A BILL TO ADD CHAPTER 405 TO THE SGA CODE OF LAWS
PERTAINING TO DUTIES OF JUDICIAL BOARD MEMBERS
I. Chapter 405 shall read:
Chapter 405 Attendance and Office Hour Requirements
Chapter 405.1 Attendance
Chapter 405.1.1 All justices and clerks shall make a good faith
effort to attend all meetings and events required of them as
members of the Judicial Board.
Chapter 405.1.2 If a member of the Judicial Board must be
absent from a required meeting or event due to their officially
representing the University of Alabama in some other capacity,
then the absent member shall notify the Chief Justice of said
absences at least twenty-four hours before the absence occurs,
detailing the nature of the other engagement. Such an absence
shall count as one demerit point.
Chapter 405.1.3 Any justice or clerk who fails to notify the
Chief Justice of an absence which falls under the auspices of
Chapter 405.1.2, or is absent for another reason shall accrue
two demerit points.
Chapter 405.2 Office Hours
Chapter 405.2.1 The Chief Justice shall be required to complete
an average of three office hours per week in the SGA office
Chapter 405.2.2 The Associate Justices shall be required to
complete an average of two office hours per week in the SGA
office.
Chapter 405.2.3 The Judicial Board clerks shall be required to
complete an average of one office hour per week in the SGA
office.
Chapter 405.2.4 The Chief Justice is hereby authorized to
collect statistical data to ensure compliance with Chapters
405.2.2 and 405.2.3, whichever pertains to the particular
officeholder.
Chapter 405.2.5 The Judicial Board clerks are hereby
authorized to collect statistical data to ensure compliance by the
Chief Justice with respect to Chapter 405.2.1
Chapter 405.2.6 The statistical basis for determining the
average number of office hours per week completed by
members of the Judicial Board shall be four consecutive weeks
in the fall and spring semesters, excluding weeks which fall in
the months of December and May.
Chapter 405.2.7 Failure for any member of the Judicial Board
to fulfill the office hour requirements specified in Chapter
405.2 shall accrue one demerit point.

A BILL TO ADD CHAPTER 406 TO THE SGA CODE OF LAWS
PERTAINING TO DERELICTION OF DUTY BY JUDICIAL BOARD
MEMBERS
I.
Chapter 406 shall read:
Chapter 406 Disciplinary Action
Chapter 406.1 Each member of the Judicial Board, from the time of
taking office, shall be allowed seven demerit points in which the
member will not face any disciplinary action
Chapter 406.2 Upon the accrual of the eighth demerit point, the
offending member shall be advised that he or she has exceeded their
allowance of demerit points
Chapter 406.3 Senate Action
Chapter 406.3.1 Upon the accrual of the ninth demerit point, the
Senate Committee on Ethics and Oversight shall draft a
resolution to remove the offending member from office
Chapter 406.3.2 The Judicial Board member shall be removed
from office if the resolution is adopted by a three-fifths
majority of all sworn members of the Senate, and shall be by
roll call vote
Chapter 406.4 Upon the accrual of the tenth demerit point, the
offending member is automatically removed from office
Chapter 406.5 If a member of the Judicial Board is removed under the
procedures specified in Chapters 406.3.2 or 406.4, such a student may
not serve on the Judicial Board in any capacity for the remainder of
their tenure at the University of Alabama.
Chapter 406.6 A member of the Judicial Board shall resign their post
if a conflict arises that they cannot fulfill their respective duties
detailed in this title

REGARDING EXECUTIVE SPENDING LIMITS

Chapter 709.2.1 shall be amended to read as follows:
Chapter 709.2.1 Any allocation by the Executive Council of more than
$1,000 $700 must be presented to the Senate for approval in the form of an
act.

