14. General Summary of Function/Purpose of Position
This position is responsible for administration of the Hazardous Waste Management Part 111, Solid Waste Management Part
115, Liquid Industrial Waste Part 121, and Scrap Tires Part 169 of the Natural Resources and Environmental Protection Act,
1994 PA 451 (NREPA) for the Lansing District. Conduct inspections of regulated facilities on a district-wide basis and
perform follow-up activities including, compliance assistance and where necessary, the commencement of formal
enforcement action. Serve as the sole Scrap Tire Program representative for the Lansing District which involves compliance
inspections, follow-up inspections, grant proposal reviews and grant administration at the district level. Respond to citizen
complaints regarding regulated facilities, non-regulated sites, and pollution emergencies. Assist with processing construction
permits and licenses for solid waste transfer stations and processing facilities as needed. Perform additional duties as
assigned by the District Supervisor.

Part 111 Hazardous Waste and Part 121 Liquid Industrial Waste inspections and compliance assistance.
Individual tasks related to the duty.
 Conducting inspections/investigations at governmental, industrial and commercial facilities to evaluate compliance with state
and federal regulations administered by the division, and to ensure compliance with established plans and programs of the
division. These include activities at Conditionally Exempt Small Quantity Generators, Small Quantity Generators, complex
Large Quantity Generators; Treatment, Storage and Disposal facilities; transporters who handle hazardous or liquid industrial
waste; and other facilities and generators.
 Respond to and investigate complaints about waste handling, disposal or spills of hazardous or liquid waste at permitted
facilities.
 Represent the district on the Waste Management Division/RCRA Part 111 coordinating committee.
 Conducting meetings and/or consulting with governmental, industrial and commercial management representatives, special
interest groups, and the public to provide compliance assistance with the state and federal regulations administered by the
division.
 Determining the necessity for escalated enforcement actions on regulated facilities, overseeing the investigation and
documentation of information necessary to support the referral either through a civil or criminal action.
 Respond, with strong customer service orientation, to requests for information from the public, special interest groups,
legislators, other governmental agencies, regulated entities and consultants on issues related to the hazardous waste program
in Michigan.
 Assisting Division and Department staff relating to matters pertaining to compliance and enforcement of hazardous waste,
liquid industrial waste, and related laws.


 Conduct inspections of regulated tire sites in the Lansing District, including haulers, tire disposal facilities, and grant sites.
 Prepare inspection reports and letters to the responsible parties.
 Conduct follow up inspections as necessary.
 Preparation and review of material/evidence to aid legal proceedings
 Review scrap tire hauler registrations for completeness and for appropriate end users or disposal sites.
 Conduct inspections of retailers to determine the use of licensed scrap tire haulers to remove scrap tires.
 Review scrap tire removal grants and monitor scrap tire removals under those grants.
 Participate in the scrap tire committee meetings as a District representative. Meet with landowners, attorneys and local
government officials to review alternatives and make recommendations to resolve violations.
 Participate in compliance sampling investigations.
 Input compliance data into the Division Database.


 Keeping updated on new regulatory changes of Parts 115.
 Determining facility compliance, referring recalcitrant site owners and responsible parties for formal enforcement actions to
either local prosecutors or the Criminal Investigation Section.
 Preparing appropriate initial inspection correspondence.
 Reviewing, and preparing responses to, submitted facility correspondence.
 Participating in program maintenance, meetings, procedure development, document review and file management
 Assisting Division and DEQ staff with matters pertaining to compliance and enforcement of solid waste and related laws.
 Assisting in the development and implementation of necessary procedures to carry out division enforcement policies, permit
revocations, contested case hearings, civil litigation, and procedures involving other enforcement activities such as permit
conditions.
 Assisting in preparing and accomplishing District work plan activities, potentially including beneficial re-use sites, recycling
facilities, transfer facilities, and other solid waste complaints as assigned.


• Choosing the facilities to inspect and when to inspect them in accordance with Division Policy and District Priorities.
Affected is the facility.
• Choosing when and if to recommend a case, in accordance with Division policy, for referral as escalated enforcement.
Obtain approval from the District supervisor to refer the case to Enforcement or Criminal Investigators. Affected is the

18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on
the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions.
Hazards include driving to and from facilities to inspect, which may be several counties away, and occasionally travel to
further destinations for training. Inspections may be conducted on a frequent basis, several times per week. Physical
activities can include driving, typing, repetitive motion, standing, sitting, climbing, stooping, balancing, kneeling, crouching,
crawling, reaching, lifting, carrying, walking, running and bending. Conditions/Hazards can include exposure to wet, cold,
heat, noise, dust, smoke, odors, fumes, fire, chemicals, vegetation, contaminated air, contaminated soil, and contaminated
waste; as well as other hazards such as moving equipment, found at industrial sites.

23. What are the essential functions of this position?
Conduct inspections and follow-up to assure compliance with applicable state and federal statutes and permits. Demonstrate
ability to effectively and efficiently handle facilities assigned, which requires a broad knowledge of DEQ statutes and rules.
Inspect facilities for compliance with environmental regulations, identify violations that have occurred, provide compliance
assistance to guide facilities back into compliance, and when necessary pursue enforcement actions against facilities in
continued or significant violation of environmental regulations. Respond to citizen complaints regarding illegal waste
disposal and other environmental concerns. Travel to perform inspections and traverse on uneven terrain in all weather
conditions. Clearly communicate, both verbally and in writing; operate a computer and telephone and other devices normally
required in this position; attend meetings or legal proceedings which may be lengthy; use personal protective equipment in
accordance with federal law, and maintain a valid/current Michigan Driver’s License.

25. What is the function of the work area and how does this position fit into that function?
The function of the work area is to provide and maintain programs in support of preventative waste management in the multicounty district. Activities include investigation of hazardous and liquid industrial waste complaints as well as regular
inspections, to determine the nature and extent of pollution hazards, handling of enforcement cases and any associated
activities, development of environmental controls and systems, initiation of appropriate administrative and legal actions,
permitting and licensing of facilities. This position also performs other projects as assigned by supervision.
26. What are the minimum education and experience qualifications needed to perform the essential functions of this position?
EDUCATION:
Bachelor Degree in the physical sciences, biological sciences, resource development, resource management, or engineering

KNOWLEDGE, SKILLS, AND ABILITIES:
The ability to communicate well in writing and verbally is necessary, and the ability to communicate technical information to
diverse audiences. Must have ability to maintain favorable public relations, and use tact in adversarial situations.
Demonstrate the ability to develop enforcement cases and provide case management. A strong customer service attitude is
necessary for this position. Computer skills are necessary, and experience with the Microsoft Office Suite of software is
desirable. Develop the ability to work independently and demonstrate independent decision making. The ability to gain
knowledge of and perform reviews in multiple program areas is required. Efficient and effective time management and
workload management skills.
