Application for Short Term Consultancy Assignments Provision of Technical Services in Various Fields with Relevance for Renewable Energies and Energy Efficiency Indian Ocean Commission The Indian Ocean Commission recently launched its Regional Programme for Renewable Energies and Energy Efficiency (ENERGIES). The IOC is inviting individuals and organisations with expertise in related fields to file an application with ENERGIES. Applicants should be based in the Indian Ocean Region or have relevant experience in the region. ENERGIES is a three-year (2014-2017) initiative financed by the European Union through the 10th EDF. Participating countries include Comoros, Madagascar, Mauritius, Seychelles, and Réunion (France) which is taking part in the Programme with separate funding. ENERGIES has the following objectives and results: General objective: Access to modern, reliable and sustainable energy services at acceptable cost for the consumers increased. Specific objective: Conditions for the development, investment and sustainable management of renewable energy and improvements in the efficiency of energy use improved. Expected results: Result 1: A regional IOC strategy on Renewable Energy and Energy Efficiency (RE/EE) is agreed and implementation started. Result 2: A RE/EE promotional campaign and advocacy plan is developed, agreed and implemented. Result 3: The regulatory and business environment for RE-based grid-connected electricity generation has been improved, and wind and solar resource data bases developed. Result 4: Call for Proposals (CfP) for Government agencies and private investors on decentralised RE systems launched and implemented. Result 5: Energy efficiency standards and labels for buildings and household appliances developed. To implement its activities, ENERGIES will regularly engage consultants to be selected through a competitive process. Requests for consulting services over the next 3 years are foreseen in the following areas: 1. Consulting Services for Programme Results: 1.1. Strategic planning and policy formulation 1.2. Planning/design and management of public awareness/sensitisation campaigns 1.3. Policy/legislation analysis and development in the fields of RE/EE 1.4. Training/backstopping of applicants in project proposal preparation for EU-funded CfPs 1.5. Energy audits 1.6. Energy efficiency 1.7. Energy efficiency buildings codes /bioclimatic buildings 1.8. Energy standards and labels for household appliances 2. Technology Service Providers and/or Consultants for Potential RE Projects 2.1. Solar PV / thermal and energy storage 2.2. Wind energy 2.3. Biogas energy and biogas-based waste and sewage management 2.4. Production and utilisation of biofuels (biodiesel, bio-ethanol, straight plant oil) 2.5. Biomass / woodfuels (wood ; organic waste and residues, from agricultural or other wastes (sugar mill residues, rice residues, organic waste….) 2.6. Improved wood/charcoal burning equipments (for domestic and commercial use ; improved stoves). 2.7. Renewable energy solutions for transport and traffic 2.8. Geothermal energy generation 2.9. RE hybrid solutions for mini-grids 2.10. Feasibility studies for RE/EE projects 2.11. RE/EE project monitoring and evaluation and impact assessment (environment and socio-ec.) 3. General Services 3.1. Training needs assessment and identification of training opportunities 3.2. Translation from French to English and vice versa 3.3.
