POSITION DESCRIPTION Position: Division: Location: Reports to: Date: Trade Waste Officer Property & Infrastructure Queenstown Manager, Strategy & Performance 3/12/2015 BACKGROUND The Queenstown Lakes District continues to be one of the fastest growing districts in New Zealand. It has a relatively small number of resident ratepayers (approximately 22,000) and experiences high visitor numbers throughout the year. The Queenstown Lakes District Council has a significant role to play in delivering a high quality experience to residents and visitors alike – ensuring the provision of good quality local infrastructure, public services and regulatory functions at the least possible cost to households and businesses. QLDC has a 10-year plan for the period through to 2022 which sets out its goals and how it might achieve them in an affordable manner. QLDC’s overarching outcome is the achievement of sustainable growth management. Its other key outcomes include: An enabling forward-looking financial strategy that is sustainable in the long term; A balanced growth strategy that promotes employment and business opportunities and supports a strong and diverse community; A resilient and participating community that celebrates success, has pride in the district and its heritage and has thriving arts, cultural and sporting groups; Councillors and Council staff are respected for their approach, attitude, service delivery and governance; and A natural built environment that makes Queenstown Lakes District a place of choice to live, work and visit. These outcomes and goals in turn inform QLDC’s activities and priorities. QLDC comprises around 250 staff operating throughout the district. PURPOSE The purpose of the Trade Waste Officer role is to xxx comprising of: The protection of QLDC’s wastewater services infrastructure and resource consent liabilities. Implementation of QLDC’s Trade Waste Bylaw. Provide enforcement, undertake measures to remedy adverse situations and use educational strategies to change behaviour and promote positive outcomes. KEY TASKS Administration/Compliance of Trade Waste Bylaw To monitor and regulate users’ use of QLDC’s wastewater service network where necessary. To audit and prioritise Trade premises connected to the QLDC’s network for regulatory compliance. To encourage clients to utilise and implement better conservation, waste minimisation and environmental solutions through education and communication. To process trade waste applications, advise applicants of their consent condition requirements and issue, suspend or cancel consents. To inspect, measure, sample and monitor premises discharging trade waste where applicable. To enforce the bylaw where necessary To audit Trade Premises connected to the wastewater network for user charges, process these charges through to invoicing, and respond to charged users queries and appeals for charges received and process of their appeals. To provide technical management in the application and practice of the LGA and associated bylaws, QLDC’s Land Development & Subdivision Code and Engineering Codes of Practice where applicable, RMA, HSNO, relevant Pollution Control regulations as they pertain to the functions of Pollution Control’s protection role of wastewater service functions. To process PIMS, LIMS, Building Consents, Resource Consent applications for Pollution Control aspects. Health and safety To attend to Pollution Control complaints, such as spillages and overflows To protect the environment from discharge of contaminants and work closely with the Regional Council and Public Health authorities to this effect. To take all practicable steps to ensure personal safety and the safety of others and the safety of staff supervised, while at work, according to QLDC’s health and safety policies, procedures and systems. To provide health and safety management for all work areas under your control and all personnel for whom you have responsibility and take all practicable steps to ensure a healthy and safe workplace. Information system understanding Experience in analysis and interpretation of data to formulate outcomes/solutions. Proven quality assurance procedures experience. A current driver’s licence. Trade waste experience within Council environment (desirable) - Knowledge of engineering infrastructure, works, functions and operations. Knowledge of engineering pre-treatment works and methods. Knowledge of characteristics and effects of wastes, pollutants and hazardous wastes.
