NOTES FOR SUPPLIERS
Introduction
The purpose of this questionnaire is to enable Skegness Town Council to satisfy
itself that the supplier has the resources and ability to perform the contract
satisfactorily. The information that you provide will assist the Town Council in
deciding which suppliers to short-list to invite to tender for the Contract to maintain
the Council’s Cemetery and closed Burial Grounds.
Overview of Process
A two stage procurement process is being used.
Stage one of this process comprises this pre-qualification process, designed to
identify and shortlist suitable potential suppliers. Stage two will be the formal tender
process involving those organisations identified and selected from stage one.

Evaluation of the Pre-Qualification Questionnaire
All completed Pre-Qualification Questionnaires received will be evaluated by the
Town Clerk and a selection of Councillors appointed by Council, in order to compile
and agree a select list of tenderers.
Applicants are further advised that any contract(s) resulting from this procurement
exercise will be subject to conditions which require the contractor, as an employer, to
comply with all statutory obligations to staff (and to applicants for employment) under
all equality and non-discrimination laws (and amendments thereto) and with any
statutory instruments, orders, guidance and codes of practice made thereunder.

The requirement
This overview is provided to assist potential suppliers in deciding whether to proceed
with their application, and to assist them in completing the Pre-Qualification
Questionnaire. Please note, this is not an invitation to tender (ITT) and competitive
bids are not yet sought.
The Council reserves the right to change the specification or stop the tender process
at any time up until the award of contract.
The Contract to mark and dig graves is expected to encompass the following
elements:








Liaison with the Town Clerk’s office to identify reserved and new grave plots
and to physically mark out graves in accordance with cemetery regulations
and procedures.
Liaison with Funeral Directors as required ensuring a smooth funeral process.
Dig or supervise the digging of graves (if undertaken by third parties) ensuring
compliance with laws and regulations.
Ensure all health and safety regulations relating to grave digging are met.
Attend to the refilling of graves after funerals.
Identifying existing graves as required
Meeting and showing prospective purchasers of reserved graves the location
of plots
Mark graves for monument and memorial installation, liaising with
Monumental Masons and supervising the installation to ensure it complies
with the Cemetery Regulations.
Regularly report back to the Town Clerk’s office, grave ground conditions,
memorial installation information and other information relating to each grave.
It is anticipated that each year there will be approx:50-75 full interments
20-30 ashes interments
20-30 grave reservations
50-100 monument installation/changes
.
Please note: This contract may be let as part of the Cemetery Maintenance Contract
if the Council deem this to be the most appropriate way forward following the
response to the expressions of interest.

To enable the Council to assess your organisation's suitability to become a prospective
contractor, it requires you to provide all of the information requested in this PreQualification Questionnaire.

In order to simplify this process, you do not need to provide supporting
documents, for example, accounts, certificates, statements or policies with this
questionnaire, unless specifically requested to do so. You may also be asked to
further clarify your answers or provide more details.
Failure to complete the Pre-Qualification Questionnaire in full may result in
your application being rejected and not being considered for inclusion in the
list of organisations or persons invited to tender. The questionnaire must be
completed even if your organisation has previously submitted a Pre-Qualification
Questionnaire to Skegness Town Council.
Do not assume that those evaluating the Pre-Qualification Questionnaire will know
details of your organisation and so ensure your answers fully answer the questions.
Please endeavour to keep your answers concise and contained within the space
provided. Where insufficient space has been provided in this document, the applicant
may append additional pages, although this should be supplied only where
unavoidable or where we have specifically requested it. Separate sheets and
supporting documents should be clearly marked with the contract title and the number
of the question to which it relates.
If you are completing this document in electronic format you may enlarge the answer
boxes to ensure you have sufficient space to respond. Please do not alter or amend
the Pre-Qualification Questionnaire in any other way.
Any information and/or documents submitted in response to this questionnaire must
relate to the applicant only, the applicant being the organisation which it is proposed
will enter into a formal contract with Skegness Town Council if awarded the contract.
The information that you give forms part of the legal representations of your
organisation during this tender process. Any findings of misrepresentation may
result in any subsequent contract being terminated.
Prospective tenderers should be aware that canvassing will lead to disqualification.
Confidentiality
All information provided to the supplier by the Council shall be regarded as
confidential and used only to prepare a response to any clarification questions. The
questionnaire remains the property of the Council and must be returned or destroyed
upon demand.
Freedom of Information
The supplier acknowledges that the Council is obliged under the Freedom Of
Information Act (FOIA) to disclose information, including information relating to this
opportunity, to third parties, subject to certain exemptions. The supplier further
accepts and acknowledges that the decision to disclose information and the
application of any such exemptions under the FOIA will be at the Council’s sole
discretion PROVIDED THAT the Council shall act reasonably and proportionately in

exercising its obligations under the FOIA as to whether any exemptions under