A BILL TO DISSOLVE THE ETHICS COMMITTEE AND CREATE THE
SENATE OVERSIGHT COMMITTEE
I.
Chapter 304.1 is amended by striking “Ethics” and replacing with
“Oversight.” Chapter 304.1 is hereby amended to read as follows:
Chapter 304.1 The Senate will maintain the Committee on Academic
Affairs, the Committee on Ethics, the Committee on External Affairs, the
Committee on Finance, the Committee on Rules, the Committee on
Resolutions, the Committee on Student Affairs, and the Committee on
Oversight.
II.
Chapter 304.1.7 is hereby created and shall read as follows:
Chapter 304.1.7: The Oversight Committee’s duties shall include but are not
limited to:
Chapter 304.1.7.1: Review all projects whose cost exceeds $700.
Chapter 304.1.7.2: Hearing of any ethical issues which may arise due to the
actions of Senate members.
Chapter 304.1.7.3: Issuing penalties to Senate members for ethical
infractions, when necessary.
Chapter 304.1.7.4: Receive after-action reports of projects executed by the
Executive and/or Judicial branches, and presenting resolutions to the Senate
floor for adopting such reports.
II.

A RESOLUTION SUPPORTING THE COLLEGIATE HOUSING AND
INFRASTRUCTURE ACT IN CONGRESS
WHEREAS, the Collegiate Housing and Infrastructure Act eliminates a distinction
in existing tax law that would result in allowing tax-exempt charitable and
educational organizations to make grants to non-University owned not-for-profit
student housing entities that provide collegiate student housing; and
WHEREAS, the Collegiate Housing and Infrastructure Act would make college
more affordable at no cost to taxpayers by offering a housing alternative less
expensive than University housing; and
WHEREAS, the Collegiate Housing and Infrastructure Act results in safer student
housing by encouraging charitable contributions to collegiate housing for
installation of life saving equipment such as fire sprinklers, smoke detectors, and
alarm systems; and
WHEREAS, a significant number students at the University of Alabama currently
or have previously lived in non-University owned not-for-profit student housing
during their collegiate years.
THEREFORE BE IT RESOLVED THAT: The University of Alabama Student
Government Association supports Congressional passage of the Collegiate
Housing and Infrastructure Act.
BE IT FURTHER RESOLVED THAT: The University of Alabama Student
Government Association asks the University of Alabama administration to join in
support of the Collegiate Housing and Infrastructure Act and to also urge in its
passage.

A RESOLUTION THANKING THE UNIVERSITY OF ALABAMA
ADMINISTRATION FOR EXTENDING THE BID PROCESS AMONG
PANHELLENIC MEMBER SORORITIES
WHEREAS: Continuous open bidding is a bidding process in which sororities can
extend bids to any woman at any time throughout the regular school year. Sorority
members wishing to offer snap bids and students wishing to accept them do not
have to go through the formal recruitment process; and
WHEREAS: President Judy Bonner asked for a continuous open bidding process
in Panhellenic sororities following a meeting with sorority advisers; and
WHEREAS: The bidding process was open to any girls who had not previously
been offered a bid and who were not already affiliated with the Greek system; and
WHEREAS: President Bonner used this strategy to attempt to remove any real or
perceived barriers within the University, and insisted that the chapters seek
diversity when choosing their members; and
WHEREAS: These actions resulted in the admittance of several new young
women, including some African-American women and women of other minority
groups, to the sorority system, indicating a landmark development in the history of
the University of Alabama and, specifically, its Greek system.
THEREFORE BE IT RESOLVED: The Senate thanks and supports The
University of Alabama for taking the unprecedented step of opening up the
continuous open bidding process to every sorority on our campus.
BE IT FURTHER RESOLVED: That copies of this resolution be sent to the
faculty senate; President Judy Bonner, University President; Dr. Mark Nelson, the
Vice President for Student Affairs, Jimmy Taylor, SGA President; Chris Willis,
SGA Vice President for Financial Affairs; Andrew Gross, SGA Treasurer; Tynan
Kozak, Associate Director of Administration, Financial Affairs; and The Crimson
White for informational purposes.
RESOLUTION R-18-13
THE UNIVERSITY OF ALABAMA

