of concrete/steel culvert pipe rings and supplies. A sample culvert may be provided prior to the commencement of work for approval by the engineer. E. The culvert gradient including the outlet shall be minimum of 2%. F. Backfilling shall be down with the approved materials and compacting of layer not exceeding 15 cm loose. G. The ramp shall be shape to achieve a minimum over fill of 3/4of the pipe diameter. H. The disposal of the surplus material shall be done at locations approved by the Engineer. I. On the high traffic road, excavation of trench and lying of pipe ring shall be carried out in stage to allow vehicle to pass. Installation work has to start from the outlet side, adequate signs shall be provided. This item consisting of: - Demolish the existing structure. Either using labour or equipment - separating the good stone or concrete block from the debris to be re used on the new structure work - Loading of debris and hauling to approve dumping location. QUALITY CONTROL Demolishing work and dumping as instructed. Were the structure is to be place with new structure, the equivalent volume of excavation perform in this item shall be taken in to account when determine the unit rate for 4.3 and 4.4. Where the demolished structure is not to be replaced, the equivalent volume of excavation performed in this item shall be filled in accordance with item 3.3. The bonding shall allow a minimum overlap of ¼ stone lengths. The biggest stone shall be in the bottom layer of the wall. WORK METHOD: The Contractor shall apply Labour method of work for this item. The work for this item may be carried out consisting of the following activities. - Collect stones of minimum 20kg weight and of good quality as required by the drawing or as directed by the Engineer. - Build masonry wall as per the drawing and/ or as directed by the Engineer. - Backfill in layer where never one course of stone has been placed. - If instructed provide the wall with a cement mortar crown. - Protect completed work from the direct sunshine for at least 14 days and keep wall crowns and apron wet for 7 days. Formwork will be requiring for concrete work of structures as specified in the drawings. False work shall be part of the formwork in case were this is required e.g. box culvert slab or decks for small bridges. B. The term consists of providing all materials for formwork and false work, erecting the false work and formwork and after curing of concrete, removing it. C. False work shall be constructed as specified in the drawing and as directed by the Engineer. D. Formwork shall b sufficiently rigid to maintain in their correct position, shape and profile and shall be such tight construction the concrete can be paced and compacted without undue leakage of the mortar component of concrete. E. The formwork construction shall permit accurate erection and easy stripping without shock or damage to the cast concrete. F. All external corners shall chamfered by fillet strips being fixed in to corner of the formwork. G. Formwork for wall, vertical sides of slab, and pillars can be removed after 24 hours. H. False work and formwork for soft of beam and slab shall not be removed until after 28 days of curing. I. ITEM 4.8.2 Weld mesh. DESCRIPTION: A. Reinforcement for any concrete work shall be as specified in the drawing and as directed by the Engineer. B. The item includes supplying the reinforcement of specified strength and quality shown on the bending schedule and in fixing the reinforcement. C. Reinforcement shall be cut and or bent to the dimension shown on the bend schedule and in accordance with the drawing or as directed by Engineer. D. Reinforcement shall be position as shown on the drawing and shall be firmly secured in the position by trying with annealed. E. Reinforcement shall be clean from dirt and oil. F. No concrete shall be cast unless the reinforcement including formwork has been checked and approved by Engineer. WORK METHOD: The Contractor shall apply Labour method of work for this item. The item includes supply approved hard materials, placing and compacting C. The longer dimension of the hardcore stone shall not be less than 20cm and smaller dimension not less than 10cm. D. The stones shall be placed up right and packed as close as possible. Voids shall be filled with smaller stones. E. The hardcore layer shall be compacted using a hand operated vibrating roller. F. No concrete shall be cast unless the hardcore bed has been checked and approved by the Engineer. WORK METHOD: The Contractor shall apply Labour method of work for this item. However, compaction shall be carried out using a vibrating pedestrian roller. The work for this item may be carried out consisting of the following activities. - Supply hard core stones. - Place the stone up right and wedge them with smaller stones, - Compact with pedestrian vibrating