Terms of Reference:
Cross Border Animal Health Committee
To support the MoU between the Directorate of Veterinary Services and MAAIF
1. Goal of the Committee:
1.1.
Enhanced coordination of cross-border animal health activities between the Kenya
and Uganda border (Karamoja, Pokot, and Turkana).
2. Objectives of the Committee:

Increase coordination of vaccination campaigns (SAP )
Harmonized coordination of livestock disease surveillance (SAP)
Creation of a cross-border contingency plan to guide response efforts for disease
outbreaks

Mapping of seasonal migratory patterns.
2.6
Improve communication between Livestock authorities and government security
agencies.
Advocate for more actor involvement in addressing the livestock based livelihood challenges
facing the pastoralists’ communities within the catchment areas.
3. Structure of Committee:
3.1
Chairpersons: The taskforce shall be co-chaired by two DVOs from Uganda and
Kenya respectively.
3.2
Secretary: To be decided by the members
3.3
Members: DVOs of the named districts shall be the key members of the committee.
In addition, the committee will decide on further membership which could include:
 Local administration officials
 Security actors
 NGOs
 Donors
 UN agencies
 Elders/kraal leaders/etc.
3.4
Supervisors: The Department of Veterinary Services (KE) and the Department of
Animal Health and Entomology (UG).
4. Governance of the Committee:
4.1
Chairmanship: The chairpersons shall be appointed on an annual through a vote of
the members of the committee.
4.2
Interim Committee: The interim chairpersons (Nakapiripirit DVO and Pokot North
DVO) shall lead an initial exercise in which further norms and regulations of the task
force shall be established. The tasks of the interim committee are as follows:
 Refine and agree to the TOR (Establish the necessary positions within the
committee and the election procedures for those positions, Confirm the
committee membership, format/procedures for reporting, etc.)
 Hold elections and hand over to the full-time committee
4.3
Quarterly meetings: The taskforce shall meet quarterly on a rotational basis
between Kenya and Uganda at district level. The purpose of the meeting will be to
address all of the objectives of this committee and to resolve any matters arising.
4.4
Documentation:
 Minutes: In every quarterly meeting, minutes will be taken and shared by
soft copy to all members and supervisors of the committee.
 Routine Reporting: This will provide a reflection on the achievements,
challenges, objectives, indicators, etc. of the committee. This will be done
bi-annually and will be written using an established format that the
committee will create (which takes into consideration the M&E framework).
These reports will be shared by soft copy to all members, supervisors and
relevant stakeholders.
 Ad hoc Reporting: This will cover urgent and/or emergency reporting needs,
such as around a disease outbreak and response measures. International
standards for reporting disease outbreaks will be followed in this instance.
These reports will be shared with all members, supervisors and relevant
stakeholders.