A RESOLUTION ENCOURAGING THE UNIVERSITY OF ALABAMA
ADMINISTRATION TO PURSUE A BUILDING FOR THE MILLION
DOLLAR BAND
WHEREAS, The Million Dollar Band has operated solely upon Butler field since
its founding in 1912 without any official building; and
WHEREAS, The band has travel trailers that remain stationary on the sidelines of
the practice field where the tubas, battery percussion, and front ensemble store
their instruments; and
WHEREAS, In event of rain, the Million Dollar Band will either rehearse through
unfavorable weather or cancel rehearsal; and
WHEREAS, Auburn University, Louisiana State University, the University of
Florida, the University of Missouri, the University of South Carolina, Vanderbilt
University, the University of Arkansas, Texas A & M University and other schools
in the SEC all have band facilities in which to rehearse, regardless of the
conditions or circumstances; and
WHEREAS, The Crimsonettes and Colorguard travel, rehearse, and preform
alongside the Million Dollar Band and would also benefit from a rehearsal
building; and
WHEREAS, The Million Dollar Band rehearses every weekday from 4:00-5:30pm,
on Butler Field. On the weekends, the band either travels or rehearses during the
early morning hours; and
WHEREAS, The addition of a band building would greatly help the Million Dollar
Band continue to reach excellence both on and off of the field. The members
would have a place to store their instruments, as well as consistent bathrooms and
air conditioned facilities. A structure to represent the outstanding men and women
of the Million Dollar Band would boost morale and add another memorable
element to the Alabama game day experience.
THEREFORE BE IT RESOLVED THAT: The Senate encourages the University
of Alabama administration to pursue construction of a building for the Million
Dollar Band.
BE IT FURTHER RESOLVED THAT: Copies of this resolution be sent to the
faculty senate; President Judy Bonner, University President; Dr. Mark Nelson, the
Vice President for Student Affairs, Jimmy Taylor, SGA President; Chris Willis,

AN ACT TO APPROVE THE ORGANIZATIONAL FUNDING REQUESTS
SUGGESTED BY THE FINANCIAL AFFIARS COMMITTEE FOR THE
MONTH OF OCTOBER 2013
WHEREAS, the Financial Affairs Committee met on October 7, 2013; and
WHEREAS, the committee heard the funding requests of nearly thirty various
organizations before making its decisions; and
WHEREAS, the new rules governing fiduciary activities of the Financial Affairs
Committee and the Student Government Association under Title VII of the SGA
Code of Laws require that these allocations be submitted in the form of an act.
THEREFORE BE IT ENACTED THAT: the Senate approves the following FAC
funding requests in the following amounts for a total of $38,806.26, listed below.
I.
South Asian Society will receive $2,625 for the Diwali Festival
celebration.
II.
Alpha Psi Omega will receive $500 for a pledge retreat at Camp
Maranatha in Scottsboro, AL.
III.
The Bama Anime & Manga Association will receive $190 for an
equipment fee from the Ferguson Center for movie projection.
IV.
The Capstone Agency will receive $2,000 for five members to travel to
Philadelphia, PA for the PRSSA national conference and $1,000 for
supplies, including binders, folders, and business cards for 65 members.
V.
The Public Relations Student Society of America (PRSSA) will receive
$2,000.00 for its members to travel to Philadelphia, PA for the PRSSA
national conference.

The Korean Student Association will receive $1,700 for an event
educating Korean students about American jobs and $200 for banner
supplies.
The Alabama Environmental Council will receive $2000 for travel to a
bi-yearly training conference for 18 members.
Platform Online Magazine will receive $1,200 for three members
attending the PRSSA national conference in Philadelphia, PA.
The American Institute of Chemical Engineers will receive $800 for
two members to travel to San Francisco, CA for chemical e-car safety
training and a research poster presentation.

The Resonance Show Choir will receive $1,000 for equipment rental and
$1,100 for the venue rental of Central High School for rehearsal and
performance.

Corolla will receive $1,600 for travel for four persons to the National
College Media Conference in New Orleans, Louisiana on October 23-26,
2013.
XII.
Chi Alpha Campus Fellowship will receive $2,000 for travel to the
SALT regional conference in Athens, Georgia on January 2-5, 2014.
XIII.
The Future Black Law Students Association will receive $2,000 for
travel for multiple persons to the LSAT Conference in Atlanta Georgia
on November 2, 2013 and to the Black Pre-law Conference in Houston,
Texas on November 15, 2013.

The American Association of Petroleum Geologists will receive $400
for the purchase of tailgating equipment.