roller – fill additional void with smaller stones - Ensure a uniform and level surface is achieved. This item consist of providing concrete materials, mixing, placing and curing concrete for structural work as specified in the drawing and as directed by the Engineer. B. Class lean (1:4:8) is concrete used for building. C. Class 15 (1:3:6) is mass concrete usually without reinforcement. D. Class 20 (1:2:4) is structural concrete with reinforcement. E. Structural concrete will be sampled, tested, and approved by the Engineer. F. Sand for concrete mixing shall be clean river sand, free from dust, lump. Soft or flaky particles, organic matter. G. Aggregate shall be well graded and free from organic materials. H. Water shall be clean and free from oil and shall not contain any impurities that may affect concrete durability. I. The water/cement ratio shall not be more than 0.5 J. Concrete work for large structure shall be carried out as specified in the drawing and as directed by the Engineer. K. Cast concrete shall be protected from sunshine for 14 days, and properly rested. L. Concrete slab and wall crown shall be kept for 7days. M. No concrete shall be cast unless the formwork, reinforcement and hard core bed have been checked and approved by the Engineer. WORK METHED The contractor shall apply Labour method of work for this item. Mixing shall be done using a mechanical mixer and compacting using vibrating poker. The work for this may be carried out consisting of the following activities:- Supply approve cement, sand and aggregate - Mix concrete using labour or mechanical poker - Cast concrete in equal layer not exceeding 30 cm. - Compact or vibrate concrete - Protect concrete from direct sunshine for 14 days and - Keep slab and wall crowns wet for 7 days MEASUREMENT AND PAYMENT Pay item No. 4.10 Description Provide cast and cure concrete in class. 21 Unit of Method of measurement measurement Cubic metre AWD (m3) Payment: The Engineer shall effect payment of completed formwork and cast concrete work in the following payment certificate upon approval of the works. Gabions are welded-wire boxes filled with stone, and may be used as components of structure, to be used as retaining walls and for erosion protection. B. The item includes supplying the gabion baskets, placing, and filling the basket with stones as specified and approved by the Engineer. C. Gabion baskets are supplied in different sizes. The correct size to be used shall be specified in the drawing and/or, as directed by the Engineer. D. Gabion baskets shall be tied together with 3 mm galvanized wire securing all edges at 15 cm interval. E. Filling shall be done with stones of similar size and shape as used for dry stone masonry. The stones have to be packed as constructing a dry stone masonry wall ensuring adequate bonding. WORK METHOD: The Contractor shall apply Labour method of work for this item. The work for this item may be carried out consisting of the following activities. - Supply gabion baskets of the specified size. - Collect stones of size and shape which allows dry stone masonry - Place the gabion basket in excavated foundation trench (item4.2) - Assemble the gabion basket 4.4.1 - Fill gabion basket with dry stone masonry. - Close gabion and secure lid – continue with next gabion course. - Backfill the gabion after each course (item 4.14). DESCRIPTION: A. Stone pitching is required to protect soil surface from erosion. This may be in drain on slopes or river bank. B. The item consists of leveling the area to be covered with stone pitching, collecting stones, laying stones, mortaring the joint and constructing weep holes. C. The area to be covered with stone pitching shall be trimmed to level and slope indicated on the drawing, and as directed by the Engineer. The prepared surface shall be firm and well compacted. D. Stone shall be put in full contact with the surface and bedded in to mortar (grout) of mix 1:4 and at a minimum thickness of 150 mm. E. The mortar shall be troweled off flush with the surface of the stones. F. Weep holes shall be provided to stone pitching on slope at an average frequency of one per square meter, unless otherwise directed by the Engineer. G. The surface of the stone pitching shall be protected from direct sunshine and kept moist for 7 days. WORK METHOD: The Contractor shall apply Labour method of work for this item. The work for this item may be carried out consisting of the following activities. - Supply cement and sand for grouting and mix mortar (water/ cement ratio =1.4), - Trim and level area to be covered and compact where necessary, - Place stones in mortar and trowel surface flush with stone, - Construct weep holes (use stacks or banana stem of min. 10 cm diameter, - Cover stone pitching area to protect from direct sunshine and keep for 7 days. This item consists of excavation, loading