NEW ZEALAND FIRE SERVICE Transalpine Fire Region DATE VERSION Recovery Plan Sitrep 005/2011 SUBJECT: REGION UPDATE TO TransEoc, IMT, Black Watch, Southern Comcen, NHQ, Transalpine RMT, All regions. quake1@fire.org.nz ISSUED BY 22/03/2011 1.0 Roel Dijkstra - Recovery Manager Introduction: Following a 6.3 earthquake on 22 February and substantial damage to the Transalpine region head quarters buildings and facilities, the region's functions were carried out on site for a period of time setting up and manning the Transalpine EOC, as well as dealing with the large incident. Help was gratefully received early on enabling the Region staff to withdraw after a week from both arenas and concentrate on setting up the running of the region's BAU and recovery plan. Actioned: 1. 66% of the outstanding 3811 incidents in SMS have now been signed off and closed. It is anticipated that the remainder will be completed by mid April. 2. The Community Risk Reduction group have scoped a plan to encompass their items of the Recovery Plan. Areas of responsibility have been allocated and prioritised. Several avenues of support are being explored as to keep the NZFS profile high in the community. 3. Kim Peterson has returned to Christchurch to start facilitating Region HQ repatriation to the portacoms in the Region car park. 4. USAR base in Latimer Square has been decommissioned. Once the Cache are restored staff will be stood down for a time before recommencing shift duties anticipated to start next week Thursday. 5. Fire Station maintenance is addressed by John Scoble as per scheduled work. Earthquake related damage is addressed by Suzanne Price including regular inspections following after shocks, Engineers reports as to building status, and possible alternate facilities from which to conduct NZFS business. (This includes facilities for Region.) 6. Although operating in a BAU mode some functions and Area structures had to be adapted to accommodate the implementation of some aspects of the Recovery Plan. 7. FRM Rob Saunders has taken over the role of IC Fire and media liaison. 8. City station has partly been restored to operational use with use of appliance bay to house appliances, east block offices and sleeping rooms for a single crew. The remainder of the crews are facilitated at Foley Towers for sleeping and showers. Page 1 of 2 9. Yard at City Station has been restored to full usage with cache being locked away for stock take and storage. 10. Received a list of red and yellow stickered buildings, cross referenced against CCC addresses. It also includes building demolished or cleared for demolition. This still requires further confirmation before any ICAD data is changed. 11. Carterton's water tanker is housed again at city station with two further tankers located in the eastern suburbs to augment water supplies for fire fighting. 12. Additional telephones and computer connections have been livened up at Mid Canterbury Area office providing a temporary site for Region HQ as per BCP or as a possible Region EOC. 13. VOIP is to be installed for the immediate region staff with one phone for the administrators in South Cant and West Coast. Phone numbers will change, further notification to be sent out when this is determined. 14. Kims office is up and running as initial Region HQ and administration office for all enquiries and all mail drop off and pick up [currently land line remains the same]. Please note there are no couriers able to get into the ‘red zone’ so all couriers are being taken out once a day to the Rangiora Area Office [Level 1, 8 Durham Street, Rangiora] to be couriered from there and we have advised staff to get couriers delivered to this office, or Harewood station for Kilmore Street couriers for easy collection. 15. Kitchen facilities have been restored on Chester Street Site along with meeting room capability. 16. Paul Henderson will be checking tomorrow the layout and ongoing needs of the original portacom set aside for the Community Risk Reduction group. 17. Invoicing from Quake is on track with all invoices received and processed by Kim and couriered to Tania Hechtl on a daily basis. Currently there are no outstanding invoices at Chester Street. Planned: 1. After a week's leave Dan Coward is to return to his duties as Area Manager Christchurch on 29 March. 2. Community Risk Reduction Group to relocate to Region HQ so as to be closer to the areas where most of their work is. This will happen when staff that work from the Mid Canterbury Area office will be released from their operational roles in USAR second week in April. 3. Kim is having a meeting today at 3pm with all personnel on site to determine what needs to be salvaged from original Region HQ and storage needs required. 4. Woolston fire station crews are to be housed in portacoms, necessitating the shifting of the turnout system and connecting various utilities to them. 5. Medium to long term plans will have to be given serious consideration in relation to NZFS properties at City Station, Woolston Station and Region HQ and where they are to be located. 6.