Design, Build, Fly will receive $2,000 for travel for 12 students to
Wichita, Kansas for their annual competition
Black Warrior Review will receive $2,000 for travel for five persons to
the Association of Writers and Writing Programs Conference in Seattle,
Washington on February 26-March 3, 2014.

The Society of Women Engineers will receive $2,000 for travel for
fourteen persons to Baltimore, Maryland for their national conference on
October 23-27, 2013.

The Muslim Student Association will receive $3,050 for the purposes of
facilitating the venue rental and cultural food for the celebration of Eid
on October 15, 2013.

Eta Sigma Gamma Delta Xi will receive $100 for advertising costs.
The Air Force ROTC will receive $450.92 for the purchase of
equipment, $1,000 for travel to a fundraiser in Talladega, and $240.34 for
the purchase of office supplies.

Evolutionary Studies Club will receive $50 for the purchase of buttons.

Project Health will receive $2,000 for travel for twelve persons to the

A BILL TO SPECIFY A CONTINGENCY PLAN IN THE EVENT THAT
AN ACCOUNT IN THE SGA BUDGET RUNS A NEGATIVE BALANCE
I.
Chapter 709.4 is hereby created and shall read as follows:
Chapter 709.4 Negative Balance Contingency Plan
Chapter 709.4.1 Should any account contained in the SGA budget
experience a negative balance, then the Vice President of Financial
Affairs, at his or her discretion and without the consent of the Senate,
shall be vested with the authority to transfer funds from the Executive
Contingency account to the account exhibiting the negative balance
such that the resulting balance of that account is zero.
Chapter 709.4.2 Nothing in this subchapter shall be construed to grant
the Vice President of Financial Affairs the authority to transfer funds
from other accounts in the SGA budget, with exception of the
Executive Contingency account, to rectify negative account balances.
IV.
This bill shall be in accordance with Chapter 101.3, Title I, SGA Code of
Laws.

QUEEN
WHEREAS, Bella Wesley, a senior at The University of Alabama majoring in
accounting from Greenville, AL, was elected by the student body as The
University of Alabama’s Homecoming Queen; and
WHEREAS, she is greatly involved on The University of Alabama’s campus and
community through her participation in 9 different honor societies, volunteering
with 8 different organizations, serving as a University Steward, Greek
Ambassador, Culverhouse Ambassador, The Director of the homecoming parade
and the president of Kappa Delta, Zeta Chapter; and
WHEREAS, she serves as an excellent representative of The University of
Alabama as Homecoming Queen; and
WHEREAS, Bella Wesley was named Homecoming Queen at The University of
Alabama’s Homecoming Pep Rally on Friday, October 4, 2013, and crowned at

A RESOLUTION TO WELCOME DR. ROB MORRIS BACK TO THE
UNIVERSITY OF ALABAMA FOR THE BERNARD AMES SEMINAR
WHEREAS, the University of Alabama has always been committed to further
advancing human knowledge through scientific discovery in various fields and to
the production of new scholars to carry on this mission; and
WHEREAS, one of these scholars is Dr. Robb Morris, a Senior Scientist in the
Physical Chemistry group at the Knolls Atomic Power Laboratory in Niskayuna,
New York, which oversees research related to nuclear propulsion for the United
States Navy; and
WHEREAS, Dr. Morris attained his Bachelor of Science degree in metallurgical
and materials engineering from the University of Alabama in 2006 before going on
to complete his Master of Science and Doctor of Philsophy degrees in the same
field from the University of Alabama in 2008 and 2010, respectively, under the
instruction of Dr. Gregory Thompson; and
WHEREAS, Dr. Morris will be giving a lecture in the Bernard Ames Seminar
Series on October 18, 2013 on the role of materials science in the Naval Nuclear
Propulsion Program.
THEREFORE BE IT RESOLVED THAT: The Senate hereby welcomes Dr. Robb
Morris back to the University of Alabama for his Bernard Ames lecture on his
research and its impacts on ensuring the well-being and readiness of the United