and hauling of approved selected material, backfilling, watering and compacting. C. Material for backfilling has to be approved by the Engineer. Where materials from the excavation (Item 4.2) meet the specifications, this may be used as backfill material provided it has been approved by the Engineer. D. The backfill material shall be filled in layer not exceeding 15 cm E. Each layer shall be compacted with hand rammers for backfill of retaining wall and wing walls, gabion, etc, and equipment for approached to structures, the material to be all compacted shall watered where necessary F. Backfilling shall not be done until after 14 days from the date when the cement bound masonry of concrete walls were constructed/cast. G. Stone filter behind wall be placed as specified in the drawing and as directed by the Engineer. This item consists of. - Excavate approved materials and stockpile. - Load and haul - Off load and spread in layers not exceeding 15 cm loose - Water if material is too dry until approximate optimum moisture content is reached. - Compact with hand rammer all fills behind retaining wall, compact with pedestrian vibrating roller all fill on approaches of structures. - Care to be taken during compaction so as to not damage the structure. DESCRIPTION: A. The Engineer shall approve quarries and their extent of exploitation. The quarries shall be allocated to the contractor prior to commencement of works. The contractor shall carry out respective negotiations with land owners and the communities. B. Before gravel can be excavated, quarry areas and the adjacent areas where topsoil will be stockpiled have to be cleared from all vegetation, fences and structures. Topsoil has to be removed and deposited in order to use it again to reinstate the quarry at the end of the construction work. C. The item consist of removing all the vegetation, crops, trees, roots, stumps, boulders, fences, and structures from the gravel excavation area and topsoil (overburden) deposited in areas as shown in the drawing and as directed by the Engineer. Waste material shall be dumped at a places approved by the Engineer. The Engineer may allow burning of waste material upon approval. D. This item also consists of excavation of topsoil (overburden) including loading, hauling, and stockpiling at the approved locations. E. Final restoration of the quarry site(s) is covered in item 5.3. WORK METHOD: The Contractor shall apply Labour, Equipment or a combination of both to carry out this item. Depending on the degree of difficulty of the work. The work for this item may be carried out consisting of the following activities. - Remove fence and structure from quarry and topsoil deposit areas. - Cut grass and bushes, cut trees and remove stumps, grub roots, remove and stockpile boulders. - Haul and deposit cut vegetation and debris well outside the cleared area at approved location. - Burn deposit material only when is approved by the Engineer. - Excavate topsoil, load topsoil and haul to approve stockpile location. - Stockpile topsoil neatly so the it can be reused for reinstatement of the quarry. Bill 5: ITEM 5.2 GRAVELLING AND COMPLETION WORKS Excavation gravel, remove boulders, stockpile, load, haul, offload, spread, water and compact. DESCRIPTION: A. The item includes all operations required to win gravel and to lay the gravel road surface layer. In particular the item consists of excavation, stockpiling, loading, hauling, offloading, spreading, watering and compacting. B. The gravel shall be excavated from quarries approved by the Engineer. It is the contractor obligation to inform the Engineer in case that the quality/ availability of the gravel changes during the course of excavation. C. Excavation and stocking of gravel shall be carried out as specified. D. Rehaping of the formation surface may be required before the gravel can be placed, where required, this activities is covered in item 3.1. E. Where there remain a residual gravel layer from previous gravelling operation, this residual layer shall scarified to a depth of not less than 10cm in order to provide a bond between the old and the new gravel materials. Scaritication, where required, with be include in the unit rate for this item. F. Oversize stone and boulders shall be removed from excavated gravel and deposit outside the quarry at location approve by the engineer. Such stone and boulders may be reused for structures. G. Offloading shall be done by tipping or throwing the material uniformly in to spreading boxes set out with pegs and string as specified. The compacted thickness of the layer will beas specified in the drawing and as directed by engineer. H. Spreading of the gravel shall be carried out by Labour or machine method to ensure uniform thickness of the layer and camber cross-fall as specified. Spreading also include removing or crushing