JOB SPECIFICATION 1. JOB TITLE PBO Internship Programme Assistant Finance/Economics/Policy Analyst 2. MAIN PURPOSE AND SCOPE OF THE JOB Assistant Finance Analyst: The successful candidate will provide financial analysis support to the PBO Finance Division during the budget process, to enhance the performance of the Parliamentary Budget Office. Assistant Economic Analyst: The successful candidate will provide economic analysis support to the PBO Economic Division, through the application of economic theory and knowledge, to enhance the performance of the Parliamentary Budget Office. Assistant Policy Analyst: The successful candidate will provide policy analysis support on government policy priorities and implementation, therefore determining fiscal demand, to the PBO Policy Division to enhance the performance of the Parliamentary Budget Office. 3. POSITION IN ORGANISATION Reports To: Deputy Directors 4. DUTIES AND KEY RESPONSIBILITIES Support the development of knowledge products including: reviewing, editing and formatting final versions; Support preparations for the launch and dissemination of knowledge products; Attend selected committee meetings or plenary debates as an observer to report back on any matters relevant to the PBO; Assist with administration relating to outputs; Assist with general administration (attend team meetings, draft minutes of meetings, prepare background documents, make training and travel arrangements, etc.); Assist in obtaining relevant literature for research and writing short briefings (one page documents on a particular issue in line with the committees’ work); Liaising with key individuals or other structures of Parliament (committee section, content advisors and research unit); Managing the Alfresco (activity) calendar; Support other tasks as required. 5. QUALIFICATIONS Graduates (Honours/Masters) in public policy, public finance, accounting, economics/development economics/econometrics and related fields. 6. KNOWLEDGE AND EXPERIENCE Familiar with the Money Bills Amendment Procedure and Related Matters Act Sound knowledge of the Finance Management of Parliament Act (FMPA) Sound knowledge of the Public Finance Management Act (as amended) Advanced writing, analytical and quantitative skills Ability to work independently and methodically In-depth knowledge and expertise in public finance, policy analysis and economics Knowledge and understanding of prevailing socio-political issues in South Africa Knowledge and understanding of sensitivities within the political environment Knowledge of legislative framework Advanced skills in Microsoft office suite (outlook, word, excel and PowerPoint) Ability to understand fiscal policy, budget policy process, econometrics and modelling Economic analysis skills Sound research and reporting skills Well versed in economics and issues surrounding the national budget process; 7. Willingness to contribute to projects on a broad spectrum of subjects; SKILLS AND ABILITIES Ability to work as part of a small team; Ability to undertake basic administrative tasks; Excellent oral and written skills in English, including attention to detail; Ability to research and present information concisely; Basic computer skills including working knowledge of email, search engines and the internet; The ability to work independently, but also contribute to team projects; Ability to work under pressure and prioritise effectively; Solid analytical and numeracy skills; Proven organisational skills and capacity to solve problems; The ability to work in a sensitive and confidential manner; Eagerness and ability to learn quickly and adapt to new and evolving challenges.