A RESOLUTION ENCOURAGING THE UNIVERSITY OF ALABAMA
VICE PRESIDENT OF STUDENT AFFAIRS TO INCREASE FUNDING TO
THE UNDERGRADAUTE RESEARCH AND TRAVEL FUND
WHEREAS, the three pillars of purpose upon which the University of Alabama
prides itself are teaching, research, and service; and
WHEREAS, to fulfill this mission of research, the University of Alabama has long
encouraged undergraduate students to engage in cutting-edge research in vital
areas such as materials science, educational policy, childhood development, and
medicine; and
WHEREAS, one of the greatest rewards for an undergraduate researcher is the
opportunity for him or her to attend a research conference to display their work to
fellow colleagues in their field, bringing great pride and recognition to the
University of Alabama as the flagship research institution in the State of Alabama;
and
WHEREAS, travel to these conferences allows undergraduate researches the
additional opportunities to network with professionals in the field, opening doors
for potential employment or to pursue a graduate degree upon the completion of
their undergraduate studies at UA; and
WHEREAS, the Undergrauate Research and Travel Fund was created last year
under the umbrella of the Student Government Association budget to provide
undergraduates with vital fiduciary support to attend these conferences; and
WHEREAS, only $2,000 was allocated last year and again this year due to lack of
additional funds that the SGA deems needed in order to perpetuate this assistance
fund to more than just a handful of students, making this campus woefully behind
other institutions in providing undergraduates the means to attend research
conferences.
THEREFORE BE IT RESOLVED THAT: The Senate encourages the Vice
President of Student Affairs allocate additional funds to the Undergraduate
Research and Travel Fund for Fiscal Year 2014 in order to enable greater access
for undergraduate researchers to present at their respective conferences.

A RESOLUTION URGING THE FACULTY SENATE AND
ADMINISTRATION TO ADVOCATE THE PASSAGE OF THE MAKING
COLLEGE AFFORDABLE ACT IN CONGRESS
WHEREAS, Coverdell Educational Savings Accounts (ESAs) provide an excellent
means for a family to set aside money for their children’s college education; and
WHEREAS, these savings accounts provide more flexibility than the oft-promoted
529 College Savings Plans in terms of the range of financial instruments in which
the money may be invested; and
WHEREAS, these savings accounts have the potential to provide an excellent
alternative to paying for college via student loans; and
WHEREAS, the main impediment to the widespread adoption of Coverdell ESAs
is that the maximum contribution limit is currently $2,000 per year per beneficiary;
and
WHEREAS, there is currently legislation pending in the United States Congress
which would raise the maximum contribution limit to $10,000 per year per
beneficiary.
THEREFORE BE IT RESOLVED THAT: The Student Senate urges the
University of Alabama administration and the Faculty Senate to join in support of
HR1032, otherwise known as the Making College Affordable Act of 2013.

A RESOLUTION TO CONGRATULATE THE VICTORS OF THE
REPUBLICAN AND DEMOCRATIC PRIMARIES IN THE 1ST
CONGRESSIONAL DISTRICT OF ALABAMA SPECIAL ELECTION
WHEREAS, former Congressman Jo Bonner of the 1st Congressional District of
Alabama resigned on August 2, 2013 due to his acceptance of an administrative
position at the University of Alabama, prompting Governor Robert Bentley to call
for a special election to ensure that the voters of this district are represented; and
WHEREAS, a primary was held on September 24, 2013 to determine the nominees
for the Democratic and Republican parties for the general election, which will
occur on December 17, 2013; and
WHEREAS, in the Democratic primary, real estate agent Burton LeFlore defeated
Lula Albert-Kaigler by a margin of 71 to 29 percent, thus ensuring his nomination
for the general election representing the Democratic Party; and
WHEREAS, the results in the Republican primary has led to a runoff between
former state senator Bradley Byrne, who received 35 percent of the vote, and
businessman Dean Young, who received 23 percent of the vote, which will occur
on November 5, 2013; and
WHEREAS, there are many students at the University of Alabama who reside
within the 1st Congressional District of Alabama.
THEREFORE BE IT RESOLVED THAT: The Senate wishes to congratulate
Burton LeFlore on his becoming the Democratic Party nominee, and congratulates
Bradley Byrne and Dean Young for their victories in the Republican Party primary.