of all oversize material as directed by the Engineer. I. Compaction shall be carried out with self-propelled or towed roller with approved total weight and dimension. A minimum six (6) passes of compaction shall be applied or until not roller imprint on the surface can recognized. The gravel layer to be compacted shall not exceed 20 cm loose and the gravel shall be watered before compaction take place in order to achieved require moisture. J. The camber of the compacted formation shall have a cross fall of not less than 8%. WORK METHOD: The Contractor may choose Labour, Equipment or a combination of both to carry out this item. Depending on the degree of difficulty of work. Excluded are: spreading of the gravel layer which shall be done using labour only and compaction which shall be using equipment. The work for this item may be carried out consisting of the following activities. 27 - Excavate gravel and stockpile ready for loading, remove oversize stones and boulder, haul to location located for depositing, load gravel and haul to the site. Where necessary appropriate protection measure may be taken to avoid erosion of the spread topsoil layer. C. Grass and trees may be replanted as directed by the Engineer. D. Adequate drainage provisions shall be made to protect excavation areas. E. The cred by this contractor shall maintain the whole of the work covered by this contract until the end of the Defect Liability period and until the road section is officially handed over to the Employer. The contractor shall carry all the maintaining activities required to retain the work in the condition as built ordinary routine maintenance activities may be sufficient and consist of: keeping the drainage system including the drain, culvert and structures, open at the all time, reshaping of the carriageway including filling of the ruts and pothole, raking of loose gravel from side drain and shoulder to carriageway, and controlling vegetation. C. Maintain activities shall be carried out on a continuous basis and must be attended to at least on a weekly basis. The exact input of resources and operation will depend upon the actual maintenance requirement and on the advice and direction by the Engineer. D. Maintenance operation and their organization shall be used as a demonstration for the respective community on how to manage and carry out routine maintenance work using labor-base method. WORK METHOD The contractor shall apply labour method of work for this item, using either a length –person system or gangs of labour. The work for this item may be carried out consisting of the following activities: - Remove debris and silt from all drainage channels culvert and structure: - Rake loose gravel from shoulders and side drain back on to the carriageway. - Fill ruts potholes, erosions gullies and depression with gravel and compact - Control vegetation e.g. grass cutting grubbing, etc. - Repair defective scour check and/or add one were required. - Repair minor defects on structure. Fundamental principle for ensuring community participation is to ensure that development activities are implemented in the most transparent manner. B. One of the ways of doing so is to involve the stakeholder in various implementation processes. At the sub-county level, the “stakeholders” are the benefiting communities where the work is taking place. C. To ensure all stakeholders follow closely what is taking place in their sub-county, there is need for regular meetings with the stakeholders mentioned above. D. Other entities that may participate in these meetings are relevant district staff 33 (community development offices, Gender office, Environment offices, labour office, and District Engineer office, among others). Meeting would take place on site or near. E. The further principle for ensuring community participation is promoting the use of local resources, particularly Labour. This includes promoting the participation of women, and to encourage their working side-by-side with men. This is likely to lead to sexual relationships, and the potential promotion of sexual transmissions of HIV and other sexually-transmitted diseases (STDs). To address this potential problem, meetings will be held at the sites to sensitize workers to sexual-disease transmissions, and the prevention of HIV and STDs. Sensitization meeting will be facilitated by health workers from the health sub-district. F. This item covers the following cost for all the above mentioned meetings: - Fuel for transport of one vehicle from the district to site of work - Lunch allowance for the official representative of the sub-county or selected work committee - Other small item(s) required for undertaking and recording the minutes of the meeting, including stationary etc. G. The lump sum provision for this item shall be under the discretionary control of the Employer.
